Jobs should be the focus
Jobs are the best solution to welfare./ 일자리가 최고의 복지 해결책이다/ If there are secure jobs, the state does not have to fret about a broader welfare system./ 안정적인 일자리가 있으면 국가는 더 광범위한 복지제도에 관해 조바심을 가질 필요가 없다/ The Korean economy is living proof./ 한국의 경제가 생생한 증거다/ Because rapid economic growth generated jobs, the government didn’t need to greatly bother with welfare./ 빠른 경제성장이 일자리를 창출했기 때문에 정부는 복지에 관해 더 많이 신경을 쓸 필요가 없었던 것이다/ We expected the ruling and opposition parties to come up with solutions that led to jobs./ 우리는 여당과 야당이 일자리를 만들어 낼 수 있는 해결책을 찾아내기를 기대했다/ A political party that can create more jobs is more qualified to govern the country than one that pledges more welfare benefits./ 더 많은 일자리를 만들 수 있는 정당이 더 많은 복지혜택을 맹세하는 정당보다 이 나라를 통치할 수 있는 자격을 더 갖추었다고 볼 수 있다/ In a survey by the JoongAng Ilbo, the majority of young voters said they would cast their ballots based on candidates’ ideas on jobs./ 중앙일보 조사에 따르면 젊은 유권자 대다수가 일자리에 관한 후보의 생각을 보고 표를 던질 것이라고 말했다/But the campaign promises about jobs from both the ruling Saenuri and main opposition Democratic United Party are equally disappointing./ 그러나 여당인 새누리당과 주요 야당인 통합 민주당의 일자리 관련 선거 공약은 똑 같이 실망스럽다/ The DUP pledged to place jobs at the center of all policies, while the Saenuri Party said it would consider the unemployment rate as its economic yardstick./ 통합 민주당은 모든 정책의 중심에 일자리를 둔다고 공약을 했고 새누리당은 실업률을 경제의 중심지표로 삼겠다고 공약했다/ But in reality, jobs were eclipsed by welfare promises./ 그러나 실제적으로는 복지 공약에 의해 일자리는 빛을 잃고 말았다/ The DUP vowed to create a universal welfare state, and the Saenuri Party promoted 10 so-called tailor-made welfare policies./ 민주통합당은 보편적 복지국가 실현을 맹세했고 새누리당은 소위 10대 맞춤식 복지정책을 홍보했다/ Jobs were basically ignored./ 일자리는 기본적으로 무시된 것이다/
In the Hankyoreh newspaper, university students were quoted as saying they had no idea what political parties were trying to say with their campaign promises about jobs./ 한겨레신문에 따르면, 대학생들은 양당이 일자리 공약에 대해 무엇을 말해야 하는지 아이디어가 없다고 말한 것으로 알려졌다/ They laughed at the Saenuri Party’s proposal to create a degree-free vocational center and said if they had extra money they should give it to universities to support job searches for their graduates./ 학생들은 새누리당의 스펙 초월 취업센터 설립에 대한 제안을 비웃고, 만약 여유 돈이 있다면 졸업생들을 위해 일자리를 찾을 수 있도록 대학에 그 돈을 지원하라고 말했다/ The DUP’s idea of setting up quotas for companies to hire youths irked the 40-50 age group./ 통합 민주당의 청년 고용의무할당제에 관한 생각은 40-50대를 짜증나게 했다/
What young people want is not rhetoric and unrealistic ideas but fundamental solutions to create jobs./ 젊은이들이 원하는 것은 미사여구도 비현실적인 아이디어도 아닌 일자리를 창출할 수 있는 근본적인 해결책이다/ The answers are already there, but the parties are ignoring them because they aren’t flashy enough to draw votes./ 해답은 이미 그곳에 있지만 양당은 그 해답이 표를 이끌어내기에 충분히 호화롭지 않기 때문에 그것들을 무시하고 있다/
The services sector has more room to generate jobs than the manufacturing sector./ 서비스 분야는 제조업 분야보다 일자리를 창출할 수 있는 여지가 더 많다/ Due to technology, the more a manufacturer produces, the fewer the humans that are needed./ 기술로 인해 제조자들이 더 많이 생산을 할수록 필요한 인력은 더 줄어든다/ New hiring mostly comes from the services sector./ 새로운 고용 대다수는 서비스 분야에서 생겨난다/ But those jobs are mostly insecure./ 그러나 그러한 일자리는 대다수 불안정하다/ The services sector should be enlarged, especially medical care and legal services, which can create high-paying jobs./ 서비스 분야를 확대하되 특히 고부가 일자리를 창출할 수 있는 의료분야와 법률서비스 분야를 확대해야 한다/
Secondly, the rigidity of the job market must be eased./ 두 번째는 고용시장의 경직성을 완화해야 한다/ The cost of dismissal in our country is nearly triple the average of the member countries of the Organization of Economic Cooperation and Development./ 우리나라의 해고비용은 OECD 회원 국가 평균의 세 배에 달한다/ Nonpermanent jobs are on the increase./ 비정규직이 증가하고 있다/ The political sector must address the problem of labor unions’ excessive powers./ 정치 분야는 노동조합의 과도한 권력 문제를 반드시 해결해야 한다/
