Not the spoils of war

Seoul Mayor Park Won-soon is busy drawing up a blueprint for administering the city government in his own way. He began his job by signing a bill to provide free lunches to all elementary school students, thus putting an end to the intense debates over the populist program and heralding a big change in the capital city. A committee will soon be launched to project in detail the direction of his government; the committee will mostly comprise his campaign staff and some civilian experts, both of which will determine his major policy direction.

Park has already pledged to overhaul major projects pursued by former Mayor Oh Se-hoon, including a massive civil engineering project to build a glitzy art center on an island in the Han River and another to float passenger ships and freighters on a canal linking the river and the Yellow Sea. Suspension of these projects cannot be the answer because it could result in a bigger waste of money than a savings. He should approach the issue prudently and rationally.

Thankfully, he has decided to finish the ongoing renovation of Yanghwa Bridge, after taking into account the 32 billion won ($28.9 million) that has already been spent. Likewise, he should keep in mind that continuity and consistency is as important as change. He should push ahead with his commitments based on priority and feasibility unless he wants to strain the already limited city government coffers.

The city budget is a good example. The budget available for new projects - except for fixed expenditures - is up to 500 billion won. Yet if Park rushes to fulfill his campaign pledge to build 80,000 public apartments - a 33 percent increase from an earlier plan - by 2014, a whopping 400 billion won will be needed to build 7,000 apartments next year alone. And that doesn’t even include the funds that will be needed to carry out other campaign promises. He should also heed his promise to cut the city’s ballooning debt by 7 trillion won by 2014.

The election of Park as a candidate representing a consortium of opposition forces is also a cause for worry. He must forge a coalition government, which is also likely to cause chaos in city governance. Furthermore, the Seoul mayor has the privilege of appointing about 20 executive posts as well as the heads and auditors of several organizations. Park must stay away from the temptation of rewarding his campaign staff with appointments. What’s important is their expertise and ability to govern effectively. Above all, he must remember that the city budget and government positions are not the spoils of war.

박 시장 공약 강행은 예산상 무리 효율성·낭비 요소 따져 재검토하고 전문성과 행정력이 인사 원칙돼야

박원순 서울시장의 시정(市政) 방향 밑그림 그리기가 한창이다. 박 시장은 초등학생 무상급식 지원 예산 집행안에 서명하는 것으로 첫 업무를 시작했다. 무상급식 논란에 종지부를 찍으면서 시정 변화를 예고한 셈이다. 조만간 구체적인 시정 방향을 제시할 ‘희망서울기획위원회’도 출범한다. 민간 전문가들도 포함되지만 박 시장을 당선시킨 ‘희망 캠프’ 정책팀 인사들이 주축이라고 한다. 이들이 박 시장의 공약을 실현할 주요 정책 추진방향과 방식을 결정하게 된다.
박 시장은 전임 시장 때 추진했던 주요 사업에 대한 재검토를 공약한 상태다. 한강예술섬·서해뱃길 등 한강르네상스사업과 디자인서울사업이 대표적이다. 그러나 이들 사업을 무턱대고 중단하는 게 능사는 아니다. 세금을 낭비하고 시민 불편을 초래하는 부작용이 더 클 수 있는 만큼 신중한 검토와 접근이 필요하다. 현재 상태에서 공사를 중단해 전시행정의 표본으로 삼으려다 320억원을 들여 80% 이상 공사가 진행된 점을 감안해 조속히 완공하기로 결정한 양화대교 아치공사가 바람직한 예다. 시정은 변화 못지 않게 연속성과 일관성이 중요하다는 점을 유념해야 한다.
공약 실현을 위해 새로 추진할 정책들도 우선 순위와 효율성을 먼저 따져야 한다. 서울시 재정에 부담을 주거나 세금 낭비 요소가 있는 비현실적인 공약들은 재검토하는 게 맞다. 시민 세금으로 조성된 재원은 한정돼 있는데 시장이 자신의 공약을 실현한다며 마구 끌어다 쓸 수는 없는 일이다.
내년도 예산안만 봐도 박 시장이 공약한 핵심 내용을 다 추진하는 건 무리다. 내년에 고정 지출비를 제외하고 신규 사업비로 쓸 수 있는 돈은 최대 5000억원 규모다. 그런데 2014년까지 공공임대주택을 종전 계획보다 2만 호 늘린 8만 호를 공급하겠다는 공약을 실현하려면 내년에 추가분의 3분의 1인 7000호만 공급해도 4000억원의 예산이 필요하다. 이것 말고도 내년에만 공립보육시설 확충에 886억원, 시립대 반값 등록금 추진에 207억원, 전세보증금센터 설치에 100억원 등 예산 들어갈 곳이 수두룩하다. 게다가 2014년까지 서울시 부채를 7조원 줄이겠다는 공약도 실현해야 한다. 재원을 어떻게 마련하겠다는 건지 의문이다. 공약에 얽매이지 말고 현실에 바탕을 둔 정책을 짜기 바란다.
박 시장이 범야권 단일후보로 시장에 당선된 것도 우려되는 대목이다. 야 5당과 시민단체에 “큰 빚을 졌다”고 여기는 박 시장으로선 이들과 ‘공동 지방정부’를 꾸려야 할 판이다. 여러 세력이 모인 연합군에 의해 시정이 혼란에 빠지는 일만은 없어야 된다. 서울 시장은 20명 안팎의 고위직을 임명할 수 있고, 산하기관장과 감사 30명에 대한 인사권을 갖고 있다. 자칫 이들 자리가 논공행상(論功行賞) 대상으로 전락하는 일이 생겨서도 안 된다. 전문성과 행정능력에 따른 적재적소 인사가 원칙이 돼야 한다. 시민을 위해 쓰이고 봉사해야 하는 서울시 예산과 자리는 시장의 전리품이 아니다.
