We need missiles with range
Amid escalating tension between South and North Korea, the JoongAng Ilbo reported yesterday, that South Korea and the United States have agreed to extend South Korean ballistic missiles’ firing range from 300 kilometers to 550 kilometers (341 miles)./ 한국과 북한 사이의 긴장이 고조되는 가운데 한국과 미국이 한국의 탄도 미사일의 사거리를 300킬로미터에서 550킬로미터로 늘리는 것에 합의했다고 어제 중앙일보가 보도했다/ Responding to the report, the Ministry of National Defense said, “The issue is not settled yet.”/ 이 보도와 관련하여 국방부는 “그 문제는 아직 해결되지 않았다”고 밝혔다/ If the Defense Ministry’s statement is true, it is rather fortunate./ 만약 국방부의 성명이 사실이라면 다행이다/ If our ballistic missiles’ firing range is limited to 550 kilometers, it will most likely deal a serious blow to our deterrence against the North’s firepower./ 만약 우리의 탄도 미사일의 사거리가 550킬로미터로 제한될 경우 북한의 화력에 대한 우리의 억제력에 심각한 타격을 입을 수 있는 거래가 될 것이다/The United States established the voluntary Missile Technology Control Regime (MTCR) with its allies, aimed at limiting the spread of ballistic missiles which could be used for chemical, biological and nuclear attacks./ 미국은 화학, 생물 및 핵무기 공격에 사용될 수 있는 탄도 미사일의 확산을 제한하기 위해 동맹국들과 자발적인 미사일기술통제체제를 설정하고 있다/ The current guideline signed between Korea and the U.S. in 1979 and revised in 2001 strictly restricts our ballistic missiles’ firing range to 300 kilometers and a payload to 500 kilograms (1,102 pounds)./ 1979년에 한국과 미국이 서명하고 2001년에 개정된 현재의 지침은 우리의 탄도 미사일의 사거리를 300킬로미터로 하고 500킬로그램(1,102파운드)으로 탄도 중량을 엄격하게 제한하고 있다/ The U.S., however, employs flexible standards depending on each country’s security situation./ 그러한 미국은 각 나라의 안보 상황에 따라 융통성 있는 기준을 채택하고 있다/
Meanwhile, North Korea has deployed as many as 1,000 short-and medium-range ballistic missiles capable of striking the entire area of South Korea since the 1970s, after exerting strenuous efforts to develop sophisticated missile technology, not to mention a number of medium-and long-range missiles, including Rodong and Taepodong./ 그동안 북한은 노동 및 대포동 미사일을 포함하여 수많은 중장거리 미사일은 말할 것도 없이 정교한 미사일 기술을 개발하기 위해 끊임없이 노력한 끝에 1970년대 이후 남한 전 지역을 타격할 수 있는 1000기의 중단거리 탄도 미사일을 배치해 왔다/ With a remarkable advancement of North Korean missile technology, the missile capability gap between the two countries has widened to almost an incomparable level./ 북한의 미사일 기술의 비약적인 발전으로 남한과 북한의 미사일 능력의 차이는 거의 비교할 수 없을 정도로 커졌다/
South Korea and the United States have been negotiating over the issue since President Lee Myung-bak’s visit to Washington last October when Lee stressed to U.S. President Barack Obama about a practical need to extend our missiles’ firing range./ 한국과 미국은 이명박 대통령이 지난 10월 워싱턴을 방문하여 우리의 미사일 사거리를 실질적으로 확대할 필요가 있다는 것에 관해 버락 오바마 대통령에게 강조하면서 이 문제에 대해 협상을 해왔다/ Though the consultation is reportedly approaching its final phase, the U.S. government appears to be half-hearted in meeting our urgent security needs./ 비록 보도에 따르면 협상이 막바지에 도달했다고는 하지만 미국 정부는 우리의 긴급한 안보적 필요성을 충족하는 데는 성의가 없는 것으로 보인다/
If the firing range of our ballistic missiles is limited to 550 kilometers, our capability to strike the North cannot but be substantially diminished./ 만약 우리의 탄도 미사일의 사거리가 550킬로미터로 제한이 된다면 북한을 타격할 수 있는 우리의 능력이 상당히 감소될 수밖에 없다/ In order to successfully attack the northern region of North Korea, our missile units have to be deployed along the front lines of the military border, which makes them particularly vulnerable to attacks by the North’s short-range missiles and countless long-range artillery guns placed along the DMZ./ 북한의 북쪽 지역을 성공적으로 공격하기 위해서는 우리의 미사일 부대를 군사 분계선 전면을 따라 배치해야만 하는데 그렇게 되면 DMZ를 따라 배치된 북한의 단거리 미사일과 수없이 많은 장사정포의 공격에 특히 취약할 수밖에 없다/ Therefore, most military experts say in chorus that our missiles’ firing rage should be extended to at least 800 kilometers./ 따라서 대다수의 군사 전문가들은 하나 같이 우리의 미사일 사거리가 적어도 800킬로미터는 되어야 한다고 말한다/ The government must do the job no matter what./ 정부는 어떠한 일이 있어도 이러한 일을 관철해야한다/
