Strengthen safety standards
The peaceful fishing island of Wido, in Buan County of North Jeolla, in the Yellow Sea, was upset by violent protests and clashes in 2003-2004 over the county’s decision to volunteer as the site to store and dispose of radioactive waste from commercial nuclear power plants./ 상업 원자력 발전소에서 나오는 방사성 폐기물을 처분 보관하기 위한 장소로 부안군이 자진하여 결정하면서 전라북도 부안군 서해에 있는 평화로운 고기잡이 섬 위도가 격렬한 저항과 충돌로 2003년부터 2004년까지 홍역을 치렀다/ Due to diehard opposition from residents, the decision was overturned./ 주민들의 완고한 반대로 그 결정은 뒤집혔다/But the country could not give up its search for a permanent disposal site for waste, such as discarded protective clothing and contaminated equipment./ 그러나 국가는 폐기한 보호용 작업복과 오염된 장비와 같은 폐기물을 영구적으로 처분할 수 있는 장소를 찾는 것을 포기할 수는 없다/ With no other alternative, the waste piled up at short-term storage facilities in reactor compounds until they were full./ 다른 대안이 없기 때문에 폐기물이 다 찰 때까지 원전에 있는 임시 저장 시설에 쌓아두고 있다/ The government decided to put off looking for a permanent site for more sensitive high-level radioactive waste and instead incrementally searched for sites for low- and intermediate-level waste./ 정부는 더욱 민감한 고준위 방사성 폐기물을 위한 영구적인 장소를 찾는 것을 연기하고 대신에 중 저준위 폐기물을 위한 장소를 우선 찾기로 했다/ Gyeongju was finally chosen for the site in 2005./ 2005년에 그 장소로 경주가 최종 선정되었다/
What remains pending is high-level waste disposal./ 남아 있는 것은 고준위 폐기물 처분이다/ The spent fuel has been stored in distilled water inside power plants./ 사용 후 연료는 원전 내의 증류수 속에 저장해왔다/ The fuel will exceed capacity at the Gori reactor compound, Busan, by 2016, Wolsong, North Gyeongsang, by 2018 and Younggwang, South Jeolla, by 2019./ 부산의 고리 원전은 2016년, 경상북도 월성은 2018년, 그리고 전라남도의 영광은 2019년이면 연료를 보관할 장소의 수용력을 초과할 것이다/ Construction should begin now to be ready to accommodate excess spent fuel from the Gori power plant./ 고리 원전에서 나오는 과도한 사용 후 연료를 보관하기 위해서는 건설을 지금 시작해야 한다/ But a site must first be decided./ 그러나 먼저 장소를 결정해야 한다/ As seen in the Buan case, no one wants highly dangerous radioactive waste in their backyard./ 부안의 경우에서 보았듯이 아무도 매우 위험한 방사성 폐기물을 뒷마당에 묻기를 원하지 않는다/ Moreover, the public has become sensitive to the dangers of a nuclear disaster following the accident at the Fukushima reactor last year./ 더욱이, 지난 해 후쿠시마 원전에서 일어난 사고로 핵 재앙의 위험에 국민들이 민감해져 있다/ Considering the amount of persuasion, debate and negotiation required to work out a deal with residents, the government doesn’t have much time left./ 설득하고 논의하고 협상할 시간을 고려하면 주민과 거래를 해야 하는데 정부는 남아 있는 시간이 별로 없다/ Authorities have been expanding the short-term storage in the nuclear compounds, but it is only makeshift relief./ 당국은 원전 내에 임시 저장 시설을 확충해 왔는데 그러나 그것은 임시방면에 불과하다/ The government should initiate the project immediately instead of dilly-dallying./ 정부는 미적거리지 말고 즉각 그 프로젝트에 착수해야 한다/ Radioactive waste disposal is not related to one’s stance on nuclear policy - even when nuclear reactors are eliminated, as critics call for, waste won’t go away./ 방사성 폐기물 처분은 핵 정책 심지어 비평가들이 요구하는 것처럼 설령 원전을 제거해야 한다는 입장과는 상관이 없고, 폐기물은 계속 나오기 마련이다/
To win community understanding and consensus, authorities must enhance safety control at disposal facilities./ 주민들의 이해와 합의를 얻기 위해서 당국은 처분 시설의 안전 통제를 강화해야 한다/ Their explanation that the cooling devices are safe cannot appease fear and concern./ 냉각 장치가 안전하면 우려할 필요가 없다고 말한다/ Even the recent minor blackout at Gori caused an uproar./ 하지만 최근의 고리 원전의 사소한 정전이 대소동을 야기했다/ There is no guarantee that the current storage could withstand an earthquake./ 현재의 저장 시설이 지진을 견딜 것이라는 보장은 없다/ Nuclear reactors are convenient, clean and cheap, but pose a risk of a major catastrophe at any time./ 원전은 편리하고 청정하고 저렴하지만 언제든지 대 재앙의 위험을 불러올 수 있다/ Strengthening safety standards and control is a must./ 안전 기준과 통제를 강화하는 것은 필수이다/ We can no longer delay the discussion on spent fuel disposal./ 우리는 사용 후 연료 처분에 대한 논의를 더 이상 미룰 수 없다/
