China must observe sanctions

The United Nations last week released a report by independent experts about North Korea’s violations of UN Security Council resolutions and said that China has been helping the North break the rules all along./ 유엔은 지난 주 유엔 안보리 결의안을 북한이 위반했다는 전문가 패널 보고서를 발표하고 중국이 지속적으로 북한이 그 원칙을 어기도록 돕고 있다고 밝혔다/ In the report to the Security Council’s North Korea sanctions committee, China was said to have been involved in 21 out of 38 cases in which North Korea defied an international ban on trade of weapons and luxury goods./ 안보리의 북한 제재 위원회 보고서를 통해 무기 거래와 사치품의 거래에 관한 국제적인 금지를 북한이 위반한 38건 중에 21건에 중국이 연루되었다고 밝혔다/

For instance, the northeastern Chinese port of Dalian has been used as a transit hub for illicit arms-related transactions./ 예를 들어, 중국의 북동쪽에 있는 항구인 다롄항이 불법 무기 관련 거래를 위한 수송거점으로 이용되어 왔다/ North Korea had been transporting containers of illegal weapons and other material to Dalian and then smuggling them to other ships to mask illicit trade./ 북한은 불법 무기와 다른 물품을 다롄항으로 수송한 다음 불법 거래를 숨기기 위해 다른 배에 환적하는 방법을 사용해왔다/

And for its part, China, a permanent member of the Security Council, has been neglectful in complying with the UN resolution that requires member countries to inspect North Korean cargo and destroy any items linked to the country’s missile and nuclear programs./ 이로써 안보리의 상임이사국인 중국은 북한 화물을 검사하고 북한의 미사일과 핵무기 프로그램과 관련된 모든 품목을 파괴할 것을 요구하는 유엔 결의안의 준수를 무시한 것이 되었다/

The Security Council issued Resolution 1718 after North Korea detonated a nuclear device on Oct. 9, 2006, and Resolution 1874 following the second test in 2009. / 안보리는 2006년 10월 9일 북한이 핵무기 실험을 실시한 후 결의안 1718호를 채택하고 2009년 2차 핵무기 실험에 따라 결의안 1874호를 채택했다/ Both prohibit UN members from trading in arms and luxury goods with North Korea and put restrictions on financial services that can be provided to North Korean officials./ 두 결의안 모두 회원국에게 북한과의 무기거래 및 호화사치품의 거래를 금지하고 북한 당국자에게 제공될 수 있는 금융서비스에 제한을 두도록 하고 있다/

China has long been suspected of breaching the international embargo./ 중국은 오래전부터 국제적인 통상금지를 위반했다는 의심을 받아왔다/ The vehicles capable of transporting and launching a long-range missile that were paraded in April in the North are suspected to have come from China./ 북한에서 4월 달에 있었던 열병식에서 사용한 장거리 탄도미사일의 운반차량이 중국제라는 의혹이 제기되기도 했다/ The panel report confirmed the suspicions./ 패널 보고서가 그 의혹을 확인시켜준 셈이 되었다/ China’s lax oversight in local companies’ assistance in North Korea’s illicit arms trade and weapons program critically undermines international efforts to stop North Korea’s nuclear and missile campaign./ 북한의 불법 무기 거래와 핵무기 프로그램과 관련된 지역 회사의 지원에 대한 중국 정부의 느슨한 감독으로 인해 북한의 핵미사일 계획을 중지시키려는 국제적인 노력을 심각하게 약화시키고 있다/

There is no hard proof that China has intentionally overlooked North Korea’s illegal activities in its territory./ 중국이 고의적으로 중국내에서 북한의 불법적인 활동을 간과하고 있다는 확실한 증거는 없다/ But it is no secret that Chinese bureaucrats and companies have kept up business deals with North Korea in some ways in spite of the embargo./ 하지만 중국 관료와 회사들이 통상금지에도 불구하고 다른 방식으로 북한과 거래를 하고 있다는 것은 공공연한 사실이다/

This needs to change./ 변화가 필요한 일이다/ Beijing should be firm in upholding UN regulations if it hopes to restore its international credibility./ 중국정부는 국제적인 신뢰를 회복하기를 희망한다면 유엔의 규제를 확실하게 준수해야 한다/ China must ask itself why it has recently been drawing suspicion from the international community on many fronts./ 중국은 많은 점에서 최근에 왜 국제사회로부터 의혹을 받고 있는지 자문해 보아야 한다/ A change in course on the North could certainly help./ 북한에 대한 진로의 변화만이 북한을 확실히 도울 수 있을 것이다/
