Pass the defense reform bill
Apr 19,2012The last meeting of the National Defense Committee of the 18th National Assembly is scheduled to be held tomorrow afternoon./ 18대 국회의 국방위원회 마지막 회의가 내일 오후에 열리기도 예정되어 있다/ The committee plans to have a public hearing on a bill written to relocate air bases and pass it right away./ 위원회는 군 공항 이전을 위한 법안에 대한 공청회를 열고 바로 법안을 통과시킬 계획이다/
Proposed by several lawmakers, including Kim Jin-pyo and Kim Dong-cheol from the main opposition Democratic United Party and Yoo Seong-min from the ruling Saenuri Party, the bill is aimed at addressing complaints from residents in the legislators’ constituencies - Suwon, Daegu and Gwangju, respectively./ 주요 야당인 통합민주당의 김진표, 김동철 의원과 새누리당 유승민 의원을 포함한 몇몇 의원들이 발의한 이 법안은 각각 수원, 대구, 광주의 해당 국회의원 지역구 주민의 민원을 해결하는 것을 목표로 한다/ The bill entrusts the Ministry of National Defense with the responsibility to relocate air bases in these places to other parts of the country./ 이 법안은 이러한 지역에 있는 군 공항을 타 지역으로 재배치하는 책임을 국방부에 맡기고 있다/
The bill was supposed to be put to a vote at a defense committee meeting on Feb. 12, but was rejected by Won Yoo-chul, the committee chairman and a legislator from the Saenuri Party,/ 이 법안은 2월 12일에 열린 국방 위원회 회의에서 투표하기로 예정되어 있었지만 새누리당 의원이자 국방위원장인 원유철 의원에 의해 거절되었다/ on the grounds that it is difficult to settle such complaints while the more crucial National Defense Reform Bill is still pending in the Assembly despite overwhelming public support./ 압도적인 국민의 지지를 받고 있는 데도 불구하고 더 중요한 국방개혁법안이 여전히 국회에 계류 중인 상황에서 그러한 민원을 해결하기는 어렵다는 배경에서다/ More than 70 percent of Koreans support it, according to a poll./ 여론조사에 따르면 70퍼센트 이상의 국민이 국방개혁법안을 지지하고 있다/
Representatives Kim Dong-sung and Kim Ok-lee from the Saenuri Party, too, strongly called for the swift passage of the defense reform bill after North Korea’s surprise attacks on the Cheonan warship and Yeonpyeong Island./ 새누리당 김동성, 김옥이 의원 역시 북한의 예상하지 못한 천안함과 연평도에 대한 공격 후 국방개혁법안의 신속한 통과를 강력히 요구하고 있다/
The Ministry of National Defense is putting pressure on the committee members to vote on the bill tomorrow, convinced that this is the last chance to push it through./ 국방부는 이번 기회가 법안을 통과시킬 수 있는 마지막 기회로 보고 내일 법안을 처리할 수 있도록 위원회 위원들을 압박하고 있다/ But the bill is still caught in a deadlock due to vehement opposition from Shin Hak-yong, chairman of the Legislation and Judiciary Subcommittee under the National Defense Committee./ 그러나 법안은 국방위원회 산하 법안심사소위원회 위원장인 신학영 의원의 격렬한 반대 때문에 여전히 교착상태에 빠져 있다/
As such, the only way left is for Saenuri Party lawmaker Won Yoo-chul to submit it to the National Defense Committee by using his privilege as the committee chairman./ 따라서 남아 있는 방법은 새누리당 의원인 원유철 위원장이 직권으로 국방위원회에 법안을 상정하는 길 뿐이다/
At the moment, at least 11 of the 17 members on the National Defense Committee, including Park Sang-cheon, a lawmaker from the DUP, support the defense reform bill./ 현재 17명의 국방위원회 소속 의원 중 통합민주당 박상천 의원을 포함한 최소한 11명의 의원이 국방개혁법안을 지지하고 있다/ And the bill will surely be passed in a plenary session of the Assembly, too./ 그리고 법안은 분명히 국회 본회의에서 통과될 것이다/
We urge lawmakers to railroad the bill using Won’s authority and submit it to the plenary session next Tuesday./ 우리는 원 위원장의 직권으로 다음 화요일 본회의에 법안을 상정해서 통과시킬 수 있기를 의원들에게 촉구한다/ DUP lawmaker Shin Hak-yong must stop abusing his position to find supposed faults with legal aspects of the bill, especially amid the ever-growing military threat from North Korea./ 특히 북한의 군사적 위협이 증가하고 있는 이 시점에 통합민주당 신학영 의원은 소위 법안의 법적 결함을 찾기 위해 그의 자리를 남용해서는 안 된다/
