North asks for 2 found at sea

Pyongyang has called on Seoul to repatriate two North Korean men in South Korean custody after crossing the eastern sea border earlier this week, an official said yesterday.

The North made the request in a message to South Korea via a Red Cross channel at Panmunjom, Ministry of Unification spokeswoman Park Soo-jin told reporters.

The North’s call came a day after the two crossed the sea border into South Korea on a small boat.

It was not immediately clear whether the two North Koreans deliberately entered South Korean waters seeking asylum or if their two-ton wooden boat accidentally strayed across the border.

Park said South Korea will handle the case in accordance with the expressed will of the men and on humanitarian grounds, adding that they are being questioned by South Korean officials about their motives.

北, 남하 주민 2명ㆍ선박 송환 요구

통일부는 5일 "북한이 동해상을 통해 어제 남하한 북한 주민 2명과 선박의 송환을 요구해왔다"고 밝혔다.

박수진 통일부 부대변인은 이날 정례 브리핑에서 "북측 조선적십자회가 오늘 오전 판문점 적십자채널을 통해 대한적십자사 앞으로 이 같은 내용의 통지문을 보내왔다"고 전했다.

북측은 통지문에서 "인도주의 차원에서 즉시 돌려보내라"고 요구한 것으로 알려졌다.

박 부대변인은 "현재 2명에 대해 관계기관에서 조사하고 있으며, 조사가 끝나는 대로 본인들의 자유의사와 인도주의적 차원에서 처리할 것"이라고 설명했다.

북측이 4일 한국으로 인계된 일본 표류 탈북자 9명에 대해서는 별다른 언급 없이 동해 상을 통해 남하한 주민 2명의 송환을 요구한 배경이 주목된다.

합동참모본부에 따르면 2t급 목선에 탄 북한 주민 2명(남성)이 4일 오전 7시54분께 강원도 제진 동북방 인근 북방한계선(NLL) 이남에서 우리 해군에 발견됐다.
