Time for a new kind of diplomacy
The Korea National Diplomatic Academy officially opened yesterday in what is a major step toward revamping the way our diplomats are selected./ 우리의 외교관을 선발하는 방식을 바꾸기 위한 발걸음으로 국립외교원이 공식적으로 어제 출범했다/ The existing method of selecting diplomats through the government-run Foreign Service Examination has not been able to effectively pick talented individuals to act as our representatives overseas./ 외무고시를 통해 외교관을 선발하는 기존의 방식으로는 해외에서 우리를 대표하여 활동할 수 있는 유능한 인재를 효과적으로 뽑을 수 없기 때문이다/In 2007, the JoongAng Ilbo proposed the creation of the Seo Hee Diplomatic Academy./ 2007년 중앙일보는 서희 외교 아카데미의 설립을 제안했다/ An outstanding general and diplomat during the Koryo Dynasty (918-1392), Seo Hee successfully recovered parts of North Pyongan Province after a skillful negotiation with the Kitan,/ 고려왕조(918-1392) 동안의 뛰어난 장수이자 외교관이었던 서희는 거란과의 능숙한 협상으로 평안북도 일부를 되찾았다/ who had occupied the area after an attack in 993./ 거란은 993년에 공격하여 그 지역을 점령하고 있었다/ We hope the diplomatic institute will produce a new breed of talented diplomats equipped with similar skills./ 우리는 국립외교원을 통해 이와 같은 능력을 갖춘 유능한 외교관들을 배출해내기를 바란다/
It is regrettable, however, that the new academy strayed from the original proposal in some ways./ 하지만, 유감스럽게도 국립외교원은 몇 가지 점에서 당초 제시되었던 것에서 크게 벗어났다/ For instance, it was developed as a one-year educational institute for practical affairs instead of a two-year graduate school system like those in place in many developed countries./ 예를 들어, 많은 선진국에서 시행하고 있는 2년제 대학원 과정 대신에 1년 과정의 실무교육기관으로 설립되었다는 것이다/
The government didn’t make the full change to a two-year program because of intense pressure from bureaucrats who feared losing their control over selecting high-level civil servants./ 정부는 2년제 프로그램으로 완전히 바꾸지 못했는데 왜냐하면 고위 공무원을 선발하는 데 대한 자신들이 통제권을 잃을까봐 걱정한 관료들의 압력이 심했기 때문이다/ There is also a naive respect for career diplomats who have passed the Foreign Service Examination at the Ministry of Foreign Affairs and Trade./ 외교통상부에 있는 외무고시를 통과한 직업 외교관에 대한 순혈주의 또한 영향을 미쳤다/
Still, the official launch of the academy carries great significance./ 그럼에도 불구하고 외교원의 공식적 출범은 중요한 의미를 지니고 있다/ Korea has repeatedly been involved in terrible wars for geopolitical reasons./ 한국은 지정학적인 이유로 끔직한 전쟁에 여러 차례 관련되어 왔다/ It is surrounded by powerful countries, including China and Japan./ 또한 한국은 중국과 일본을 포함한 강대국으로 둘러싸여 있다/ Even now, it is placed in a delicate position as it walks a tightrope between the United States and China./ 현재도 심지어 미국과 중국 사이에서 줄타기를 해야 하는 나약한 위치에 놓여 있다/ When the two countries disagree with each other, we are forced to take sides in considering our very survival./ 두 나라가 서로 갈등하는 상황이 되면 생존을 위해 한쪽을 선택할 수밖에 없다/ But we should have the wisdom to turn these crises into tools for our future development, becoming involved in these situations only as they benefit us./ 그러나 우리는 이러한 상황에 개입하여 그러한 상황이 우리에게 이익이 되도록 하여 이러한 위기를 미래발전을 위한 도구로 바꿀 수 있는 지혜를 가질 수 있어야 한다/ That’s why we need a group of qualified diplomats who can look at the big picture and put smart strategies into action./ 이것이 바로 큰 그림을 볼 줄 알고 스마트한 전략을 실천해 나갈 능력을 갖춘 외교관 집단이 필요한 이유이다/
The curriculum of the new academy is not sufficient to meet such a daunting challenge./ 새로운 국립외교원의 커리큘럼은 이러한 벅찬 과제를 충족시키기에는 불충분하다/The school’s administration should increase the number of admitted students from the current 60 and also extend the time it spends to train students./ 학교 당국은 현재의 60명으로 되어 있는 학생 수를 늘려야 하고 학생들을 교육하는 기간도 연장해야 한다/ We look forward to seeing a new generation of highly competent diplomats emerge from the institute to open a new diplomatic chapter and a promising future for our country./ 우리는 새로운 외교 시대와 우리나라를 위한 밝은 미래를 열어 나갈 수 있는 매우 능력 있는 외교관이 외교원에서 배출될 수 있기를 기대한다/
