A speaker’s moment

Six-term lawmaker Kang Chang-hee of the ruling Saenuri Party was elected as a nominee for the 19th National Assembly speaker. The post customarily goes to the majority party. Kang’s appointment has several points of significance as he would become the first Assembly speaker from Chungcheong Province. And as a key aide to Park Geun-hye, his lofty position in the legislature would likely give the presidential hopeful from the ruling party more clout.

The 19th Assembly started its term with challenges and tasks already laid out. Kang and the Assembly will have to deal with the scandal-enwrapped new members from the Unified Progressive Party and a tense relationship leading up the presidential election later in the year, while enforcing the new law that allows filibuster to prevent physical melees in the legislature. Skilled politicking to make negotiations work will be needed more than ever.

The 300-seat Assembly is almost equally divided between the ruling Saenuri Party, which holds 150 seats, and the other half shared by the major opposition, led by the Democratic United Party with 127 seats. The two sides are engaged in a tug of war of executive posts at standing committees. Addressing the minor opposition UPP’s rigged primary in March, which benefitted pro-North Korean members, will be difficult as the DUP needs the left-wing party’s cooperation for the presidential election. Moreover, lawmakers are under restraint from the new legal guideline that prohibits arbitrary and violent action. Kang, therefore, has a great responsibility in his new role. The Assembly speaker has authorized power, but speakers usually act under the order of the Blue House. Such passiveness won’t be good enough in this legislature.

The speaker must stick to his political neutrality. To assure it, the speaker usually divorces from his party. But so far, pledging distance from the party has only been a gesture. The new speaker should be able to draw confidence from both the ruling and opposition parties and act according to his vested power. The speaker is authorized to make a decision to proceed with legislative processes when the ruling and opposition parties fail to reach an agreement. He should practice delicate arbitration to draw bipartisanship.

One of the first things he must do is reinforce the ethics committee. The role of the committee is important because some of the new members have suspicious ideological and ethical problems. We hope Kang will use his experience and broadmindedness to live up his new role.

강창희 새누리당 의원이 지난 금요일 당내 경선을 통해 국회의장 후보로 뽑혔다. 다수당이 국회의장 자리를 차지하는 관례에 따라 강 의원은 사실상 국회의장에 당선된 셈이다. 개인적으로 영광일 뿐 아니라 최초의 충청권 출신 국회의장이란 정치적 의미도 적지 않다. 그만큼 기대도 크다. 19대 국회의 상황이 어려운 만큼 의장의 역할은 중차대하다.
이미 지적했든 19대 국회는 중첩된 난관에 직면해 있다. 통합진보당 부정경선과 종북(從北) 성향 의원 문제, 대통령선거를 의식한 과당 경쟁, 그리고 이번 국회부터 시행되는 몸싸움방지법(국회선진화법)에 적응하는 문제 등이다. 이런 난제를 풀어가려면 여야간 민주적 협상과정이 원활하게 작동해야 한다.
그런데 이번 국회의 경우 여야가 절반씩 딱 나눠져 양립하고 있다. 벌써부터 원(院)구성 협상 과정에서 상임위원장 자리를 놓고 밀고 당기기가 심한 상황이다. 더욱이 앞서 언급한 난제가 모두 첨예하게 얽혀있다. 대통령 선거를 앞두고 있기에 청문회나 국정조사 등 구체적 사안들이 모두 표로 계산된다. 대선에서의 야권연대 때문에 진보당 문제도 쉽게 풀리지 않을 것이다. 그리고 이런 모든 갈등과 대립 양상이 결국에는 몸싸움방지법이란 새로운 운영 규칙에 걸려 국회는 옴짝달싹 못할 가능성이 매우 높다.
그래서 19대 국회의장의 책임은 막중하다. 국회의장은 국회법에 따라 많은 권한을 가지고 있다. 그러나 지금까지 국회의장은 막중한 권한을 제대로 행사하지 못해왔다. 청와대 눈치를 보거나 여야 원내대표간의 협의결과를 따르는 매우 수동적이고 소극적인 역할에 그쳐왔다. 이제 이런 식으론 국회를 끌고 갈 수 없다.
무엇보다 중요한 것은 국회의장의 정치적 중립성이다. 중립적인 입장에서 국회운영을 하라는 취지에서 국회의장은 당적을 버린다. 지금까지는 형식적이었다. 이제부턴 진정으로 당리당략을 벗어나 객관적인 판단으로 여야 모두의 신임을 얻어야 한다. 그리고 국회법에 명시된 권한을 적극 행사해야 한다. 여야가 이견으로 대립할 경우 국회의장이 ‘협의가 이뤄지지 않을 때 의장이 결정한다’(국회법 76조)는 권한을 행사해 의사일정을 진행할 수 있어야 한다. 동시에 여야 이견을 비공식적으로 조정하는 정치력도 발휘해야 한다.
구체적으로 시급한 것은 윤리특별위원회의 강화다. 개원하지도 않았는데 벌써부터 뜨거운 현안이 되고 있는 것이 국회의원 자격심사와 징계 문제다. 진보당 문제로 당장 윤리특위의 역할이 중요해졌다. 앞으로 국회가 열리고 여야간 대치가 이전과 다른 양상으로 전개될 경우 윤리특위에서 다뤄야 할 사안이 많을 것이다. 지금까지 무의미했던 윤리특위를 제대로 활용해야 국회의장의 권위가 설 수 있고, 정치적 강제력도 생길 수 있다. 윤리특위가 실제로 잘못된 처신을 징계하는 실질적 수단이 되어야 한다. 필요하면 의장 직속으로 윤리조사기구를 둘 수도 있다.
강창희 의원은 6선의 경륜이나 적극적인 친화력, 그리고 충청권 최초 의장이라는 정치적 위상 등 여러 면에서 기대된다. 5공 출신 구(舊) 정치인이 아니라 새로운 국회, 바람직한 국회의장상(像)의 초석을 놓는 미래의 정치인이 되길 바란다.
