A violation of political neutrality

Despite much controversy, SBS TV aired an intriguing episode of its popular program “Healing Camp” last night.

During the 70-minute talk show, Ahn Cheol-soo, dean of the Graduate School of Convergence Science and Technology at Seoul National University, appeared to chat with three hosts from the entertainment world about his thoughts against the backdrop of the presidential election in December. The broadcast will likely be remembered as a violation of the principle of political neutrality, regardless of its intent.

A presidential election is the most sensitive of political decision-making processes, and television is probably the medium that can most affect the process. That’s why it should take objectivity, neutrality and fairness into account when airing programs related to politics.

Terrestrial networks, in particular, should respect their obligation to the public interest because they use a public resource: the airwaves.

Of course, it could be too rash to argue that SBS’s airing of the episode was illegal. Media law mandates only that broadcasts involving presidential candidates be restricted from within 90 days of an election. Moreover, one can hardly find fault with airing of the show as Ahn has not announced his bid for president.

In reality, however, the broadcast has raised concerns over fairness, or the lack thereof. The production staff refused requests by presidential candidates Sohn Hak-kyu and Kim Moon-soo to appear on the show, saying they would not “bring politicians on the show” after the controversy that ensued after inviting Saenuri Party candidate Park Geun-hye and DUP candidate Moon Jae-in on the show.

But SBS ate its words with Ahn.

More importantly, Ahn is widely regarded as a de facto presidential candidate. His appearance on the show less than a week after publishing a book full of commitments a president should consider could easily be seen as an elaborate promotion strategy. Despite SBS’s pledge to dismiss political consideration, it has contributed to Ahn’s campaign for president.

Whether it be an entertainment or news program, political broadcasts play a critical role in an election season by providing voters with necessary information and drawing attention to a particular candidate. But the moment a terrestrial network loses a sense of objectivity, it all produces adverse effects. This latest episode should be a lesson for other networks.

많은 논란에도 불구하고 어제 밤 안철수 서울대 융합과학기술대학원장가 출연한 SBS TV ‘힐링캠프, 기쁘지 아니한가’가 방송됐다. 시청자들의 관심이나 재미와 무관하게 이번 방송은 대통령 선거를 앞두고 방송의 정치중립성을 훼손한 사례로 기록될 듯하다.
대통령 선거는 가장 민감한 정치적 결정과정이며, 지상파 방송은 그 과정에서 가장 큰 영향을 미칠 수 있는 매체다. 그래서 방송의 정치 관련 프로그램은 특별히 객관성과 중립성, 그리고 형평성이 요구된다. 특히 지상파의 경우 공공재인 전파를 사용하는 입장에서 공공의 이익을 위한 의무가 더 엄중하게 지켜져야 한다.
물론 이번 SBS 힐링캠프의 안철수 원장편 방송이 불법이라곤 할 수 없다. 현행 방송심의관련법에 따르면, 대선 후보 관련 방송이 제한을 받는 것은 선거 90일 전부터다. 아직 선거가 5개월이나 남아 있다. 그리고 안 원장은 아직 대선출마를 공식 선언하지도 않았다. 형식적으론 문제가 없다고 주장할 수 있다.
그러나 현실적으로 방송은 심각한 형평성의 문제를 일으켰다. 힐링캠프 제작진은 연초 박근혜 새누리당 후보와 문재인 민주당 후보를 잇달아 출연시킨 다음 ‘정치인은 더 이상 출연시키지 않는다’는 원칙을 내세우며 손학규 민주당 후보와 김문수 새누리당 후보의 출연요청을 거부했다. 그런 방송이 이번에 안철수 원장을 출연시킨 것이다.
더욱이 안 원장은 출마선언만 하지 않았지 사실상 유력한 대권후보로 활동하고 있는 것이나 마찬가지다. 특히 지난 주 공약집이나 다름 없는 책을 내놓고, 바로 이어 방송에 출연하는 행보는 안 원장 입장에서 매우 잘 짜인 홍보전략이다. 방송 제작진은 ‘정치적 고려는 하지 않는다’고 말하지만 결과적으로는 안 원장의 캠페인에 결정적인 기여를 한 셈이 됐다.
오락이든 보도든 정치관련 방송은 기본적으로 선거 관련 정보를 제공하고 유권자들의 관심을 제고함으로써 정치참여를 유도하는 데 매우 중요하다. 그러나 이 모든 순기능도 공정성을 잃는 순간 역기능으로 전락하게 된다. 치열한 대선 레이스 5개월을 앞두고 모든 지상파 방송은 힐링캠프를 반면교사(反面敎師)로 명심해야 할 것이다.
