A problem of national pride

Among veterans who served during the Korean War (1950-53), about 170,000 are still living./ 한국 전쟁 동안 복무했던 참전 유공자 중에 약 17만 명이 여전히 생존해 있다/ They are aged 82, on average, and about 10,000 to 15,000 die each year./ 그들의 평균 연령은 82세이고 약 1만 명에서 1만 5천명이 매년 사망하고 있다/ Nearly half battle illness and 87 percent live in poverty./ 거의 절반이 병마와 싸우고 있고 87퍼센트가 가난하게 살고 있다/ In return for their past service, the government offers a monthly allowance of 120,000 won ($103) for their noble sacrifices and discounts on medical care ranging from 10 percent to 60 percent./ 과거 복무의 대가로 정부는 그들의 고귀한 희생에 대해 12만원(103달러)의 수당을 매달 지불하고 10퍼센트에서 60퍼센트까지 의료비를 감면해 주고 있다/

That’s all./ 그것이 전부다/ According to a recent survey, they live on 490,000 won a month on average - far below the basic monthly living cost of 553,000 won specified by law./ 최근의 조사에 따르면 그들은 법에서 정해놓은 최저생계비 55만 3천원에도 훨씬 미치지 못하는 월평균 49만원으로 살고 있다/ It is a shameful way to treat war veterans./ 참전 유공자를 대우하는 부끄러운 자화상이다/

Against this backdrop, Saenuri Party Representative Lee Jang-woo and 33 other lawmakers jointly filed a bill to revise the law for war veterans’ benefits and their interest groups, last week./ 이 문제를 해결하기 위해 새누리당 이장우 의원과 33명의 다른 의원이 지난 주 참전 유공자 예우 및 단체설립을 위한 법률 개정안을 공동으로 발의했다/ They proposed that, over the next five years, allowances to honor veterans’ service during the war be incrementally raised to 50 percent of the basic monthly living cost./ 그들은 향후 5년 동안 참전 수당을 월간 최저생계비의 50퍼센트까지 단계적으로 올리는 것을 제안했다/ Representatives in the National Assembly sought a similar revision in the last session, but the attempt failed to go through due to budget worries and concerns over Vietnam War veterans./ 지난 회기 중에도 국회의원들이 유사한 개정안을 발의했지만 예산상의 우려와 베트남 참전유공자들과의 형평성 문제 때문에 통과하는데 실패했다/

The Korean War is increasingly becoming a forgotten war, with one out of five post-war generation students unaware that the war had been triggered by North Korea’s invasion./ 한국 전쟁은 북한의 침공으로 촉발되었다는 사실을 전후 세대 학생 5명중 1명은 모를 정도로 점점 잊혀져가는 전쟁이 되어가고 있다/ In the meantime, Americans - in order to remember one of the bloodiest battles which took place around Lake Jangjin in North Korea during the three-year war and to honor the survivors - named a mountain in the state of Alaska after the location./ 한편, 미국인들은 3년간의 전쟁 동안 북한 장진호 주변에서 일어났던 참혹한 전투 중의 하나를 기억하기 위해 그리고 생존자를 기리기 위해 알래스카 주에 있는 산을 장진호라고 이름을 지었다/

The U.S. government and military authorities still continue to recover bodies of missing American soldiers in North and South Korea because honoring veterans and upholding their pride is also a way of defending the country’s pride and dignity./ 미국 정부와 군 당국은 여전히 북한과 남한에 있는 실종 미군 전사자의 유해를 발굴하고 있는데 이는 참전 유공자를 예우하고 그들의 자존심을 지켜주는 것 또한 나라의 자존심과 존엄성을 지키는 방법이기 때문이다/

South Korea should at least guarantee that its aged and ailing veterans live without worrying about their basic needs./ 한국은 늙고 병든 참전 유공자들이 그들의 기본적인 요구에 관해서 걱정 없이 살 수 있도록 최소한의 보장을 해 주어야 한다/ The country should be ashamed to think that it has done its job by giving their veterans petty money that would merely pay for a decent dinner at a restaurant./ 국가는 괜찮은 저녁 식사 값도 못한 돈을 참전 유공자에게 쥐어 주면서 자신의 할 일을 다 했다고 생각하는 것을 부끄럽게 생각해야 한다/ Budget spending should be a matter of prioritization./ 예산 지출은 우선순위의 문제일 뿐이다/ The government and politicians alike must find money in the budget to pay due respect to war veterans./ 정부와 정치인 모두 참전 유공자에게 존경을 표하기 위해서라도 예산을 마련해야 한다/
