책보다 빵 책보다 신발인데…하필 올해가 ‘독서의 해’라니
길을 다니다 보면 타이어 판매점들의 커다란 홍보간판과 종종 마주친다. 눈에 많이 띄는 문구가 ‘앗, 타이어 신발보다 싸다!’라는 것이다. 신발값이야 워낙 천차만별이니 틀린 표현은 아니다. 사람 신발과 자동차 신발을 비교한 애교 있는 상술에 슬며시 웃음이 돋는다.그러나 최근 통계청이 내놓은 도서구입비 현황을 보면 신발이라는 필수품에 대해 다시 생각하게 된다. 우리나라 2인 이상 가구가 한 달 동안 책 사는 데 쓰는 돈(2만570원)이 신발 구입비(2만2784원)보다 적었다. 2003년 조사를 시작한 이래 처음으로 신발에 뒤처졌다고 한다. 빵(2만979원)보다 도서 구입비가 적은 것도 이번이 처음이다. 신발은 한번 사면 보통 1년 이상 신는데, 책보다 돈을 더 들인다는 얘기다. 게다가 서적비 통계는 학생들 참고서•교재 값이 포함된 금액이다. 어제 서울대 한인섭(법학) 교수는 트위터에 이런 글을 올렸다. ‘자녀가 문제지 사러 갈 때 꼭 책 한 권 값을 더 주어, 책을 스스로 고르게 하자. 자기가 고른 책은 읽는 법이다. 한 권을 고르기 위해서는 20여 권을 유심히 본다. 고른 것은 한 권이지만, 머릿속에 20여 권의 잠재적 독서 대상이 생기고, 그만큼 시야가 확장된다.’ 이런 사려 깊은 부모는 점점 멸종(?)되는 게 요즘 대한민국 아닌가 싶다.
통계는 하늘에서 떨어지지 않는다. 가수 백지영의 히트곡(사랑안해) 첫머리를 빌리자면 낮은 도서구입비도 다 ‘그럴려고 그랬어’다. 지난해 생각의나무•이레•태동출판사•문이당 같은 괜찮은 출판사들이 줄줄이 부도를 맞았다. 『칼의 노래』 『현의 노래』 『영혼을 위한 닭고기 수프』 『백야행』 『아버지』 같은 책을 펴낸 곳들이다. 출판유통업체 KG북플러스•샘터사•평화당이 무너지더니 올 들어 국내 최대 총판업체 수송사까지 부도났다. 작은 출판사들이 후폭풍에 비명이다. 스마트폰 때문에 부쩍 는 통신비, 전자책 같은 요인도 있겠지만 근본적으로는 책을 안 읽는 풍토 때문이다.
며칠 뒤 문화체육관광부가 ‘2012년 독서의 해’ 선포식을 연다. 라디오•TV를 통해 ‘○○시, 지금은 책 읽는 시간입니다’라는 시보 방송을 내보내 하루 20분 책 읽기 운동을 펴고 아이들에게 잠자리 책 읽어주기 캠페인도 한다. 독서왕 선발대회, 대학생 독서토론회 등 많은 계획이 있지만 과연 얼마나 효과를 거둘지 의문이다. 보다 실질적인 출판 진흥책을 병행하자는 의견이 많다. 출판사 휴먼앤북스의 하응백 대표는 “우리도 영국처럼 출판산업에 부가세율 0%를 적용해 종이값•인쇄비 등의 세금 부담을 덜어주는 방안이 적은 예산으로 큰 효과를 부를 것”이라고 강조한다. 총선 철이라는데, 온갖 무지갯빛 공약보다 이런 작고 탄탄한 공약이 내게는 더 가슴에 와 닿을 것 같다.
