Park says she’ll back GNP campaigns

Speaking directly for the first time on her decision to support the Grand National Party’s by-election efforts, Representative Park Geun-hye, the ruling party’s former chairwoman, distanced herself from Representative Na Kyung-won’s Seoul mayoral run.

“I will support the Oct. 26 by-elections,” Park said yesterday when she met with reporters at the National Assembly. “I will consult with party officials about how to support the campaign and where the support will be.”

The presidential front-runner made no specific mention of Na’s mayoral campaign, pointing out that other races were taking place elsewhere on Oct. 26.

With the crucial post of Seoul mayor up for grabs, Park has been careful to keep the GNP’s mayoral nominee at an arm’s distance as Na engages in a tough battle against independent liberal nominee Park Won-soon.

The former GNP chairwoman said that she decided to support the GNP’s by-election efforts to defend and reform the party system.

“Politics should have improved the people’s quality of life and given them hope,” Park said, “but we failed to do so, and I feel extremely regretful. Politicians must deeply reflect on the situation.”

Park Won-soon, the lawyer-turned-liberal activist who was chosen as the opposition parties’ single nominee, has enjoyed a fast rise to the top of the polls thanks to his post-partisan image and voters’ disappointment with the nation’s current politics.

“Until now, I have stayed one step behind to give the [Lee Myung-bak] administration and the ruling party to work, but the current situation is a crisis for not only the GNP but also all of politics,” Park said. “We must unite, and I believe I have to do my best to revamp the party and the political process. That’s why I made the decision [to support the campaign].”

She also stressed that party politics was still needed in the country but said that it needed reform.

“Without the support of political parties, it is hard to implement policies and practice responsible politics,” Park said. “Just because there is criticism doesn’t mean we must abandon party politics.”

With many political observers seeing the Seoul mayoral election as a litmus test for next year’s general and presidential elections, Park’s cautious embrace of the GNP’s mayoral nominee indicated her fears of becoming entangled in a potentially losing campaign and becoming tarnished as she gears up for a Blue House run.

“It has nothing to do with the presidential election,” Park said, referring to the mayoral race.

Park also welcomed the GNP’s decision to adopt an official party platform on welfare that largely aligned to her position - a decision that was seen as a prerequisite for Park’s support.

The GNP, meanwhile, opened Na’s campaign headquarters yesterday with many senior party leaders in attendance, in a reflection of the party’s sense of urgency as it battles electoral headwinds.

Those present at the ceremony included GNP Chairman Hong Joon-pyo, former Chairman Chung Mong-joon and Representative Lee Jae-oh. Representatives Won Hee-ryong, Park Jin, Kwon Young-se and Lee Jong-koo are the campaign’s co-chairmen.

While many key Park Geun-hye loyalists were also there, Park herself was conspicuously absent.

Na said yesterday that Park had telephoned her and encouraged her campaign.

‘정치의 위기’ 화두로 자원등판

한나라당 박근혜 전 대표가 4년 만에 선거전에 뛰어든다. 박 전 대표는 6일 국회에서 기자들과 만나 “그동안 정부와 여당이 잘할 수 있도록 제가 한 발 물러나 있었는데 지금 상황은 한나라당뿐 아니라 우리 정치 전체가 위기를 맞고 있다”며 “모두가 힘을 모아야 되고 우리 정치가 새롭게 변화할 수 있도록 최선을 다해야 한다는 생각에서 (서울시장 보궐선거 지원을) 결정하게 됐다”고 밝혔다. 박 전 대표가 ‘정치의 위기’를 화두로 선거의 전면에 나설 뜻을 밝힘에 따라 서울시장 보선은 범여권과 범야권이 각각 총집결해 대결하는 구도가 됐다. 다음은 박 전 대표와의 일문일답.

　-5일 김정권 사무총장과 통화해서 선거 지원을 승낙한 게 맞나.

　“그렇다. 힘을 보태려고 한다.”

　-정치가 위기라고 했는데.

