Opposition threatens to scrap FTA

Opposition parties yesterday reignited the controversy over the Korea-U.S. free trade agreement, formally demanding U.S. President Barack Obama renegotiate some of the terms they consider unfair - with a threat to scrap it if they win December's presidential election.

야당이 어제 12월 대선에서 이기면 한미 FTA를 폐기하겠다는 위협과 함께 버락 오바마 미 대통령에게 불공정 조항들의 재협상을 공식 요구하면서 한미 FTA에 대한 논란을 다시 불러일으켰다.
The largest opposition Democratic United Party and the Unified Progressive Party held a joint press conference yesterday afternoon and read out a letter to Obama demanding renegotiations. Calling the Korea-U.S. FTA unfair, the letter was signed by all 96 lawmakers of the two parties.

민주통합당과 통합진보당은 어제 오후 공동기자회견을 갖고 오바마 대통령에게 보내는 FTA 재협상 요구 서한을 공개적으로 읽었다. 한미 FTA를 불공정하다고 규정한 이 서한에 두 야당의 국회의원 96명 모두 서명했다.
"If we win the December presidential election and if our demands for renegotiations are not met by that time, the Korea-U.S. FTA will be terminated by Clause 2, Article 24.5 of the agreement," the letter read.

"우리가 12월 대선에서 이기고 우리의 재협상 요구가 그때까지 받아들여지지 않으면, 협정문 24.5조 2항에 의거해 한미 FTA를 폐기할 것이다"고 서한에 적혀있다.
The parties tried to deliver the letter and two other copies - one addressed to Vice President Joe Biden, president of the U.S. Senate, and another to Speaker of the House John Boehner - to the U.S. Embassy after the press conference outside the Sejong Center for the Performing Arts in central Seoul. As the groups tried to march toward the embassy, a brief scuffle took place with the police.

서울 도심 세종문화회관 앞에서 기자회견을 마친 뒤 야당은 오바마 대통령에게 보내는 서한과 다른 두 통의 - 하나는 미 상원의장이자 부통령인 조 바이든, 또 다른 하나는 존 베이너 하원의장에게 보내는 - 사본을 주한 미대사관에 전달하려고 시도했다. 이들이 미대사관으로 행진하면서 잠깐 경찰과 실랑이가 벌어졌다.
Article 24.5 of the agreement, which governs its coming into force and termination, states, "This Agreement shall terminate 180 days after the date either Party notifies the other Party in writing that it wishes to terminate the Agreement." Critics of the FTA have long argued that all it takes to terminate the agreement is a presidential fax to Washington.

협정의 발효 및 종료에 관한 규정을 담은 협정문 24.5조는 "이 협정은 어느 한 쪽 당사국이 다른 쪽 당사국에게 이 협정의 종료를 희망함을 서면으로 통보한 날부터 180일 후에 종료된다"고 명시돼 있다. FTA 반대론자들은 협정 폐기에 필요한 것은 워싱턴으로 보내는 대통령의 팩스 한정이면 충분하다고 주장해왔었다.
