With the sudden death of Kim Jong-il, North Korea faces an unprecedented crisis./ 김정일의 갑작스런 죽음으로 북한은 전례 없는 위기에 직면해 있다/ Our first concern is what kind of policies Kim’s heir, Jong-un, will pursue in the absence of his father./ 우리의 첫 번째 관심사는 아버지 김정일이 없는 상황에서 계승자 김정은이 어떤 정치를 하느냐 하는 것이다/ No one believes the rogue state will drastically improve its people’s living standards as soon as 2012, the first year Kim Jong-il promised his people to turn the country into a “prosperous and powerful nation.”/ 김정일이 인민들에게 약속한 “강성대국”의 첫 해인 2012년에 곧 인민의 삶의 수준을 불량국가가 획기적으로 향상시킬 것이라고 믿는 사람은 아무도 없다/

Now with the death of the “dear leader,” poverty-stricken North Koreans can harbor a glimmer of hope for a better future./ ‘존경하는 지도자’의 죽음으로 이제 가난에 시달린 북한 인민들은 더 나은 미래를 위한 희미한 희망을 품을 수 있게 되었다/ If Jong-un fails to meet their expectations, they will not only be disappointed but increasingly dismissive of the recalcitrant regime./ 만약 김정은이 인민들의 기대를 충족시켜주지 못하면 인민들은 실망할 뿐만 아니라 점점 더 다루기 힘든 체제를 무시하게 될 것이다/

With no expertise in international affairs, Jong-un should establish new foreign relationships on the global stage./ 국제적인 업무에 전문성이 없는 김정은은 국제무대에서 새로운 대외관계를 구축해야 한다/ With many countries closely watching the possibility of a shift in the North’s diplomatic policies, will it become increasingly hostile against the international community or eventually abandon its cherished nuclear dream?/ 많은 나라들이 북한의 대외 정책을 전환할 가능성을 지켜보고 있는 가운데 북한이 점점 더 국제 사회에 호전적이 될 것인지 결국에는 핵무장의 꿈을 포기할 것인가?/ If the North follows the first scenario, the international society will probably put more pressure on North Korea, which would put Pyongyang’s new leadership in peril./ 만약 북한이 첫 번째 시나리오를 택한다면 국제 사회는 아마도 북한에 대해 더 많은 압력을 행사할 것이고 그렇게 되면 평양의 새로운 지도자는 위기에 처할 것이다/
Does the North’s new leadership have the will or ability to change the world’s critical perception of it?/ 북한의 새로운 지도자는 세계의 비판적인 북한에 대한 인식을 바꿀 의지가 있고 그런 능력을 가지고 있을까?/ It’s seen as an autocratic state epitomized by stubborn adherence to now-defunct Stalinist ideology, rampant human rights abuses and massive political prisoner camps across the country./ 이제는 없어진 스탈린식 이념을 고수하는 전형적인 독재국가이기도 하고, 만연하는 인권유린과 여기저기에 있는 정치범 수용소가 이를 말해준다/ If Pyongyang fails to change, then we can hardly expect a peaceful resolution of the crisis the North faces./ 만약 북한이 변화에 실패한다면 우리는 위기에 직면한 북한에 대한 평화적인 해결책을 전혀 기대할 수가 없다/

Despite our efforts to achieve permanent peace, however, North Korea launched military attacks against us in the Yellow Sea, not to mention nuclear tests, which forced us take a hard-line policy against the North./ 하지만, 항구적인 평화를 달성하기 위한 우리의 노력에도 불구하고 북한은 핵실험은 말할 것도 없이 서해에서 우리에게 군사적 도발을 하고 있고 이로 인해 우리가 북한에 대해 강경 정책을 펼 수밖에 없게 한다/

Kim’s death provides an opportunity to reflect upon our past relationship with Pyongyang./ 김정일의 죽음은 북한과의 과거의 관계를 되돌아보게 하는 기회가 될 수 있다/ It is time for us to draft new strategies to cope with any possibilities, including an abrupt breakup of the regime./ 갑작스러운 체제의 붕괴를 포함하여 모든 가능성에 대처할 수 있는 새로운 전략을 마련해야 할 때이다/ Though it may take time to come up with answers to several scenarios, we cannot delay the process forever./ 몇 가지 시나리오에 대한 대답을 찾기에는 시간이 걸리겠지만 마냥 그 절차를 연기할 수는 없는 노릇이다/

Our government’s decision to express condolences for Kim’s death was appropriate./ 김정일의 죽음에 대한 조의를 표현하기로 한 정부의 결정은 적절했다/ But we propose another initiative, which is offering a considerable amount of food to our starved northern brethren in an effort to deliver a positive message to the new leadership in Pyongyang./그러나 우리는 또 다른 방안을 제안하는데 북한의 새로운 지도자에게 긍정적인 메시지를 제공하기 위한 노력의 일환으로 굶주리고 있는 북한 인민들에게 상당량의 식량을 제공하는 제안을 하는 것이다/ We hope it will be the first step toward the goal of encouraging the North to take a path toward reform and peaceful coexistence/ 우리는 북한이 개혁과 평화 공존의 길로 나아갈 수 있도록 하는 첫 걸음이 되기를 바란다/