　“정치가 국민의 삶의 질을 바꾸고, 보다 나은 희망을 드려야 하는데 그렇지 못해서 참 송구스럽게 생각하고 있다. 정치권 전체가 많이 반성을 해야 한다고 생각한다.”

　-서울시장 선거 전망은 어떤가.

　“우리가 힘을 모아서 최선을 다해야 하고, 이 시점에선 복지 패러다임을 잘 만들어서 책임 있게 국민 피부에 와닿게 확인해 나가는 게 중요하다. 우리가 경제성장과 복지를 따로 보는 경향도 있는데 그 둘은 절대로 따로 가는 게 아니다. 어떻게 보면 복지는 경제정책의 아주 중요한 한 부분이다. 성장·고용·양극화, 이런 각종 문제들을 누가 더 책임 있게 더 해나갈 수 있느냐가 중요하다. 이렇게 책임 있는 정치가 되려면 정당의 뒷받침이 있어야 한다. 그런 의미에서 우리 당이 선거가 잘되도록 같이 힘을 모아서 최선을 다해야 한다.”

　-정당정치가 실종됐다는 지적이 있는데.

　“정당이 없으면 책임 있는 정치와 정책을 펴나가기 어렵다. 잘될 수가 없다. 정당정치가 여러 가지 비판을 받고, 잘못했다고 해서 ‘그럼 정당정치가 필요 없다’, 이렇게 나가선 안 된다. 필요 있는 건 분명한데 여러 가지로 고쳐야 하고 변화하고 개혁해야 한다면, 어떻게 국민이 바라는 방향대로 변화하느냐, 여기에 맞게 힘을 기울여야 한다.”

　-한나라당이 복지 당론을 정했는데 박 전 대표의 견해가 많이 반영됐다.

　“지금 복지 확장기다. 많이 서비스를 제공해야 할 시점이기 때문에 틀을, 패러다임을 잘 만들어야 한다. 그렇게 해야만 중구난방식이 아니라 세금을 알뜰하게 쓰고 국민이 복지에 대한 체감도를 높일 수 있다. 그렇게 함으로써 경제성장과 복지가 선순환되는 ‘한국형 복지’가 마련될 수 있다고 생각한다. 당이 복지 당론을 결정한 건 평가할 일이고, 우리나라가 나아가야 할 방향이라고 믿는다. 한나라당이 이번에 정한 비전과 방향·기조에 따라 국민의 어려움을 덜어드리고 국민 한 분 한 분 가진 꿈을 실현할 수 있도록 해야 한다.”

　-복지 당론이 한 개인의 복지관과 비슷하게 가면 안 된다는 당 일각의 비판도 있다.

　“국민을 바라보고 생각하면 답이 나오는 문제라고 생각한다.”

　-나경원 후보 지원유세를 할 건가.

　 “어떻게 지원을 할 건가, 어떻게 힘을 보탤 건가는 당 관계자들과 상의해서 결정할 거다.”

　-나 후보 선대위에서는 직책을 안 맡을 건가.

　“직책을 맡고 안 맡고 하는 건 중요한 게 아니라고 생각한다. 어쨌든 힘을 보태려고 하니까.”

　-서울 위주로 지원할 것인가.

　“다른 지역에도 보선이 있다. 그런 문제들에 대해서도 아직 정한 건 없다.”

　-야권이 박원순 후보로 단일화했는데.

　“다른 당 이야기는 자제를 좀….”

　-이번이 대선 전초전이라는 관측이 있는데.

　“대선과는 관계없는 선거라고 생각한다.”

　당내에선 박 전 대표가 이번 선거 지원을 계기로 사실상 대선 행보에 돌입한 것으로 보고 있다. 박 전 대표는 야당 시절 ‘선거의 여왕’으로 불렸을 정도로 강력한 ‘투표 동원력’을 입증했다. 현 정부 출범 이후 친박근혜계 성향의 유권자들은 선거에서 한나라당 지지에 다소 소극적인 경향을 보였다. 여론조사 전문가들은 박 전 대표가 본격적으로 선거 지원을 할 경우 여당 지지층의 응집력을 상당히 높일 걸로 보고 있다.
