DP rejects compromise, blocks room

여야 원내대표들이 어렵게 합의한 타협안을 민주당 국회의원들이 거부하고 한나라당 의원들이 단독으로 법안을 처리하지 못하도록 육탄 저지하면서 한미 FTA 비준안 처리를 위해 밤낮없이 진행된 여야 협상이 어젯밤 무산됐다.
Although no violent scuffles broke out, the continued confrontation between the ruling GNP and the opposition DP put a serious damper on the Lee Myung-bak administration’s goal of putting the FTA into effect starting next year.

The National Assembly is to be in session on Nov. 3, 10 and 24, and it remains to be seen if the ruling party will railroad the bill through later this week using its large majority. After the breakdown of final negotiations yesterday evening, DP and Democratic Labor Party lawmakers ran to the Foreign Affairs, Trade and Unification Committee room to physically block GNP lawmakers from entering.

11월3일, 10일, 24일에 국회 본회의가 예정돼 있어 과반수 의석을 차지하고 있는 여당이 단독으로 비준안을 전격 통과시킬 가능성도 남아 있다. 최종 협상이 어제 저녁 결렬되자, 민주당과 민노당 의원들이 외교통상통일위원회 회의실로 달려가 한나라당 의원들이 회의실로 들어가지 못하도록 물리적으로 막았다.
About 30 opposition lawmakers gathered to stop seven Grand Nationals, and Representative Nam Kyung-pil, the committee chairman, ordered the National Assembly’s security guards to end the confrontation at 6:30 p.m. Nam then announced that there would be no committee meeting. “I don’t want to risk a violent melee in order to have a committee meeting,” Nam said. “But this is not a democracy.”

야당 의원 30여명이 모여서 한나라당 의원 7명을 막아 섰고, 오후 6시30분쯤 남경필 외교통상통일위원장이 질서유지권을 발동했다. 그리고 나서 남 위원장은 회의소집을 하지 않겠다고 선언했다. 남 위원장은 “폭력적인 사태를 감수하면서까지 회의를 열고 싶지는 않다. 그러나 이건 민주주의가 아니다.”고 말했다.
Earlier in the day, a hard-won compromise reached yesterday by Representative Hwang Woo-yea, GNP floor leader, and Representative Kim Jin-pyo, DP floor leader, was rejected by DP lawmakers. The agreement was largely a concession to the DP’s demands for more compensation for farmers, fishermen, small retailers and small companies for expected losses once the FTA goes into effect.

이날 낮에 민주당 의원들은 한나라당 황우여 원내대표와 민주당 김진표 원내대표가 어렵게 합의한 타협안을 거부했다. 합의안은 FTA가 발효되면 피해가 발생할 수 있는 농민, 어민, 중소상인, 중소기업에게 더 많은 보상을 요구한 민주당의 요구를 대부분 들어준 것이다.
