MB’s mistaken tax break causes stir

The Gangnam District Office is being blamed for giving President Lee Myung-bak a break on the property taxes on his residence.

The mistake was a technical glitch, but it is causing controversy because it involves the president.

The first family has owned a house in Nonhyeon-dong, southern Seoul, since 1982, and from the exterior, it looks like an ordinary two-story house.

As it happens, the house stands on two lots, one in Lee’s name and the other in the name of Kim Yoon-ok, the first lady.

The adjacent lots have a total area of 1,023 square meters (0.25 acres). The two-story residence and basement are 327.58 square meters.

The first lady’s plot is zoned for residences, but for reasons that have not been explained, the basement floor, which is 32.4 square meters, and 147.5 square meters of the first floor were registered as commercial facility in 1996.

Until last year, the district office considered all of Lee’s house as a residence, and its value was set at 3.58 billion won ($3.12 million) last year.

But the district office carried out a survey on buildings that were not being used as per their registered status and discovered that the section of the president’s residence was zoned as a commercial facility.

As a result, it adjusted the declared value this year at 1.96 billion won, a lot lower than last year, because it only assessed the area zoned for residential use, skipping the other half of the house.

As a result, Lee paid 6.54 million won this year in property tax, about half of what he paid last year.

If the commercial section were added to the total property tax, Lee should have paid 12.57 million won, about 5 percent higher than last year.

Moon Gyeong-su, head of the planning and budget department of the Gangnam District Office, said it was a clerical error. “The information on the house’s commercial section was not entered into the computer.”

The Blue House said no one even noticed the tax bill was lower.

“The payment [of the president’s property tax] was made as soon as the tax bill arrived and we weren’t aware that the declared value of the president’s Nonhyeong-dong residence dropped that much,” a Blue House spokesman said. “We only knew there was a mistake when the Gangnam District Office contacted us on Tuesday.”

The district office said it will send an additional bill to the Blue House.

서울 강남구가 이명박 대통령의 논현동 자택 일부를 상가 시설로 판정하고도, 이에 대해 재산세를 부과하지 않은 것으로 나타났다.

 논현동 사저는 이 대통령 명의로 된 29번지와 김윤옥 여사 명의로 된 29-13번지 두 필지(총 1023㎡) 위에 세워진 지하 1층, 지상 2층짜리다. 겉으로 보면 주택이다. 하지만 건축물 대장에는 건물 의 지하(32.4㎡)와 1층의 일부(147.5㎡) 총 179.9㎡가 상가로 돼 있다.

 강남구는 지난해까지 이 건물을 주택으로 간주해 공시가격을 정했 다. 지난해 공시가격은 35억8000만원이었다. 강남구는 지난해 11월부터 올 1월까지 건축물 대장에 기재된 용도와 달리 사용하고 있는 건축물에 대한 전수조사를 벌였다. 이 결과 이 대통령의 사저 일부가 상가 시설로 등록된 것을 발견했다. 1982년부터 이 주택을 소유해온 이 대통령은 96년 7월 건물의 일부를 상가로 용도변경했다. 왜 상가로 용도를 변경했는지는 알려지지 않았다.

 조사 결과를 토대로 강남구는 올해부터 이 대통령 사저의 공시가격을 주택분과 상가분으로 나누었다. 올해 주택분 공시가격은 상가분이 빠지면서 19억6000만원으로 책정했다. 문제는 강남구가 상가분 공시가격 책정과 과세를 누락했다는 점이다. 상가분에 대해 과세를 하면 이 대통령 사저의 총 재산세 부담액은 과거보다 5% 정도 올라간다. 문경수 강남구 기획예산과장은 “주거시설과 상가를 분리한 후 상가에 대한 과세 정보를 전산에 입력하지 않아 생긴 착오”라고 말했다. 결과적으로 이 대통령은 지난해보다 거의 절반으로 줄어든 재산세(654만2840원, 지난해는 1256만9250원)를 냈다.

 강남구의 건물 용도 조사도 엉터리였다. 20일 중앙일보 확인 결과 현재 논현동 사저는 비어 있는 상태다. 상점은 없었다. 문 과장은 빈 주택의 일부를 상가시설로 분류한 이유에 대해선 “현장을 점검한 아르바이트생이 벨을 눌렀지만 문을 열어주는 사람이 없어 바깥에서 사진만 찍고 제대로 확인하지 못했다. 건축물대장만 믿고 일을 처리한 결과 이런 잘못이 생겼다”고 말했다.

 청와대 관계자는 “ 고지서가 오는 대로 세금을 냈기 때문에 지난해보다 논현동 주택의 공시가격이 크게 낮아졌는지 몰랐다” 고 말했다. 강남구는 재산세의 추가분 고지서(602만6410원)를 21일 이 대통령 앞으로 발송할 예정이다. 실제 용도에 따라 전체 건물을 다시 주택으로 간주해 세액을 계산했다.
