At forum, North says war could break out

ATHENS, Georgia - A senior North Korean official on a rare trip to the United States said Monday that the security condition on the Korean Peninsula was so unstable that a war could occur again anytime.

Rhee Jong-hyuk, a ranking member of the communist nation’s Workers’ Party, blamed the conservative government of South Korea, claiming Pyongyang remains committed to peace on the peninsula.

“Contact and exchange between North and South Korea, which had been brisk since the issuance of the North-South Joint Declaration, have been fully suspended and a grim condition is being created under which a war will break out,” Rhee said at the opening of the so-called Track II academic forum hosted by the University of Georgia.

He was referring to a historic summit deal between the two Koreas in 2000 that mapped out a set of measures for peace and stability.

Rhee serves as vice chairman of the North’s Asia Pacific Peace Committee, an organ of the Workers’ Party. The committee is in charge of inter-Korean affairs.

“The North-South Joint Declaration has been ignored over the three years since the launch of the conservative administration in the South, and North-South relations have been destroyed,” he said.

But he reiterated Pyongyang’s public statement that it has a constant goal of bringing lasting peace to the peninsula.

The four-day forum is also being attended by some South Korean lawmakers and scholars, as well as several U.S. figures.

Meanwhile, North Korea and the United States are apparently set to hold another round of high-level talks to explore ways to resume the six-party talks.

Diplomatic sources said the two sides plan to meet in Geneva next week. The U.S. State Department refused to confirm.

리종혁 "한반도 평화는 北의 일관된 입장"

리종혁 조선아시아ㆍ태평양평화위원회 부위원장은 17일(현지시간) "북남공동선언 발표 이후 활력있게 진행돼오던 북남 사이의 접촉과 교류는 전면 중단됐고 무력충돌까지 빚어져 언제 전쟁이 터질지 모를 엄중한 상황이 조성되고 있다"고 주장했다.

리 부위원장은 이날 미국 조지아대에서 개막된 `남ㆍ북ㆍ미 3자 트랙 2` 토론회 개회사에서 "남조선에 보수정권이 들어선 이후 3년 남짓한 기간에 북남공동선언이 외면당하고 북남관계는 파국에 처했다"면서 이같이 말했다.

그는 그러면서도 "북남관계와 함께 조미관계도 아직 응당한 전진을 보지 못하고 있지만 조선반도의 평화를 수호하고 평화통일을 이룩하려는 우리의 입장은 시종 일관한다"고 강조했다.

그는 개회사에 앞서 CNN과 단독 인터뷰를 하고 남북 및 북미간 문제 등에 대해 입장을 밝혔으나 한국 언론들의 합동회견 요청에는 "토론회 폐회식 때 할지를 검토하겠다"며 응하지 않았다. CNN 인터뷰는 이르면 이날 오후나 18일 오전 방영될 것 같다고 CNN 관계자는 전했다.

북한대표단 단장 자격으로 방문한 리 부위원장은 20일까지 나흘간 진행되는 이번 토론회에서 한국과 미국이 6자회담 재개 조건으로 요구하는 북한의 비핵화 사전조치와 남측의 대북 투자, 서해상 군사충돌 등 한반도 현안에 대해 의견을 개진할 예정이다.

토론회에는 북측에서 맹경일 아태평화위 실장과 김천희 `세계인민들과의 련대성조선위원회` 국장, 림룡철 조국통일문제연구소 부소장, 차건일 군축평화연구소 소장, 북한 유엔대표부의 박철, 최일 참사관 등 9명이 참석했으며, 남측에서는 민주당 박주선 최고위원과 한나라당 윤여준 전 의원, 백낙청 서울대 교수 등이 참석했다.

초청 대상이었던 한나라당 원희룡 최고위원은 국내 정치 일정을 이유로 불참을 통보했다.

미국 측에서는 제임스 레이니 전 주한 미대사와 프랭크 자누지 상원 외교위원회 동아태 담당 정책국장, 잭 프리처드 한국경제연구소(KEI) 소장 등 8명이 참석했다.
