일자리 창출하는 거, 하나도 어렵지 않아요
산으로 둘러싸여 있는 숲속에 비가 내리니 장관이다. ‘숨이 막힐 지경’이란 말은 이럴 때 하는 말인가 보다. 숨 쉬다가 그 숨소리에 혹여나 이 아름다운 모습이 안개처럼 사라져 버릴까 봐 숨도 안 쉬고 바라보았다. 참았던 숨을 몰아쉬고 나니 빗줄기는 점점 굵어진다. ‘참, 장마라지’. 한가로이 감상에 젖을 때가 아니다.우면산 사태가 떠올라 집 곳곳을 돌아보았다. 집은 괜찮을 것 같은데 집 앞 도로가 엉망이다. 앞산 골짜기를 따라 내려오던 물이 집 옆 실개천으로 유입돼야 하는데 유입될 구멍이 막혀버린 게다. 생각해 보니 지난해 장마 때도 그랬던 것 같다. 골짜기에서 내려온 물이 실개천으로 못 들어가고 그대로 경사진 길을 따라 내려가는 바람에 아스팔트 도로는 하루아침에 작은 시내가 되었다.
참 이상하다. 불과 두 달 전, 군에서인지 면에서인지 여러 명이 나와서 ‘수해복구사업’ 한다며 며칠 동안 때리고 부수고 했으면서 이 막힌 관을 모를 리 없을 터인데. 뚫지도 않고 마무리한 이유가 뭘까. ‘아하, 일자리 창출. 바로 그건가 보다’.
70년대 말이었다. 가난했던 미국 유학시절. 외식이라 함은 햄버거밖에 몰랐던 그 시절. 즐거운 일이 있을 때마다 햄버거 집을 찾았다. 먹자마자 쟁반 위에 놓인 사용한 플라스틱 포크며 칼이며 콜라 컵, 심지어 케첩용 컵과 숟가락까지. 한 손을 옆으로 세워 모조리 쓰레기통으로 쓸어버렸다. ‘이렇게 많이 쓰고 버려야 경제도 살고 경기도 활발해지는 거야. 쓰레기 속에서 병이며 플라스틱 포크를 꺼내 분리하는 사람도 있어야 하고 팍팍 쓰고 버려서 필요한 포크며 칼이며 더 만들 사람도 있어야 하고. 말하자면 그들에게 일자리를 주는 거지’ 하고 잘난 척해 가며 쟁반을 탁탁 털어 쓸어버리던 기억.
그 말도 안 되는 얘기는 누구한테 들었는지 모른다. 70년대, 철없던 20대 시절, 일회용 물건을 버리면서 죄의식은 눈곱만큼도 없었던 그 시절 얘기다. 이렇게 버려줘야 일자리 창출이 되는 거란 생각만 하며 말이다.
수해복구사업도 그런 건가. 대충 고치고 얼른 덮어버리고 가는 이유가 일자리 창출을 위한 건가. 또 고쳐야 하니까 또 일할 사람이 필요하고 그러면 죽었던 경기에 활력을 불어넣어줄 일자리가 또 생기게 될 것이고. 같은 일을 뜯었다 고쳤다 반복하며 말이다.
정부에서 받은 예산. 다 쓰지 못하면 다음해에 끊긴다고 해서 멀쩡한 아스팔트 뜯어내고 고치고 하는 모습은 수없이 보아왔지만 복구사업까지 이럴 줄은 몰랐
엉망으로 일한 탓에 다시 뜯어고치는 일. 그런 일은 전에 일했던 바로 그 사람을 찾아내서 그에게 책임을 묻고 무보수로 그가 직접 일하게 하라.
그것도 일자리 창출은 맞는 거다. 나라의 지출만 없을 뿐이지.

ⓒ the sheer beauty → its sheer beauty 누구나 공감하는 내용이 아니므로 정관사 the를 쓸 수 없음
ⓓ And the rain was getting heavier, and…. → And as it grew heavier, and를 문장 앞과 중간에 모두 쓰는 것은 어색함
ⓔ almost the time → almost time ~할 때가 거의 됐다는 표현은 almost time임, the는 표현하는 사람과 수용하는 사람 모두 알 경우에만 씀
ⓕ monsoon season → the monsoon season 장마철은 누구나 아는, 모든 사람들이 서로 공유하는 개념
ⓖ So it was no time to be sentimental. → So it was no time to be sentimental! 글의 분위기에 맞게 느낌표 사용

I thought of the landslide ⓐin Mount Umyeon last year and started to look around the house. The rain did not ⓑcause damages on my house, but ⓒthe street in front of the house was flooded. The rainfall should flow along the valley and into a nearby stream, but that ⓓentry must have gotten blocked. ⓔNow that I thought of it, the same flood happened last year as well. The water did not flow into the steam but flew down the slanted street, and the paved road turned into a small creek.
ⓐ in Mount Umyeon → on Mount Umyeon 산사태는 표면에서 일어나는 일이므로 on 사용
ⓑ cause damages on my house → cause damage 굳이 ‘나의 집’이라고 구체적으로 말할 필요는 없음, 구체적인 사례를 뜻하지 않게 damages를 damage로
ⓒ the street in front of the house → the street ‘집 앞의 거리’는 ‘거리 중에서 집과 인접한 부분을 뜻하는 우리말 식 표현, 영어로 볼 때는 논리적이지 않음, 거리는 집보다 훨씬 긴 거리임
ⓓ entry → path entry는 ‘입장’의 개념이므로 어색함
ⓔ Now that I thought of it, the same flood happened last year as well. → A similar flood happened last year as well. 똑 같은 홍수라기 보다는 유사한 홍수라고 표현함
