U.S. names Davies as envoy for N. Korea

The United States said on Wednesday it will hold a second round of talks with North Korea on its nuclear weapons program on Monday and Tuesday in Geneva.

The talks, which follow a first meeting in New York in July, will also be the swan song for Stephen Bosworth, the current U.S. special envoy on North Korea policies, the State Department said. Glyn Davies, Washington’s ambassador to the International Atomic Energy Agency, will succeed Bosworth after the Geneva meeting.

As in July, Bosworth will meet North Korea’s First Vice Foreign Minister Kim Kye-gwan and try to gauge the North’s attitude toward restarting the six-party talks with South Korea, Japan, China, Russia and the U.S.

“This is a continuation of the exploratory meetings to determine if North Korea is prepared to fulfill its commitments under the 2005 joint statement of the six-party talks and its international obligations as well as take concrete steps toward denuclearization,” Mark Toner, deputy spokesman of the U.S. State Department, told a briefing.

The six-party talks have not been held since the North pulled out in April 2009. The North hopes to return to the aid-for-denuclearization talks, but Seoul and Washington want it to demonstrate a seriousness of purpose by taking several measures, including suspending a uranium enrichment program. The North wants the talks to be resumed without preconditions.

Bosworth, who has held the position since February 2009, is a Korean expert and former ambassador to Seoul.

The U.S. said he was leaving the job for personal reasons. Davies will also attend the talks next week.

The replacement completes a reshuffle in the State Department’s lineup of North Korea experts, including Under Secretary for Political Affairs William Burns, Assistant Secretary of the Bureau of East Asian and Pacific Affairs Kurt Campbell, and Clifford Hart, Washington’s six-party talks envoy.

美 신임 대북대표 데이비스는? 유머감각 풍부한 호감형

미국 스티븐 보즈워스 대북정책 특별대표의 후임으로 글린 데이비스 국제원자력기구(IAEA) 주재 미국 대사가 지명됐다.

데이비스는 조지타운대학을 졸업하고 미국 국방대학(NDU)에서 석사 학위를 받은 뒤 외교관으로 공직생활을 시작했다.

국무부에서 북대서양조약기구(나토)의 핵 관련 분야를 담당하던 그는 빌 클린턴 대통령 당시 국무부 대변인을 역임했다. 이후 IAEA 대사로 임명되기 전까지 국무부 동아태 담당 수석 부차관보를 지냈다.

미국 현지에서는 데이비스가 보즈워스의 뒤를 이을 적임자라는 평가가 잇따르고 있다.

IAEA 올리 하이노넨 전 사무차장은 "데이비스는 북한 문제를 위한 좋은 관리"라고 주장했다.

하이노넨 전 사무차장은 "그는 좋은 커뮤니케이터로서 기꺼이 상대와 대화할 것"이라며 다각도의 외교적 수완을 데이비스의 주요 강점으로 꼽았다.

일각에서는 데이비스에 대해 탁월한 유머감각을 갖고 있는 호감형이라는 평도 나오고 있다. 데이비스의 측근들은 "데이비스는 유능한 네트워커이며 미국을 위해 극도로 헌신하는 스타일"이라고 전했다.

이에 따라 6자회담 특사로 지명된 클리포드 하트와 북한 문제와 관련해 좋은 관계를 유지할 것이라는 의견도 제기됐다.

조지 W. 부시 대통령 당시 백악관 국가안보회의 아시아 담당 국장을 역임한 빅터 차 조지타운대학 교수는 "데이비스와 하트 둘 다 두뇌 회전이 빠르다"며 "북한이 비핵화에 대해 심각하게 고려하지 않고 있다는 것을 알아채는 데 오랜 시간이 걸리지 않을 것"이라고 강조했다.

앞서 국무부는 19일(현지시간) 제네바 회담 이후 보즈워스 특별대표가 교체될 것이라고 밝혔다.

데이비스는 보즈워스 특별대표와 함께 24∼25일 제네바에서 열리는 2차 북미 회담에 참석하면서 특별대표로서 첫 발을 내디딜 예정이다.
