To save lunch money, eat on a construction site

Hamba is the Korean term for a temporary canteen erected at a construction site for hard hats to eat tasty, affordable meals.

But step into a hamba at a construction site in Yeouido, Seoul’s financial hub, and you’ll have trouble finding an empty seat. All the tables are jammed with clerks, brokers, secretaries and other white-collar workers. Many of the diners have IDs around their necks from the National Assembly, which is nearby.

There’s a simple reason why the suits are chowing down with the construction workers: hambas are cheaper than restaurants.

With the steadily rising prices of meat and vegetables, restaurants have been forced to raise prices on their menus, and they’re losing office workers to more wallet-friendly lunch options. The Yeouido hamba is popular because the prices are 2,000-3,000 won ($1.70-$2.55) cheaper than restaurants. The kimchi stew at the hamba is 5,000 won for a serving, while egg rolls are 5,000 won and a pork stir-fry for two is 15,000 won.

“In Yeouido you can pay 7,000-8,000 won for just a serving of stew,” said Moon Su-jin, 26, an office worker in the area who spends a lot of time searching for inexpensive restaurants with her office mates. At the hamba, she said, “three colleagues who don’t want to spend too much on lunch can have two servings of kimchi stew and an egg roll.”

Another newly popular alternative are the restaurants run by public offices. During lunch at the Seoul Yangcheon Police Station restaurant, many men in blue shirts and navy hats can be spotted. They are security guards at a neighboring Mok-dong apartment complex who want to get lunch for under 3,000 won. “I come every day and walk 15 minutes,” said a security guard surnamed Ha, 66. “You won’t be able to eat at this price in Mok-dong.”

The influx of customers is not always appreciated by the public office restaurants. “Every day at lunchtime, around 200 meal tickets are sold and 60 percent are bought by outsiders,” said an insider at Seongbuk Police Station. After Gwangjin Police Station experienced an increase of outside customers in their internal restaurant, they restricted outsiders’ use of the restaurant to after 12:15 p.m.

University restaurants are also under a strain with a surge of outsiders taking advantage of cheaper meals on campus. A Seoul National University dormitory restaurant, which usually charges 2,500 won for a meal, has started charging 1,000 won extra for customers with no connection to the university. Its problem was too many taxi drivers coming to eat. “We were offering meals for the welfare of our students even at a deficit, but because of influx of outsiders, our losses are rising,” said an insider at Seoul National University.

Taxi driver Kim Hyun-yong, 43, shrugs off that argument and asks whether “a school run on citizens’ taxes should discriminate against outsiders.”

Some enterprising souls are even selling tickets to public office restaurants on the Internet.

The people who are really losing in the cheap-lunch hunt is restaurant owners.

“We also operate without making profit,” said Kim, 52, owner of a restaurant in front of the Yangcheon Police Station. “But because of the police stations’ internal restaurants, we are losing customers. It seems as if restaurant owners as a group need to protest to the police stations.”

고물가 시대 … ‘착한 점심’ 인기

서울 여의도의 국회 제2의원회관 공사현장 식당(속칭 ‘함바’). 건설현장 인부들을 위한 식당이지만 4일 점심시간에 찾았을 땐 인부는 한 명도 찾아볼 수 없었다. 테이블을 차지한 손님들은 대부분 국회 출입증을 목에 건 국회의원 보좌관이나 비서관들이었다. 주변 금융회사 등에 근무하는 직장인도 눈에 띄었다. 이들이 여의도 식당가를 두고 가건물로 지은 함바를 찾는 이유는 하나다. 주변보다 2000~3000원 싼 가격 때문이다.

　이 식당의 김치찌개는 1인분에 5000원이다. 계란말이는 5000원, 두세 명이 먹을 수 있는 제육볶음도 1만5000원으로 여의도에선 저렴한 편이다. 회사 동료들과 함께 식당을 찾은 문수진(26·여)씨는 “여의도에선 찌개 한 그릇만 먹어도 7000~8000원을 줘야 한다”며 “점심값이 아까운 동료들 세 명이 김치찌개 2인분에 계란말이 하나를 먹고 가곤 한다”고 말했다.

　육류·채소 등 물가 상승으로 직장인들의 점심 값이 가파른 상승곡선을 그리면서 1000원이라도 아끼기 위해 발품을 파는 이들이 늘고 있다. 함바집이 없는 곳에선 관공서 구내식당이 그 역할을 대신한다. 서울 양천경찰서 구내식당은 점심시간이 되면 파란 셔츠에 남색 모자를 쓴 이들이 눈에 띈다. 3000원으로 식사를 해결하려는 주변 목동아파트단지 경비원들이다. 4일 이곳을 찾은 경비원 하모(63)씨는 “매일 15분 정도 걸어서 점심을 먹으러 온다”며 “목동에선 이 값 주고 절대 밥 못 먹는다”고 했다.

서울 성북경찰서 역시 상황은 비슷하다. 성북서 관계자는 “매일 점심마다 200장 정도의 식권이 팔리는데 이 중 60%는 외부인이 구입하는 것”이라고 말했다. 광진경찰서는 외부 이용객이 늘자 외부인의 구내식당 이용시간을 낮 12시15분 이후로 제한하고 있다.

　대학 구내식당들도 몸살이다. 한 끼에 2500원을 받는 서울대 기숙사 식당은 지난 8월부터 외부인에 대해선 1000원을 더 받고 있다. 식당을 찾는 택시기사들이 너무 많아서다. 서울대 관계자는 “학생 복지를 위해 적자를 감수하고 식사를 제공하고 있는데 외부인들 때문에 적자 폭이 커져 인상할 수밖에 없었다”고 했다. 택시기사 김현용(43)씨는 “국민의 세금으로 운영되는 국립대학에서 외부인이라고 차별해서야 되겠느냐”고 불만을 나타냈다.

　인터넷에선 관공서 구내식당 식권이 매물로 올라오기도 한다. 인터넷 중고물품 거래사이트에는 “서울 혜화경찰서 구내식당 식권을 판다”는 등의 글이 꾸준히 게시되고 있다. 직장인들의 ‘싼 점심 찾아 삼만리’ 현상에 관공서 주변 식당 주인들은 울상이다. 양천경찰서 앞 먹자골목에서 백반집을 운영하는 김모(52)씨는 “우리도 남는 것 없이 장사하는데 경찰서 구내식당 때문에 장사가 안된다”며 “식당 주인들이 단체로 경찰서에 항의라도 해야 하는 것 아니냐”고 말했다.
