Now it’s the Saenuri’s turn

Will we ever hear the end of corrupt money being used in nominations and elections? Obviously not, as more news of briberies and illegal donations roil the legislature, which has been more thoroughly engrossed in corruption scandals since it began its four-year term in late May. Prosecutors launched a new investigation into incumbent lawmakers after the National Election Commission raised the suspicion that Hyun Ki-whan, a member of the ruling Saenuri Party’s nomination committee, which reviewed and chose candidates for the April 11 general election, received 300 million won ($264,000) in return for awarding proportional representative candidacies. Kim Young-joo of the Liberty Forward Party also has been charged with pledging 5 billion won to the party in exchange for a sure proportional representative seat.

Those charged are strongly denying the allegations and their cases may have to be settled in court. Prosecutors are stuck with another scandalous political case ahead of the presidential election but have no choice but to set an example in order to root out shady deals in our election process. Politicians will have to fully cooperate.

The buying and selling of nominations is one of the most despicable election irregularities. The Saenuri Party, which has been accused of coercing funds from corporate executives in the past, promised to wash its hands from such deals with the symbolic move into a tent. It also discarded its old name to sound more humble. Now it seems to have been all part of an act.

If the allegations are proven true, they will deal a heavy blow to the party on the presidential campaign trail. Park Geun-hye, the front-runner among candidates from the ruling party who led the April election campaign, pledged to stake her political career on transparency and a fair nomination process. Although she may not have been involved, Hyun participated in the nomination committee as one of her deputies. She may lose credibility in her choice of people as well as her ability to create a corruption-free system.

And Hyun may not be the only one who has abused his authority to make money. The whistle-blower was Hyun’s secretary, but the case may turn into a Pandora’s Box. The election watchdog is offering as much as 500 billion won to whistle-blowers. Bribery news may spill over through Oct. 10, when the statute of limitations on election irregularities from April expires.

이제는 사라졌다고 생각한 공천헌금 문제가 다시 불거진 데 대해 개탄하지 않을 수 없다. 비록 정치권이 국회에서 싸움을 벌이고 민생과 거리가 먼 정치 공방에 몰두하는 모습을 보여왔지만 부패 문제만큼은 상당히 개선됐다고 믿어왔다. 그런데 이런 국민적 믿음이 뒤통수를 맞은 셈이다.
중앙선관위는 어제, 4·11 총선 때 새누리당 공천심사위원이었던 현기환 전의원이 비례대표 공천을 받게 해 주는 대가로 3억원을 챙긴 혐의가 있다며 검찰에 수사를 의뢰했다. 선진통일당의 김영주 비례대표 의원은 당 차입금 명목으로 50억원 제공을 약속하고 공천을 받은 혐의를 받고 있다.
피의 당사자들이 완강히 사실 관계를 부인하고 있으니 무엇이 진실인지는 검찰 수사와 재판을 통해 밝혀낼 수밖에 없다. 연말 대통령 선거를 앞두고 있는 민감한 시점이긴 하나 그럴수록 검찰은 정치권의 눈치를 보지 말고 철저하게 혐의 내용을 밝혀내야 한다. 이제 정말로 정치를 돈으로 오염시키는 저질 인사들이 정치권에 얼씬도 못하게 뿌리를 뽑는 계기로 삼기 바란다. 정치권도 이해관계를 떠나 신속하게 진실을 밝힐 수 있도록 적극 협조해야 한다.
국회의원 공천헌금은 선거부정 사건 중에서 가장 악질적이다. 4년간 70억원 세금을 쓰는, 국민의 대표인 대한민국 헌법기관을 돈을 받고 팔아 넘기는 범죄다. 단순히 자신을 더 알리겠다는 사전선거운동 같은 선거법 위반과는 비교할 수 없는 파렴치범죄다. 특히 새누리당은 과거 차떼기당의 오명을 씻기 위해 다시는 부패와 손을 잡지 않겠다고 국민에게 약속하며 천막당사의 고행을 감수했던 정당이다. 지난 총선을 앞두고도 차떼기당, 돈봉투당의 얼룩진 과거를 지워보겠다며 당명까지 바꿨다. 그런데 이번 사건으로 그 동안의 약속이 모두 거짓말이 돼버린 것이다.
비록 한 가지 의혹이긴 하나 혐의 내용이 사실이라면 정치적 파장은 걷잡을 수 없다. 박근혜 당시 비상대책위원장은 “공천은 정치쇄신의 첫 단추이자 마지막 화룡점정(畵龍點睛)”이라며 투명공천에 정치운명을 걸었다. 박 의원이 개입하지 않았다 하더라도 혐의를 받고 있는 현 의원은 친박계 인사로 공천심사위원이 됐다. 박 의원의 주변 인물들에 대한도덕성 관리, 반부패 시스템 구축 능력 등이 신뢰를 잃을 수 있는 상황이다. 그가 외친 공천구조 개혁 약속도 빈 말로 떨어질 위험에 처했다.
더욱 걱정인 것은 공천을 둘러싼 돈 거래가 현 의원뿐이냐는 의심이다. 이번 사건은 현 의원의 비서가 인사에 불만을 품고 제보했다고 한다. 그러나 이미 정치권에서는 제2, 제3의 공천 헌금설이 흉흉하게 나돌고 있다. 선관위는 주요 선거부정 제보자에게 최고 5억원의 포상금을 내걸었다. 그러니 선거사범 공소시효만료일이 10월10일까지 또 다른 제보가 이어질 가능성이 있다.
만약 그러한 의혹이 사실이라면 모두 밝혀내야 한다. 그것이 수십명의 국회의원 당선을 무효화하는 결과를 가져오더라도 부정한 돈 거래로 배지를 단 사람이 있다면 모두 솎아내는 게 나라를 위하는 길이고, 국민이 바라는 일이다.
