Stimulating the economy is key

Household debt exceeded 900 trillion won ($800 billion) at the end of last year. If loans by self-employed individuals are included, the figure tops 1,000 trillion won. Fortunately, however, the figure is not yet large enough to jeopardize the health of financial institutions. But if it continues to hover around such a dangerous level, it could eventually take its toll on the domestic economy.

Ominous signs are already appearing on the horizon. People are cancelling their deposit accounts before they mature, and legions of low-income earners are seeking loans just to make ends meet. Huge numbers cannot afford to repay the principal on their loans before they mature.

As a result, consumer spending has become even more sluggish, with real consumer spending contracting in the final quarter of last year. At this rate, the economy could well fall short of its growth target of 3.6 percent this year, suggesting that household debt needs to be reined in one way or another.

The Financial Services Commission has decided to put limits on such loans at nonbanking financial institutes like cooperatives and credit union banks. Consumers have turned to these smaller lenders after banks were told to reduce their fresh loan issuances last June.

Bank loans to individuals rose 5.6 percent in the final quarter of last year, while comparable loans in the nonbanking sector increased 13.6 percent. Authorities have ended up making the situation worse for many households, in fact, by forcing them to switch to lenders who charge higher rates of interest, thus increasing the risk of them defaulting.

The new regulations will only aggravate the problem as working-class people will have to turn to unlicensed private lenders to find ways of easing their financial woes. In sum, while the government’s moves are designed with the best of intentions, they also risk triggering an economic crisis in Korea.

What is needed to solve the problem is a new way of stimulating the economy. Incomes must be raised to ease the debt load, and the real estate market should be revitalized so that households face less pressure from mortgages. But the problem cannot be solved if authorities put more of a priority on increasing welfare spending. The government must be aware that household debt could explode at any time, while also increasing the availability of fixed-rate loans and those with longer maturities.


가계부채가 지난해 말 기준으로 900조원을 넘었다. 사실상 가계부채인 자영업자 대출을 합하면 1000조원이 넘는다. 물론 아직은 금융기관의 건전성을 심각하게 해칠 정도는 아니다. 가계 부채가 일부 부실화돼도 금융기관이 버텨주면 시스템의 위기로 이어지진 않는다. 그런데도 가계부채의 심각성을 지적하는 건 앞으로의 문제 때문이다. 이대로 가다간 경제 전반에 미치는 해악이 걷잡을 수 없이 커지게 된다.
이미 부채 대란의 조짐은 나타나고 있다. 은행 적금을 중도해지하거나 보험을 해약하는 사람이 늘고 있다. 생활자금이 없어 돈을 빌리는 사람이 3분의 1이나 되고, 그 가운데 세 명중 한 명이 대출 만기시 원리금을 상환할 수 없는 형편(31.1%)이다. 당장 국내 소비가 큰 영향을 받는다. 지난 해 4분기의 실질소비지출이 마이너스로 돌아선 이유다. 이대로 가다간 올해 3.6%라는 저(低)성장마저 달성하지 못한다. 어떻게든 가계부채 문제를 해결하거나 완화라도 시켜야 한다.
금융위원회가 엊그제 신용협동조합이나 신용금고 등 제2금융권의 가계 대출을 억제하기로 한 건 이런 배경에서다. 지난 해 6월 가계대출을 줄이기 위해 은행 문턱을 높였더니, 대출 수요가 제2금융권으로 몰렸기 때문이다. 지난 해 4분기 은행 대출은 5.6% 늘었지만 제2금융권 대출은 13.6%나 늘었다. 가계 대출 억제에 실패했다는 얘기다. 게다가 부채의 질조차 악화됐다. 문제는 이번 대책 역시 실패할 가능성이 크다는 점이다. 서민들을 대부업체 등 사금융시장으로 내몰 풍선효과가 걱정된다. 정부로선 딜레마다. 가계대출을 줄여야겠는데, 자칫하다간 심각한 경제위기를 자초할 수 있어서다.
가계부채문제의 궁극적인 해법은 경제활성화 밖에 없다. 소득을 늘려 부채 상환 부담을 줄이고, 부동산 거래를 정상화해서 부채 부담에서 연착륙시키는 것이다. 분배나 복지에만 전념해선 가계부채 문제를 해결할 수 없다는 의미다. 가계가 버틸 수 있는 날도 그리 많지 않다는 점을 정부와 정치권이 유념해야 한다. 단기적으로는 대출 만기구조의 장기화, 고정금리 대출 비중 확대가 필요하다.
