Presidential candidates need parties

Korean politics faced very significant turmoil in 1987. I was a junior reporter in the political section of the newspaper at the time, and our first call of the day was a visit to the residence of Kim Dae-jung. Because other reporters shied away, I was able to eat breakfast with him every day and listen to his political views. One day, Kim began talking about Seoul National University’s Center for Social Sciences. Kim quoted an institute’s survey that found that 60 to 70 percent of the people believed there was no political party that represented them. Kim said the existing political parties were all conservative and they failed to represent laborers, farmers, micro-business owners and other working-class citizens. I thought to myself that it would be difficult for Kim Young-sam and Kim Dae-jung to form an alliance and agree on a single presidential candidate.

Kim Dae-jung eventually created the Peace Democratic Party and ran in the presidential election. His party adopted more progressive policies, and Kim presented new ideas one after another. Whenever there was an election, he recruited new blood. He made bold decisions and perhaps because of the transformation, he eventually won a presidential victory. And yet, the 60 to 70 percent of those voters Kim talked about are still floating. New political parties were created, including the Uri Party of Roh Moo-hyun, but none succeeded in attracting the floating voters. It’s amazing that software mogul and rising liberal political superstar Ahn Cheol-soo has managed to unite the floating voters - or at least raise their hopes for change - within such a short period. The problem is how he will convert his popularity into votes in a real election.

At the root of Ahn’s meteoric rise is public fatigue with our traditional, business-as-usual politics. At the dead center of this emotion is a loathing of President Lee Myung-bak. There is no point in asking people why they hate Lee and if their reasons are just. Elections are approaching too fast to reverse that sentiment. Lee still has one year and three months left in his presidency, but if we look back at past administrations, we see that a Korean president has severe difficulty with any kind of political initiatives in his final year. Furthermore, the next general election will take place 10 months before Lee’s term ends. The ruling Grand National Party needs to create a new pivot. Otherwise it will be sucked into the same lame-duck swamp the president is sliding into.

The main opposition Democratic Party has exactly the same challenges as the GNP. The Democrats are just looking at Ahn from their ivory tower. A political party has no reason to exist when it gives up the determination to fight for power. Kim Jong-pil, former head of the United Liberal Democrats, did not hide his desire for the presidency because of that reason. In fact, the ULD collapsed when Kim gave up his determination. The Democratic Party and the Civil Unity Party, newly created by the Innovation and Integration group, have decided to merge, but it will be a serpent rather than a dragon. Unless Ahn declares that he has no political ambitions or calls it a political party that he will join, they have no choice but try to see how the winds blow.

한국 정치사에서 가장 큰 고비의 하나였던 1987년. 당시 정치부 막내기자였던 필자는 김대중 전 대통령(DJ)의 동교동 자택을 찾아가는 것이 첫 일과였다. 다른 기자들은 찾아오지 않는 덕분에 매일 함께 아침을 먹으며 DJ의 정치적 의견을 들을 수 있었다. 그는 어느 날부터 서울대학교 사회과학연구소 이야기를 슬금슬금 꺼내기 시작했다. “연구소가 조사를 했더니 우리나라 국민의 60~70%가 자신을 대변하는 정당이 없다고 한다”는 것이다. 한국의 기존 정당은 모두 보수 정당이어서 노동자, 농민, 중소상공인, 서민을 대변하지 못하기 때문이라고 했다. 필자는 “아, 이제 양김(김영삼<2022>김대중) 후보 단일화는 어렵겠구나”하고 생각했다. 분당(分黨)의 명분을 만들고 있는 게 분명했기 때문이다.

결국 DJ는 평민당을 만들어 대통령에 출마했다. 평민당은 기존 정당보다 좀더 진보적인 정책을 채택했다. DJ는 끊임없이 새로운 정책을 내놓았다. 선거 때마다 새로운 사람으로 물갈이 했다. 외부세력 영입을 위해서는 과감하게 지분을 할애했다. 그런 변신 덕분인지 집권에도 성공했다. 하지만 ‘나를 대변하는 정당이 없다’고 불만이었던 60~70%의 부동(浮動)층은 아직도 떠돌고 있다. ‘DJ당’ 외에도 노무현 전 대통령의 열린우리당 등 새로운 정당들이 무수히 나왔지만 어느 정당도 무당파(無黨派)를 제대로 끌어들이지 못했다. 누가 한 일을 잘했다고 칭찬하는 것이 현금이라면 그것을 싫어한다는 부분은 어음과 같다. 현금화할 때 상당한 할인율이 적용될 수밖에 없다. 그런데도 안철수 서울대 교수가 단기간에 이 무당파를 결집해낸 건 놀라운 일이다. 문제는 어떻게 표로 현금화하느냐다.

안철수 현상의 본질은 기성 정치권이 싫다는 것이다. 그 중에서도 특히 MB가 싫다는 게 핵심이다. 왜 싫으냐, 싫다는 이유가 정당하냐고 따지는 건 부질없는 짓이다. 그것을 되돌려 놓기에는 선거가 너무 임박했다. MB의 임기는 1년3개월이나 남았다. 하지만 과거 어느 정부를 봐도 임기를 1년 정도 남겨놓은 시점에서는 정치적 주도권을 잡기는 어렵다. 더구나 내년 총선은 임기를 10개월 남겨놓은 시점에 치러진다. 한나라당으로선 새로운 구심점을 만들어야 한다. 자칫하면 함께 레임덕의 늪에 빠질 수 있기 때문이다.

민주당도 마찬가지다. 상아탑 속에 숨어 있는 안 교수만 쳐다보고 있다. 정당은 집권 의지를 놓치는 순간 존재 이유가 없어진다. 김종필 전 자민련 총재(JP)가 세(勢)불리에도 불구하고 집권 의욕을 보였던 건 그 때문이다. 실제로 그가 대권 의지를 접는 순간 자민련은 무너지고 말았다. 민주당과 시민통합당은 ‘더 큰 민주당’으로 통합하기로 했다지만 몸집을 불려봐야 여의주 없는 이무기다. 최소한 안철수 교수가 출마 포기를 선언하거나 ‘나와 함께 할 정당’이라고 손을 들어주기 전에는 눈치만 볼 수밖에 없는 처지다.
