Hanjin’s union still not satisfied

Hanjin Heavy Industries’ labor union said it was still unsatisfied after Cho Nam-ho, chairman of the company, said he would accept the National Assembly’s advice and rehire all workers who were laid off within a year.

The two sides have been deadlocked for more than nine months, sparking multiple protests, dubbed “Bus for Hope” rallies, that have become a national issue.

In addition to rehiring all 94 assembly-line workers, Cho said that he would give each fired employee 20 million won ($16,949) as compensation on the condition that Kim Jin-sook, a labor activist who has been staging a sit-in on top of a crane for the past eight months, come down.

But the laid-off workers and their union balked at Cho’s offer. Cho will meet with labor union members today to negotiate.

“The proposal means that the company will rehire the fired workers as entry-level workers, without considering their previous experiences,” Park Seong-ho, leader of Hanjin’s laid-off workers group, told the JoongAng Ilbo. “Most of the laid-off workers have worked for at least 30 years.”

Kim said yesterday that she would listen to the labor union over when to stop her one-woman protest.

“It is good news that the company ... accepted the advice from the National Assembly,” Kim said. “But I will come down from this crane when both sides reach an agreement.”

Over the weekend, roughly 2,500 demonstrators attended the fifth “Bus for Hope” rally, prompting the arrest of 59 protestors.

Protestors started rallying in front of Busan Station on Saturday evening before heading toward the company’s shipyard on Yeong Island.

Protestors began scuffling with police at around 10:40 p.m. in front of Yeongdo Bridge as they tried to cross and enter the shipyard. After warnings went unheeded, police used water cannons to disperse demonstrators.

Protestors continued to demonstrate in Nampo-dong until early yesterday morning before voluntarily leaving at around 11 a.m.

한진중 노사 ‘국회 재고용 권고안’ 해석 제각각

사측 “정리해고 후 재취업 형식”
노조 “근속연수 승계한 복직돼야”
김진숙 “합의 땐 크레인 내려갈 것”

국회 환경노동위원회가 한진중공업 사태 해결을 위한 권고안을 내놓았지만 실무교섭에서는 난항이 예상된다. 권고안에 대한 노사 양측의 해석이 제각각이기 때문이다.

　가장 쟁점이 되는 재고용에 대해 사측은 정리해고 후 재취업하는 형태로 풀이했지만 노조는 근속연수 등을 승계한 복직이 돼야 한다고 해석했다. 정철상 한진중 부장은 9일 “해고자들에게 이미 퇴직금을 다 줬다. 재고용이라는 것은 다시 신입으로 재취업한다는 것을 의미한다”고 말했다. 박성호 한진중공업 정리해고 투쟁위원회(이하 정투위) 대표는 “해고 노동자 대부분이 30~40년 이상 근속을 했는데 신입으로 재고용한다는 것은 말이 안 된다”고 반박했다.

　‘1년 이내’라는 재고용 기간 적용 시점도 엇갈린다. 사측은 향후 노사합의가 체결된 시점부터 1년 이내로 풀이한다. 노조는 그동안 정리해고가 된 올해 2월 14일을 재고용 시점으로 해야 한다는 입장을 고수해 왔다. 재고용 시점에 대해 노사 의견이 8개월 가까이 차이를 보이는 것이다. 2000만원 한도의 생계비 지원도 회사는 ‘할 수 있는 한 최대한 양보한 것’으로 풀이한다. 반면 노조는 ‘정리해고 과정에 퇴직금 정산이 제대로 이뤄지지 않아 기존에 못 받았던 퇴직금을 받는 것’으로 의미를 축소했다.

　정리해고 철회를 요구하며 한진중공업 타워크레인에서 277일째 농성 중인 김진숙 민주노총 부산지역본부 지도위원은 노사가 합의를 한다면 농성을 끝내고 크레인에서 내려오겠다는 입장을 밝혔다. 그는 9일 본지 기자와의 통화에서 “권고안의 수용 여부는 해고 당사자들의 의견이 중요하다. 정투위 등 노사합의가 이뤄진다면 크레인 농성을 끝낼 것”이라고 말했다.

　지난 7일 국회 환경노동위원회가 한진중공업 사태 해결책으로 내놓은 권고안은 ‘퇴직 노동자 94명에 대해 1년 이내 재고용을 약속하고, 이 기간 동안 2000만원 한도의 생계비를 지급한다’는 내용이다. 이날 비공개 환노위 회의에 참석한 조남호 한진중 회장은 조건부로 권고안을 수용했다. 부산 영도 조선소에서 고공 농성 중인 김진숙 민주노총 지도위원 등 4명이 크레인에서 내려오고 권고안을 금속노조와 한진중공업지회가 합의해야 한다는 단서를 달았다.

　한편 한진중공업 정리해고 해결을 촉구하는 5차 희망버스 4000여 명(경찰 추산 2500여 명)이 8일 부산을 찾았다. 이들은 중구 남포동에서 영도조선소로 이동하려다 경찰의 물대포에 막혀 끝내 영도대교를 넘지 못했다.
