Park discloses finances, Na goes on the attack

The Seoul mayoral race went into full swing yesterday with Grand National Party Representative Na Kyung-won’s campaign attacking liberal nominee Park Won-soon for his tony lifestyle and raising questions about his foundation’s ethics after he officially registered as a candidate and disclosed his personal finances.

Park declared more liabilities than assets in his filings with the Seoul Metropolitan Election Commission (SMEC), with Park and his wife owing 372.8 million won ($315,700) as of yesterday.

“We took out loans using a field we own in Changnyeong [in South Gyeongsang] as collateral to pay off debts from my wife’s interior design business that has had difficulty since the financial crisis in 2008,” Park said through his campaign.

The couple’s 60-pyeong (2135-square-feet) apartment in Bangbae-dong, Seocho District, as well as a building in Sinsa-dong, Gangnam District, were listed as real estate assets under his wife’s name, drawing criticism that the ritzy locales stood in stark contrast to his claim to fame as a leading liberal civic activist.

His supporters, however, pointed out that Park’s assets were nothing compared to Na’s reported 4 billion won ($3.4 million) in assets, including 2.33 billion won in real estate and 2.06 billion won in deposits.

The SMEC said that Park and his wife failed to pay 10.3 million won in taxes between 2008 and this year, which Park’s campaign said was due to the absence of an employee who handled taxes at his wife’s company after the employee was laid off. The campaign added that all taxes owed had now been paid.

Park also disclosed that he completed eight months of military service, ending in April 1978, far shorter than the usual compulsory military service. Park said his short stint was due to the military’s exemption given to families without a father and with only one son.

Na’s campaign went on the offensive yesterday, with spokesman Shin Ji-ho claiming that Park fired an employee at his foundation after the official criticized the private use of the organization’s funds by its executives including its vice secretary general, who Shin said was Park’s close aide.

Shin said that Park continued to have the vice secretary general at his side, providing his aide with perks including free education in the United States using money from a Posco foundation, on whose board Park served as an outside director.

The spokesman also claimed that when the foundation’s staff wanted to unionize, Park opposed the idea, saying that it would be the organization’s downfall.

박원순 부부 6억 가까운 빚 … 나경원 부부 부동산 23억, 예금 20억

두 후보 재산·납세 내역 공개

10·26 서울시장 보궐선거 출마를 선언한 한나라당 나경원 후보와 무소속 박원순 후보의 재산 내역 등이 7일 공개됐다.

　나 후보는 국회의원 재선을 하면서 관련 자료들이 여러 차례 공개됐지만 박 후보는 그간 한 번도 선거에 나서거나 1급 이상 공직을 맡은 적이 없어 재산관계를 포함해 신상 내역이 공개된 것은 처음이다. 서울시 선거관리위원회가 공개한 자료에 따르면 박 후보는 본인(1억1814만원) 및 배우자(4억7000만원) 명의로 총 5억8814만원의 빚을 지고 있었다. 부채가 재산 총액(2억1536만원)보다 많아 그의 재산은 -3억7278만원이었다.

　재산목록엔 경남 창녕군의 밭 3528㎡(공시가액 3902만원)이 포함됐다. 상속 받은 것이라고 한다. 또 서울 서초구 방배동 60평대 아파트 전세보증금(1억원)과 강남구 신사동 상가 임차보증금(1500만원) 등을 부인 소유 부동산으로 신고했다. 신한생명 보험(1100만원)을 비롯해 총 3356만원의 예금 및 보험, 부인 소유의 2005년식 체어맨 승용차와 2008년식 그랜드카니발 승합차도 재산목록에 올랐다.

6억원 가까운 부채와 관련해 박 후보 측은 “2008년 외환위기로 후보 배우자의 인테리어 사업이 힘들어지면서 생긴 것”이라며 “빚을 갚기 위해 창녕 밭도 담보로 잡아 대출을 받았다”고 설명했다.

　박 후보 부인이 2008~2011년 총 1027만원의 세금을 체납한 사실도 공개됐다. 박 후보 측은 “외환위기로 인테리어 사업이 어려워져 직원들을 해고하는 과정에서 회계장부를 제대로 관리하지 못해 발생한 것”이라며 “체납 세금은 모두 납부했다”고 말했다.

　나 후보는 선관위에 총 40억5757만원의 재산을 신고했다. 나 후보 재산에서 가장 큰 비율을 차지하는 것은 본인과 남편 김재호 판사(서울동부지법 부장판사) 소유로 돼 있는 부동산(토지와 건물 합쳐 23억2566만원)이다. 나 후보 명의의 부동산은 남편과 공동으로 소유한 서울 용산구 서빙고동 아파트 166.98㎡(11억6000만원)뿐이고, 남편 명의로 된 재산이 경기도 성남시 토지 5건, 서울 광진구 구의동 상가(4343만원), 중구 신당2동 연립주택 임차권(6억1000만원) 등이다.

　이 중 성남시 분당구와 수정구의 임야와 전답 등의 공시지가는 총 5억1223만원으로, 김 판사 모친으로부터 증여·상속된 것이라고 나 후보 측은 밝혔다. 나 후보는 서울 중구 신당 5동 상가(대지 268.20㎡, 건물 792.50㎡)를 실거래가 30억원에 팔았다는 사실도 지난해 말 국회 공직자윤리위원회에 신고했다. 나 후보는 이 건물을 2004년 17억원 정도에 매입한 것으로 확인돼 13억원 정도 차익을 남겼다. 나 후보의 강승규 비서실장은 “나 의원과 남편이 나중에 변호사로 개업하거나 의원 사무실 등으로 사용하려고 샀다가 나 후보의 지역구가 중구가 되면서 계속 갖고 있는 게 부적절하다는 생각에 판 것”이라고 밝혔다.
