Hospitals pay police to know where bodies are

The Seoul Metropolitan Police Agency said yesterday that it would crack down on police and hospitals that collude over the bodies of murder and accident victims to make money.

The move comes after the Seoul Southern District Prosecutors’ Office on Friday said that it obtained records from a hospital in Daerim-dong, western Seoul, that listed the names of police officers who informed the hospital of the location of dead bodies and the amount of money the hospital gave them in return for the tip.

The records showed that police officers were paid 300,000 won ($264) per body, prosecutors told media.

“We were tipped off that police have been bribed by hospitals in return for informing them of where dead people are and we launched an investigation,” a prosecutor said Friday.

According to prosecutors, the hospital allegedly made the secret dealings with police officers, who told them the location of accidents and homicides, so that its funeral directors could rush to the scene and take the bodies to the hospital.

In Korea, bereaved family members usually hold funerals at the hospital where their loved ones are initially taken, instead of moving them to another facility. As such, the hospital that receives a body is able to make money from funeral ceremonies.

“It has become kind of a custom between police and hospitals to exchange money and corpses,” a police official said.

Run by a former police official, the hospital in Daerim-dong has received more than twice the number of bodies as a larger nearby hospital, earning more profits from funerals.

The commissioner of the National Police Agency, Cho Hyun-oh, told reporters yesterday that he felt ashamed of the corrupt police officers.

“I thought I had achieved something as I have exerted my efforts on eradicating police corruption for the past year,” Cho said. “But now I feel ashamed of the incident.”

The Seoul Metropolitan Police Agency said yesterday that it would investigate all 31 precincts in Seoul over how their police officers have dealt with bodies in the past three years. The agency will scrutinize hospital records and also determine whether police officers informed only certain hospitals of the locations of bodies in exchange for bribes.

“We will crack down on all suspicious hospitals, not only those accused of body dealings with the police,” Lee Sung-gyu, commissioner of the Seoul Metropolitan Police Agency, told reporters. “We will also form a special investigative team on police corruption and bribery as well.”

Lee also suggested that cops could be receiving bribes from tow-truck companies in exchange for information on the location of car accidents.

But the National Police Agency said that it would inspect the Seoul Metropolitan Police Agency because the local agency had originally failed to investigate allegations of collusion between police and hospitals in April after hospitals denied the charges.

“이 정도 규모 병원에선 ‘변사 (시신 유치) 영업’을 하는 게 당연하죠.”

　24일 서울 동작구의 한 중소규모의 개인 병원. 시신을 실은 구급차가 속속 도착하자 장례식장 관계자가 “저게 다 돈”이라고 말했다. 그는 “특히 변사 시신은 유가족이 병원을 선택하기 전에 경찰이 가까운 아무 병원에나 옮기기 때문에 병원 입장에선 ‘공돈’이 생기는 셈”이라며 “장례비로 400만원이 들어오는데 경찰관에게 30만~40만원 정도는 못 주겠느냐”고 말했다. 그는 “우리 병원은 두 달여 전 부대사업을 시작하면서 변사 영업을 접었다”며 “지금은 한 달에 20건 남짓 들어오는데 주변의 다른 병원들이 득을 보고 있을 것”이라고 덧붙였다.

　서울남부지검은 이날 영등포구의 병원 장례식장을 운영하면서 변사자 시신을 많이 받기 위해 경찰관에게 한 구당 30만원을 건넨 혐의(뇌물공여)로 전직 경찰관 이모(54)씨를 구속했다. 검찰은 돈을 받은 혐의로 경찰관 10여 명도 조사하고 있다. 하지만 본지가 서울 영등포구·관악구·동작구 일대 병원을 취재한 결과 수사 중인 병원뿐 아니라 주변의 상당수 병원도 ‘변사 영업’을 하고 있거나 과거에 한 적이 있는 것으로 나타났다.

　영등포구의 한 병원 관계자는 “병원이 장례식장을 직영하는 경우에는 ‘변사 영업’이 더 활발한 편”이라며 “경찰이나 상조회사와 거래를 하는 경우도 있다”고 말했다. 변사한 시신이 발견되면 지구대 경찰관이 출동해 관할 경찰서 감식반을 부르고 감식반에서 병원으로 연락이 이뤄진다는 것이다. 이 과정에서 지구대와 감식반 경찰관들이 시신을 가져오는 대가로 수십만원을 받아간다고 했다.

　관악구의 한 병원 장례식장에서 만난 상조회사 직원 김모(42)씨는 “병원마다 변사 처리 건수만 봐도 경찰과 병원 사이의 ‘커넥션’이 눈에 보인다”고 말했다. 그는 목소리를 낮춰 “검찰이 압수수색한 병원 외에도 이 지역에 있는 대형 병원도 ‘변사 영업’을 한다는 소문이 있다”고 했다.

　경찰에 앞서 변사 시신 수습에 나서는 병원도 있다. 동작구의 또 다른 병원 관계자는 “장의차량 업자나 병원 영업팀에서 경찰보다 빨리 현장에 도착해 변사 시신을 특정 병원으로 이송하도록 독려하기도 한다”고 말했다. 이 관계자는 “과거에는 사고 소식을 들으면 총알택시를 타고 구급차를 쫓아가 현장에서 시신을 수습했다”고 말하기도 했다. 유가족들이 경황이 없기 때문에 특별한 이유가 없으면 시신이 이미 안치된 병원에서 장례를 치른다는 점을 악용한다는 것이다.

　‘변사 영업’은 대부분 중소규모 개인병원이 하는 것으로 알려졌다. 한 대학 병원 관계자는 “대형 병원은 응급실로 실려온 시신만 수습해도 장례식장 운영에 어려움을 겪지 않는다”고 말했다.

　검찰은 이번에 수사 대상이 된 영등포구의 병원에 대해 “병원 측이 특정 경찰관들을 지속적으로 관리해온 것으로 보인다”고 말했다. 해당 병원은 한 달에 변사 시신만 40~50건을 처리해 온 것으로 알려졌다.

　◆서울 31개 경찰서 변사 처리 일제 점검=조현오 경찰청장은 이날 “1년 동안 부패 척결 방면에서 성과가 있었다고 생각했는데 이런 일이 있어 안타깝다”며 “부정부패로 국민을 실망시키지 않도록 특단의 조치를 취하겠다”고 말했다. 조 청장은 “이번 건은 감찰을 했는데 수사권이 없다고 덮은 사안”이라며 “직무 고발을 해서 수사를 해야지 감찰의 한계 운운하는 것은 의지가 없는 것”이라고 덧붙였다. 서울지방경찰청은 관내 31개 경찰서의 변사체 처리 절차를 일제 점검하기로 했다.
