We are dumbfounded by the Chinese offer/ 우리는 중국의 제안에 어이가 없을 뿐이다/ because the act of repatriating North Korean defectors in return for release of Chinese fishermen/ 중국 선원을 석방하는 대가로 탈북자를 보내주는 행동은/ - who joined to kill a South Korean Coast Guard officer in a bloody fight at sea/ 해상에서 혈투를 벌이며 한국 해양 경비대원의 살해에 가담한/ - clearly violates domestic and international laws./ 분명히 국내법과 국제법을 위반한 것이기 때문이다/ China’s such action, which amounts to brazen dismissal of humanitarian principles, can invite a harsh condemnation from the international community./ 인도주의적 원칙을 외면한 중국의 그러한 행동은 국제사회의 비난을 받을 수 있다/ It is not only right but also will not help promote China’s national interests because China must treat the North Korean defectors as refugees according to the UN Convention Relating to the Status of Refugees (CRSR)./ 그것은 (난민의) 권리일 뿐만 아니라 중국의 국가 이익을 도모하는데도 도움이 되지 않기 때문에 중국은 마땅히 난민 지위에 관한 유엔 협약에 따라 탈북자를 난민으로 처리해야 한다/
Most of the defectors are destined to receive unfathomable persecution and punishment when they are forcibly repatriated./ 탈북자 대다수는 강제로 송환될 경우 불가해한 박해와 처벌을 받게 되어 있다/ They are eligible for the status of refugee as they crossed the border to escape economic hardship or political persecution./ 탈북자들은 경제적 어려움과 정치적 박해를 벗어나기 위해 국경을 넘었으므로 난민의 지위를 누릴 수 있다/ Therefore, China as a member nation of UN CRSR should protect them on humanitarian grounds and let them immigrate to a third country if they want./ 따라서 유엔 난민 협약 가입국인 중국은 인도적 차원에서 그들을 보호해야 하며 그들이 원할 경우 제 3국으로 보내주어야 한다/ Beijing must also pay heed to the new trend in which western countries, including the United States and the UK, increasingly accept them to settle down./ 중국은 또한 미국과 영국을 포함해 서구 국가들이 점진적으로 그들을 받아들여 정착시키고 있는 새로운 추세를 주목해야 한다/ No one would want to see a bad image of China which turns a deaf ear to the world’s criticism against the Chinese government’s barbaric act to thwart departure of North Korean defectors/ 아무도 탈북자들의 출국을 좌절시키는 중국 정부의 야만적인 행동에 대한 세계의 비난을 들은 척도 하지 않는 중국의 나쁜 이미지를 보고 싶어 하지 않는다/ who only sought shelter at South Korean consulates in China./ 중국에 있는 한국 영사관에 피신해 있는/
China can rise to the status of respectable G-2 only when it makes genuine efforts to address the North Korean defector issue./ 탈북자 문제를 해결하기 위한 진심어린 노력을 할 때만 중국이 존경받는 G-2국가의 지위로 부상할 수 있다/ China’s open-minded attitude will enable Beijing to earn reputation as a strong soft power befitting its economic might./ 중국의 열린 자세는 경제력에 걸맞는 소프트파워 강국의 평판을 얻을 수 있게 될 것이다/ We urge Beijing to make a drastic decision./ 중국의 결단을 촉구한다/
