Ex-minister questioned about bribes

Shin Jae-min, former vice minister of culture, sports and tourism, was questioned by prosecutors yesterday over allegations that he received more than 1 billion won ($847,000) in bribes from the chairman of SLS Group, Lee Kuk-chul, over the course of a decade.

Just two hours before going to the Seoul Central District Prosecutors’ Office, Shin maintained his innocence in a post on his Facebook profile.

“The allegation is totally wrong, but I’m ashamed of it,” he wrote. “If what I did is a crime, I’ll accept the punishment. If what I did is morally wrong, I’ll also take any criticism.”

Shin added, “From his perspective, my friend [Lee] could have been a little bit hurt because I couldn’t help him as a government official.”

The chairman of the midsize company shook the Lee Myung-bak administration after announcing on Sept. 22 that he bribed a group of current government officials for many years, including the ex-vice minister, under the belief that the then-opposition Grand National Party would help his business if it took power.

Lee said he gave cash, gift certificates and company credit cards to Shin since 2002 when he was a Hankook Ilbo journalist. Shin allegedly spent 100 million won using the cards in department stores and duty-free shops from May 2008 to September 2009.

Lee showed the cards’ transaction records to reporters recently and brought them to the prosecutors’ office when he was summoned.

Prosecutors said they asked the stores to turn over their records to determine whether Shin had indeed used the company’s cards.

SLS Group, which focused on shipping, had as many as 10 subsidiaries at one point before many of them went bankrupt. Lee was also convicted of fraud and lobbying in November 2010 and was sentenced to three years in jail and five years of probation.

Prosecutors also said they would investigate whether Shin gave gifts from Lee to aides of President Lee Myung-bak.

검찰, 신재민 전 차관 전격 소환

신재민(53) 전 문화체육관광부 차관이 9일 이국철(49) SLS그룹 회장으로부터 금품과 편의를 제공받은 점을 일부 시인했다. 그러나 대가성은 부인한 것으로 전해졌다.

　서울중앙지검 특수3부(부장 심재돈)는 이날 오전 신 전 차관을 전격 소환해 밤늦게까지 조사했다. 검찰이 신 전 차관을 소환한 것은 이 회장이 제기한 각종 의혹에 따른 파문을 가능한 한 빨리 종결시키기 위한 것이다. 이 회장의 입만 바라보면서 계속 기다리기에는 의혹의 확대·재생산 속도가 심상치 않다는 점에 주목, 결단을 내린 셈이다.

　실제 최근 들어 사건의 외연은 갈수록 넓어지고 있다. 신 전 차관에 대한 금품공여 의혹에서 출발했던 이 사건은 이후 박영준 전 지식경제부 차관, 곽승준 미래기획위원장, 임재현 청와대 비서관에 대한 금품 및 향응 제공 의혹으로 번졌다. 최근에는 여권 핵심 실세와 권재진 법무부 장관, 검찰 고위 간부들의 이름까지 거명되고 있다. 물론 대부분은 이 회장의 일방적 주장이지만 검찰 입장에서는 당혹스러울 수밖에 없다. 손을 놓고 있다가는 의혹이 어디까지 확대될지 알 수 없는 상황이다.

　청와대와 정치권의 압박도 검찰에는 큰 부담으로 작용했다. 이명박 대통령은 최근 청와대 참모들에게 “이 회장이 연일 기자회견을 열고 장외에서 의혹을 확대하고 있는데 대응이 미진한 것 아니냐”고 불쾌감을 드러낸 것으로 알려졌다. 권 장관도 지난 6일 법무부 국정감사에서 “내가 수사를 받을 부분이 있으면 수사를 받겠다”고 배수진을 쳤다. 여야 의원들은 한목소리로 검찰에 철저한 수사를 주문했다.

이번 사건은 이미 의혹이 커질 대로 커진 상황이라 일부 실세의 사법처리 없이는 잦아들기 어렵게 됐다. 이와 관련해 시금석과 같은 존재가 바로 신 전 차관이다. 그는 의혹 대상자들 중 유일하게 이 회장이 직접 돈을 줬다고 주장한 인물이다. 금품전달 당시 상황에 대한 진술도 구체적이다. 검찰로서는 그나마 수사의 여지가 있는 인물인 셈이다.

　이 때문에 신 전 차관이 사법처리될 경우 검찰은 후속수사를 계속할 힘을 얻을 수 있게 되지만, 반대의 경우에는 수사가 그대로 끝나 버릴 가능성도 있다. 하지만 공소시효가 상당 기간 완료된 데다가 이 회장 본인이 “신 전 차관에게 준 돈은 대가성이 없다”고 주장하고 있어 기소까지는 만만치 않을 것이라는 전망이 적지 않다. 검찰은 피내사자 신분으로 신 전 차관을 조사했으며 추가 조사를 거쳐 금명간 사법처리 여부 및 수위를 결정할 방침이다.

　이에 앞서 신 전 차관은 이날 오전 10시 변호인과 함께 서울 서초동 서울중앙지검 청사에 출석했다. 그는 출석에 앞서 페이스북에 띄운 글에서 “무척 억울한 일이나 동시에 고개를 들기 어려울 정도로 부끄럽기도 하다. 제가 한 일이 죄가 된다면 달게 받겠다. 도덕적으로 잘못됐다면 기꺼이 비판을 받아들이겠다”고 밝혔다. 한편 이 회장은 이날 기자회견을 열고 “현 정부 실력자 등에게 금품을 준 내역이 적힌 비망록을 갖고 있으며 유사시 공개하겠다”고 주장했다.
