Officials probe 40 for pro-North online activities

The National Police Agency began a large-scale crackdown on pro-Pyongyang Web sites this week, launching an investigation into 40 lawyers, civil servants, teachers and employees of several large companies on suspicions of violating the country’s National Security Law.

Most of the suspects, police said, were active members of Cyber Command for National Defense, the biggest-ever pro-North Korea Web site found in the South, which was shut down by authorities last year.

Police said the investigations were launched because their activities were beyond normal and were getting more heated.

The crackdown comes amid growing concerns among authorities of increasing pro-Pyongyang activities online.

Earlier this week prosecutors announced that a Korean Air pilot, surnamed Kim, and a member of the Web site were under investigation for violating the National Security Law after they raided the pilot’s home on Monday and seized his computer hard drive along with several documents that praised North Korean leader Kim Jong-il.

Prosecutors said the pilot also operated his own pro-North Korea blog that was disguised as a science blog, with photos of microscopes and famous scientists. But posted on the blog were several articles that praised Kim Jong-il.

The pilot, police said, had also posted more than 60 scanned copies of publications such as “The Greatest Leader Kim Il Sung” and “The Preconditions to Become a Real Communist.” In one of his posts, the pilot wrote, “My job is only as a financial supporter for making the juche [self-reliance] ideology come true.”

The pilot’s blog also included links to 600 other pro-North Korea Web sites.

The pilot has been barred from leaving the country, and prosecutors have asked Korean Air to prohibit him from piloting in case he attempts to fly to the North. The pilot regularly flew to several countries, the police said, including China and Southeast Asia.

The crackdown on online activities has also brought criticism from several progressive groups that say authorities were suppressing freedom of expression.

Authorities, however, rejected the characterization, saying that their investigation was not infringing online activity but protecting national security against North Korean influences.

“No country in the world accepts activities that are against their national security as freedom of expression,” said Lee Woong-hyuk, a professor at the Korea National Police University. “I think the police are investigating people who are trying to make social disruptions by propagandizing wrong ideas and ideologies.”

종북 조종사 “직장은 주체사상 실현 위한 재정 지원자”

2006년부터 북한 찬양 사이트 위장 운영

대한항공 조종사가 종북(從北) 홈페이지를 운영한 혐의로 수사를 받고 있는 가운데 변호사·학습지 교사 등 40여 명도 노골적으로 종북 활동을 해온 것으로 나타나 경찰이 수사에 나섰다. 경찰청 보안국은 19일 “종북 사이트 ‘사이버민족방위 사령부’를 비롯해 개인 홈페이지와 카페·블로그 등에서 단순한 호기심이 아니라 북한 주장에 적극적으로 동조해온 40여 명을 국가보안법 위반 혐의로 수사 중”이라고 밝혔다.

경찰은 검찰·국가정보원 등과 공조 수사를 하고 있다. 경찰에 따르면 대한항공 기장 김모(45)씨는 과학 관련 사이트로 위장한 개인 홈페이지를 열어놓고 ‘게시판’ 코너에 북한을 찬양하는 글을 올려 왔다는 것이다. 비행기 조종 20년 경력의 김씨는 주로 중국과 동남아 노선을 운항해 왔으며 2006년부터 이 사이트를 운영하는 등 본격적 종북 활동을 해 왔다고 경찰은 설명했다. 경찰 관계자는 “‘사법경찰관리의 직무에 관한 법률’에 따르면 항공기 기장은 항공기 내에서 구금 등 사법경찰관의 직무를 수행하도록 돼 있어 김씨가 승객의 안전에 반하는 행동을 할 가능성이 있다고 봤다”고 말했다. 김씨는 ‘빨갱이가 되기 위한 전제조건’ 등 이적표현물 60여 건과 북한의 인터넷 선전 매체 ‘우리민족끼리’에서 입수한 『위대한 수령 김일성 동지 노작(勞作)』 등 북한 원전(原典) 600여 건을 링크해 네티즌이 열람하도록 한 혐의도 받고 있다. 김씨는 특히 “직장은 (주체사상 실현의) 꿈을 이루기 위한 재정적 지원자 이상도, 이하도 아니다”라고 주장했고, 올해 1월 방송통신위원회가 해외 친북 사이트 접속을 차단하자 우회 접속 방법을 네티즌에게 알리기도 했다고 경찰은 밝혔다.

　경찰은 또 이적 사이트 ‘사이버민족방위사령부’에서 적극적 종북 활동을 해온 변호사와 학습지 교사, 대기업 직원 등 40여 명을 수사 중이다. 2007년에 개설된 이 사이트는 한때 회원 수가 7000여 명이 넘었지만 지난해 11월 폐쇄됐다. 앞서 경찰은 운영자 황모씨와 공군 중위, 교육청 공무원 등 20여 명을 사법처리했다. 북한 선전물을 동영상 공유 사이트 유튜브에 올린 병무청 공무원 K씨도 수사선상에 올랐다.

　◆“표현의 자유 문제가 아니다”=이번 수사에 대해 전문가들은 표현의 자유에서 국민의 사회적 책임 쪽으로 무게중심이 옮겨가는 것이라고 봤다. 경찰대 이웅혁(행정학) 교수는 “세계 어느 나라도 국가 안보에 반하는 행위를 표현의 자유로 인정하는 나라는 없다”며 “종북 사이트 등으로 인해 생길 수 있는 국가 안보의 균열을 조금이라도 만들지 말자는 취지에서 경찰이 수사에 나선 것이라고 본다”고 말했다. 경희대 정완(법학) 교수도 “우리 헌법은 언론·출판의 자유에 대해 ‘공중도덕이나 사회윤리를 침해해서는 안 된다’고 규정하고 있다”며 “수사 당국은 사회 분위기에 따라 종북 문제에 대한 수사 수위를 조절하지 말고 확실한 가이드라인을 제시할 필요가 있다”고 말했다.
