Kim Il Sung’s sad 100th birthday

To celebrate Kim Il Sung’s 100th birthday, a large-scale military parade was held in Pyongyang yesterday. Kim Il Sung Square was blanketed with soldiers of the People’s Army, Worker-Peasant Red Guard and Young Red Guard. At the parade, Kim Jong-un, grandson of Kim Il Sung, made his first official speech as head of the Workers’ Party, government and military. Did his grandfather crack a smile at the scene, feeling euphoric about a successful third-generation power transfer? Maybe he couldn’t.

The state-run North Korean Central News Agency released a photo showing a group of doctors and patients shedding tears in appreciation of a present from Kim Jong-un - pork hocks - in a land where one out of two children suffers from malnutrition due to a chronic food shortage. They might have been moved by the unexpected present from their young leader, but it would be unfortunate if their happiness is a result of the hereditary power succession. The North Korean army reportedly lowered their minimum height requirement of a military recruit from 145 to 142 centimeters (4 feet, 7 inches), which is a little taller than the average South Korean fourth-grade student.

Regardless, Kim Jong-un declared to the hundreds of thousands listening that he had put an eternal end to the checkered history of modern North Korea and elevated the dignity of his fatherland. But we are wondering if a self-proclaimed strong nation built on nuclear weapons and missiles without feeding its people is what Kim Il Sung really dreamed of.

Until the mid-1970s, the North Korean economy was ahead of its southern counterpart. After the collapse of the Soviet Union and the Eastern Bloc, however, it faced a painful reality. If Pyongyang had chosen a different path after throwing off the fetters of the outmoded juche (self-reliance) ideology, an entirely different result would have unfolded. Regrettably, Pyongyang remained a closed regime once Kim Jong-il took power in 1994 after Kim Il Sung’s death. It made North Korea an isolated, repressive country maintained by the elite class’s loyalty and political prisoner camps.

Kim Jong-un must reflect if a “strong” nation which imposes starvation on its people is worth it. He must ponder what his subjects think after watching a billion-dollar rocket vanish into thin air. His father reportedly told him that only nuclear weapons can guarantee the survival of the country. If Kim blindly follows his father’s words, there is no future for Pyongyang.

주민 굶기는 강성대국이 무슨 소용
미얀마처럼 개혁·개방의 길 나서야

북한 체제를 수립한 김일성 주석의 100회 생일(‘태양절’)을 맞아 어제 평양에서는 대규모 열병식이 거행됐다. 김일성 광장은 인민군 육해공군과 노농적위대, 붉은 청년근위대의 퍼레이드 행렬로 뒤덮였다. 김 주석의 손자로 3대 세습을 완료한 김정은은 당·정·군의 최고 지도자 자격으로 첫 공개연설을 했다. 김 주석은 지하에서 이 광경을 지켜보며 흡족한 미소를 지었을까. 그렇다고 보기에는 지금 북한이 처해 있는 상황이 너무 어렵다.
며칠 전 조선중앙통신은 평양 시내의 한 병원에서 환자와 의료진이 김정은이 하사한 ‘돼지 발쪽’(족발)을 받아 들고 감격에 겨워 눈물을 흘리는 사진을 공개했다. 만성적인 식량 부족으로 북한 어린이 2명 중 1명이 영양실조에 시달리고 있는 것으로 파악되고 있다. 이런 터에 모처럼 특식으로 배급된 돼지 족발 하나에 감격할 수 있을지도 모르지만 이것이 김씨 왕조 3대 세습의 결과라면 너무 허망한 일이다. 최근 북한군은 새로 징집되는 병사의 신장 하한선을 145cm에서 142cm로 낮췄다고 한다. 142cm는 남한 초등학교 4학년 남학생의 평균 키보다 조금 큰 수준이다. 제대로 먹이지 못한 결과라고 볼 수밖에 없다.
그럼에도 김정은은 어제 광장에 모인 군중을 향해 “김일성 민족의 100년사는 파란 많은 수난의 역사에 영원한 종지부를 찍고 우리 조국과 인민의 존엄을 민족 사상 최고의 경지에 올려 세웠다”고 선언했다. 또 “어젯날의 약소국이 당당한 정치군사 강국으로 전변(轉變)됐으며 우리 인민은 그 누구도 감히 건드릴 수 없는 자주적 인민으로 존엄을 떨치고 있다”고 강변했다. 주민을 먹여 살릴 돈으로 핵무기와 미사일을 만들어 이룩한 자칭 ‘정치군사 강국’이 과연 김 주석이 꿈꾸던 북한의 모습일지 의문이다.
1970년대 중반까지만 해도 북한은 경제적으로 남한에 앞서 있었다. 그러나 소련과 동구 공산권이 무너지면서 계획경제의 모순에 봉착했다. 시대착오적인 주체사상의 굴레에서 벗어나 중국처럼 개혁·개방의 길을 택했더라면 지금 북한은 완전히 달라져 있을 것이다. 아쉽게도 94년 김 주석 사후 권력을 승계한 김정일 국방위원장이 폐쇄적 세습왕조 체제의 길을 감으로써 남북한의 격차는 극복하기 어려운 상황이 됐다. 지금 북한은 세계에서 가장 고립된 국가다. 또 최악의 인권탄압국이다. 핵심 계층의 매수된 충성심과 대규모 정치범 수용소로 유지되는 체제다.
김정은은 주민을 굶기는 강성대국이 무슨 소용이 있는지 냉정하게 돌아봐야 한다. 실패로 끝난 로켓 발사 쇼에 들인 거금이 연기처럼 사라지는 것을 보면서 북한 주민이 무슨 생각을 하고 있을지 잘 생각해야 한다. 김 위원장은 미국과의 심리적 대결에서 이겨 합법적인 핵보유국으로 당당히 올라서야 한다는 유훈을 아들에게 남겼다고 한다. 김정은이 이를 맹목적으로 따른다면 북한에 미래는 없다. 철저한 고립과 주민들의 고통, 정권의 불안정만 있을 뿐이다. 미얀마에서 보듯이 개혁·개방만이 북한이 살 길이다.
