Let’s clean up cyberspace

An aberrant culture that thrives on malicious attacks against opponents has arisen in our society, and it manifests itself whenever a contentious issue comes up. A good example was radical groups’ brazen threats against advertisers at the peak of the unfounded scare over mad cow disease from U.S. beef imports in the summer of 2008. At the time, a makeshift advocacy group - disgruntled with mainstream newspapers, which criticized the massive candlelight protests against U.S. beef - tried to pressure companies not to run advertisements in those papers and also tried to organize a boycott of the companies. Most of the hotheads were later found guilty in court.

Our weird culture of impassioned threats is playing out again over the ratification of the Korea-U.S. free trade agreement. The only difference this time around is that leftist civic groups are waging war in cyberspace, armed with social networking services, Twitter in particular. They are even taking aim at some of the main opposition Democratic Party lawmakers who agreed to a compromise over the FTA.

On Twitter, a list of “14 traitors from DP” is spreading. A post about DP lawmaker Kim Sung-gon, who led the compromise with the ruling Grand National Party, calls for his defection to the GNP. On the Twitter page of Kim Jin-pyo, DP floor leader and a pro-compromise legislator, a jeer said: “Traitor Kim, why don’t you emigrate to the U.S.?”

The attacks went so far as to promote a song persuading members of the young generation not to support pro-FTA politicians in the next general election. In the name of freedom of speech in cyberspace, they are actively engaged in illegal campaigns to eliminate politicians on the pro-FTA front. The National Election Commission has requested that the police investigate four netizens who posted menacing messages on their homepages.

Threats made beneath the cloak of anonymity are vicious and unaccountable, which terrifies even the most conscientious lawmakers. Just as the National Election Commission referred the case to the law enforcement agency, the authorities must treat those careless netizens strictly. Above all, a new culture renouncing irresponsible remarks in cyberspace must be established soon so that it can stop misleading and frivolous rumors from flooding the political space. Twitter stars such as renowned novelists or professors - who have tens of thousands of followers - can help teach emotional netizens the gravity of the issue.

한국 사회에는 수 년 전부터 커다란 갈등이 생길 때 의견이 다른 상대진영에 협박을 일삼는 일이 늘고 있다. 대표적인 것이 2008년 여름 광우병 촛불 난동 때 벌어졌던 광고주 협박이다. 당시 ‘언론소비자주권 국민캠페인(언소주)’라는 단체가 등장했다. 이들은 촛불 불법·폭력을 비판하는 중앙·조선·동아에 불만을 품었다. 이들 신문사에 대해선 광고중단 운동, 3사에 광고를 많이 내는 기업에 대해선 불매운동을 벌였다. 어느 제약회사는 불매기업으로 지목돼 커다란 곤욕을 치렀다. 이 단체의 카페 개설자 등 누리꾼 들은 나중에 유죄판결을 받았다.
세종시 수정안 파동 때도 협박이 있었다. 충남의 일부 수정안 반대론자들은 수정안을 지지하는 특정 언론사를 상대로 구독거부 운동을 벌였다. 수정안을 지지하는 정치인이나 교수들은 일부 협박성 전화에 시달렸다.
‘협박 문화’는 한·미 자유무역협정(FTA) 파동에서도 고스란히 재연되고 있다. 이번에는 수년 동안 발달한 트위터 등 SNS(소셜 네트워크 서비스)를 이용한 사이버 협박이 늘고 있다. 특히 절충안에 서명한 민주당 의원 들에게 협박과 비난이 집중되고 있다. 트위터에는 ‘민주당 FTA 찬동자 명단’이란 이름으로 17인 또는 14인 명단 같은 게 돌고 있다. 서명작업을 주도한 김성곤 의원의 트위터에는 “그만 민주당 탈당하고 한나라당 가셔야죠”라는 사이버 돌팔매가 등장했다. 협상파인 김진표 원내대표의 트위터에는 “배신진표, 미국 이민 가시지요”라는 비아냥이 떴다.
트위터와 인터넷 카페 등엔 ‘FTA 낙선송’이 돌아다닌다. 노래 가사엔 한나라당 외통위원 18명의 이름이 있다. ‘FTA 찬성의원들 낙선시켜요’라는 문구도 있다. ‘사이버 언론자유’라는 잘못된 명분으로 공직선거법에서 금지하고 있는 낙선운동 협박을 하고 있는 것이다. 선관위는 이를 게시한 네티즌 4명을 검찰에 수사 의뢰했다. 온라인뿐만이 아니다. 김성곤 의원의 지역사무소에는 농민단체들이 수 차례 집회신고를 했다. 일종의 협박인 것이다. 경찰은 경비병력을 파견하고 있다.
사이버 협박은 속도나 전파력에서 오프라인보다 훨씬 더 위협적이다. 협박자는 얼굴을 숨긴다. 2040 세대의 트위터 선호가 뜨거워 협박 받는 의원들은 실제로 낙선의 공포에 떨게 된다. 실제로 몇몇 의원들은 서명에서 빠지려 하거나 이름이 공개되는 걸 원치 않고 있다. 온라인이든 오프라인이든 협박은 사회의 건전한 갈등 토론에 대한 심각한 위협이다. 선관위 고발처럼 사법당국은 관련법을 활용해 협박 누리꾼을 엄히 다루어야 한다. 그리고 사회 전체적으로 무책임한 사이버 테러를 규탄하고 응징하는 문화가 조성되어야 한다. SNS 공간은 그렇지 않아도 각종 괴담과 경박한 주장이 범람하고 있다. 유명 소설가·교수· 연예인 등 많은 팔로워(follower)를 가지고 있는 트위터 스타들이 젊은 누리꾼에게 경각심을 상기시켜도 효과가 있을 것이다.
