Construction shares up as Libya projects loom

As the civil unrest in Libya ended with the death of its long-time dictator Muammar el-Qaddafi on Thursday, the stock values of Korean construction companies responded positively to the news.

Meanwhile, the government busied itself preparing to encourage local companies to enter the Libyan market on expectations that many rebuilding contracts will be dished out as the country rebuilds after eight months of devastating warfare.

With the fugitive tyrant no longer presenting a threat, shares in Korea’s construction industry shot up by an average of 5.19 percent yesterday.

Hyundai E&C saw its stocks soar 8.2 percent. Daewoo E&C grew 7.13 percent and Hanil E&C and Shinhan E&C scraped close to the daily trading limit with 14.98 percent and 14.93 percent, respectively.

According to the Ministry of Land, Transportation and Maritime Affairs, 21 domestic construction companies are involved in projects in Libya worth a total of $10.5 billion, $7.4 billion of which has yet to be paid out.

A contract involving Hyundai E&C, which is now on hold, is estimated to be worth $1.5 billion, while another signed by Daewoo E&C is believed to stand at $866 million.

“Over half a year after the civil unrest in Libya began, the situation is finally coming to an end,” said Lee Seon-il, an analyst at Shinhan. “And Korean companies are expected to resume their construction projects in the country.”

The analyst noted that although it would take some time for the new Libyan government to be established, it would undoubtedly become a huge opportunity for local businesses.

“We can look forward to huge construction demand there,” Lee added.

Korean companies are already preparing to resume their construction projects as Hyundai E&C decided to send six of its employees back to Libya. Daewoo E&C, which sent an employee to Tripoli recently, said it will resume construction work on a luxury resort called The Waterfront Tripoli, which had also been on hold.

In February, domestic construction firms stopped operating in Libya and pulled out their employees as the civil war worsened.

According to the Korea Trade-Investment Promotion Agency, reconstruction projects in the war-torn country are likely to be worth $120 billion. Given that Korean firms have netted roughly one-third of the previous rebuilding projects from the country, they are believed to be in store for more worth up to $40 billion.

The government is also moving quickly to aid firms’ targeted exodus to the North African former trouble spot.

“We have already requested that the Ministry of Foreign Affairs and Trade lift the travel bans there,” said Park Min-woo, an official at the construction policy department of the Ministry of Land, Transport and Maritime Affairs.

“We plan on developing a plan in conjunction with the foreign ministry and the Ministry of Knowledge Economy,” Park added.

Some analysts said the stabilizing situation in Libya will also help ease rising inflationary pressure in Korea, as international crude oil prices should decline. However, it is likely to take at least a year before the damaged facilities become fully operational.

“카다피 사라졌다” 밤새 축포·환호 … 한국 건설 400억 달러 특수 기대감

한국도 리비아 특수를 노리고 있다. 대우건설은 중단됐던 트리폴리 워터프런트 리조트 공사를 조만간 재개하기로 했다. 리비아에서 26억 달러 규모의 5개 공사를 진행하던 현대건설도 6명의 직원을 현지에 보내기로 했다. 현대엠코·한일건설·원건설 등도 현지 상황을 점검하며 준비를 서두르고 있다.

　KOTRA에 따르면 리비아 재건 사업 규모는 1200억 달러 정도. 국내 건설업체들은 리비아에서 발주된 프로젝트의 3분의 1가량을 수주해온 만큼 350억~400억 달러 규모의 공사를 따낼 것으로 기대하고 있다. 이날 증시에선 ‘포스트 카다피’ 시대 기대감에 건설업종의 주가가 일제히 올랐다.

　다른 기업들도 조심스레 계산기를 두드리고 있다. 한 자동차 부품업체는 6개월 이상 현지 수입이 중단됐지만 올해 말부터 수출이 재개될 것으로 내다봤다. 의약품 및 생필품 관련 한 무역업체는 선박 취항이 내년 1월 중순께나 가능할 것으로 예상했지만 카다피 사망소식이 전해진 전날 선사로부터 선적이 가능하다는 통보를 받았다.

　 이길범(46·사진) KOTRA 트리폴리 무역관장은 “한국 기업이 리비아인들에게 좋은 이미지를 심어줬다”며 “이 기회를 잘 선점해야 한다”고 말했다.

　- 그곳 분위기는 어떤가.

　“카다피가 없는 이곳은 아직까지 축제 분위기다. 시민들이 흥분한 상태에서 밤새 축포를 쏴 잠을 설쳤다. 이곳 사람들에게 카다피가 없는 리비아는 새로운 시작을 뜻한다.”

　-공습 때문에 피해가 심각하다고 들었다.

　“시내 곳곳이 연합군의 대규모 공습 때문에 폐허로 변했다. 상가·아파트뿐 아니라 발전소·병원까지 무너진 곳이 많다. 일부 지역은 도로도 끊겼다. 전기·물 공급이 원활하지 않은 곳도 있다고 들었다. ”

　-한국에 대한 이미지는 어떤가.

　“대수로 공사에 참여했을 뿐 아니라 건설업체들이 진출해 아파트·발전소·공장을 지어준 덕분에 ‘한국인은 성실하다’는 인식을 갖고 있다. 자동차·에어컨 같은 분야에선 한국 회사가 1위라 한국을 잘 알고 있다.”

　-치안 상태는 어떤가.

　“아직 불안하다. 트리폴리 시내에는 리비아 각지에서 모인 반군들이 많이 들어와 있다. 이들이 총을 들고 돌아다니는 모습도 쉽게 볼 수 있다. 밤에는 반군끼리 세력 다툼을 하느라 총소리가 매일같이 들린다. 며칠 전까지도 카다피군과 반군이 시내에서 교전을 했다.”
