130 gang members fight at hospital

Police in Incheon struggled to end a bloody battle between two gangs at a hospital on Friday after members got into a verbal tussle that later escalated into violence.

The Incheon Metropolitan Police Agency said yesterday that a Ganseok member had a verbal argument with a member of rival gang, Crown, at around 11:50 p.m. in front of Gacheon University Gil Hospital in southeastern Incheon.

Soon, 100 Crown members and 30 Ganseok members arrived, leading worried bystanders to call police.

About 70 police officers arrived at the tense scene but were unable to disperse the gang members and kept watch for two hours, witnesses told media.

“The Crown members had been at the hospital to pay their respects at the mourning altar for their leader’s wife,” a police official told the JoongAng Ilbo yesterday. “We couldn’t arrest gang members at the beginning because they were just gathering without committing any crimes.”

Violence broke out when the Ganseok member suddenly stabbed the Crown member, with whom he had the verbal argument, in the shoulder and thigh. Police immediately arrested the attacker on the spot for attempted murder and managed to disperse the gathered gang members.

“The gang member suddenly used his weapon so we couldn’t block him,” the police official said.

The stabbing victim has known the attacker for years because he used to be in Ganseok before recently switching sides to Crown. The attacker told police that he got upset because the Crown member provoked a quarrel.

Some 150 people were inside the hospital attending funerals when the violence broke out. Some of them told media that they waited in fear until additional police arrived.

The incident dampened the celebratory mood of Police Day, which, though not a national holiday, pays respect to police nationwide and highlights their role in keeping security.

Friday’s violence sparked criticism and accusations of police incompetence among members of the public.

The National Police Agency yesterday lambasted the timid police response and dismissed the chief of Namdong District Police, saying that it would also punish high-ranking police officials at the precinct soon.

“We will strictly punish police officers who showed a lukewarm response to the gang members at the scene,” the National Police Agency said.

A Namdong District Police official said, “We will take this opportunity to declare war on gangs. We will root out all gangs in cooperation with local police precincts in Incheon.”

경찰의 날 21일 심야 도심서 충돌

경찰의 날인 지난 21일 심야에 신고를 받고 출동한 경찰 앞에서 조직폭력배가 유혈 난투극을 벌인 것을 막지 못한 책임을 물어 안영수 인천 남동경찰서장이 23일 직위해제됐다. 경찰청은 남동경찰서 형사과장·강력팀장·상황실장·관할지구대 순찰팀장 등도 중징계하기로 했다. 조현오 경찰청장은 도심에서 130여 명의 폭력배가 흉기를 휘두르며 싸움을 벌였는데도 보고를 받지 못하고 이 사실을 언론 보도를 통해 알게 된 것으로 나타났다.

21일 오후 인천시 남동구 구월동 길병원 장례식장 앞. 교통사고로 사망한 인천 폭력조직인 크라운파 조직원의 부인을 조문하기 위해 인천의 조직폭력배가 몰려왔다.

　신간석파 소속의 C씨(34)와 크라운파 소속 D씨(34)가 만났다. D씨는 본래 신간석파 소속이었는데 최근 크라운파로 소속을 바꿨다. D씨는 C씨를 보고 “너 요즘 잘나간다며. 많이 컸다”고 빈정거렸다. 이에 자극받은 C씨가 반발하면서 둘 사이에 실랑이가 벌어졌다. 잠시 소강상태를 유지했지만 오후 11시50분쯤 장례식장에 다시 나타난 D씨에게 C씨가 흉기를 휘둘렀다. 그것도 경찰차 바로 옆에서였다.

　경찰관들은 자신들 앞에서 폭력배가 흉기를 휘두르며 싸움을 벌였는데도 범행을 막지 못하고 수수방관만 했다.

　경찰은 이에 앞서 양 조직이 충돌하기 이전인 이날 오후 10시18분쯤 “조폭이 장례식장에서 대치하고 있다”는 112 신고를 받았다. 인천 남동경찰서 형사 5명과 기동타격대·방범순찰대 등 70여 명을 현장에 출동시켰다. 경찰은 문상 온 조직폭력배가 삼삼오오 모여 있는 점을 제외하고는 특이사항이 없다고 보고 양측을 제지하지 않았다. 장례식장 앞에서 추가적인 동향을 파악하겠다며 대기만 하고 있었다.

　하지만 당시는 분위기가 험악해졌을 때였다. 이미 일부 폭력배는 주먹을 휘두르며 싸움을 벌였다. 급기야 경찰차와 형사들 앞에서 C씨가 D씨를 흉기로 찔렀다. 장례식장에 모여 있던 크라운파 조직원 100여 명은 동료 조직원의 부상 소식에 격앙돼 장례식장 바깥에 집결했다. 이에 신간석파 조직원 30여 명도 연락을 받고 속속 현장으로 모여들어 분위기는 더 험악해졌다. 양측 간에 난투극이 벌어졌다. 경찰은 그제야 해산작전을 펴 양 조직원을 갈라 놓았다. 경찰은 흉기를 휘두른 C씨를 현장에서 체포하고 23일 살인미수 혐의로 구속영장을 신청했다. 또 난투극에 가담한 크라운파 조직원 6명을 추가로 붙잡아 조사하고 있다. 경찰은 현장 폐쇄회로TV(CCTV)를 분석해 C씨 등과 함께 범행에 가담한 조직원을 색출한 뒤 처벌할 방침이다.

　남동경찰서 관계자는 “조직폭력배가 문상을 위해 모여 있는 것만으로는 검거할 수 없어 현장에 남아 동향을 주시하고 있었다”며 “그런 와중에 갑자기 흉기를 휘두르는 바람에 사전에 막기 어려웠다”고 말했다. 인천경찰청은 23일 정해룡 차장을 본부장으로 하는 수사본부를 구성하고 인천시내 9개 경찰서에 폭력조직 수사전담반을 설치해 조직폭력배에 대한 대대적인 수사에 나서겠다고 밝혔다.

　경찰청 관계자는 “조현오 경찰청장이 사건의 내막을 언론 보도를 통해 접할 정도로 인천지방경찰청 측이 축소·허위 보고한 정황이 포착됐다”고 밝혔다.

　이처럼 일선 경찰서의 기강 해이가 드러나자 경찰은 본청과 지방경찰청 등 조직 내 비리 척결을 위해 대대적인 감찰에 착수키로 했다. 특히 최근 일부 장례식장이 변사한 시신을 안치하기 위해 경찰관에게 뒷돈을 건넸다는 의혹이 검찰 수사에서 드러난 데 따른 것이다. 이번 혐의가 사실로 드러나면 관련 경찰관에 대해 파면 등 징계는 물론이고 형사처벌할 계획이다.
