Soldiers’ smartphones are risky

The new generation of soldiers’ use of smartphones in the military rings alarm bells for our national security. They frequently violate the regulation which strictly bans import of smartphones to their compounds because they find it increasingly difficult to kick their habit they developed before enlisting. In the process of communicating via social networking services and using the Internet, various types of military secrets can be leaked to the outside.

According to explanations by a soldier who was recently discharged from active service, one out of three soldiers are known to have smart phones. Yet it is utterly shocking that military authorities have not yet determined how many soldiers currently possess smartphones in their military compound.

Security experts have consistently raised serious concerns over the alarming new reality. However, the young soldiers’ sense of responsibility and attitudes turned out to have been considerably improved compared to the past, according to a series of surveys on their military life. The military also made a considerable effort to minimize intervention on their privacy in a sharp departure from its earlier practice mostly bent on coercive methods instead of a respect for individuals.

A considerable number of young soldiers bring in smartphones at the risk of arrest once it is detected because they are addicted to the convenient gadget. That’s a serious threat to our security. The military has imposed a strict restriction on the use of smartphones as it could harm military security. Only when it is indispensable for doing their jobs are officers and noncommissioned officers allowed to carry smartphones, and only after they have their phones officially registered.

Frequent security accidents continue to occur in our military as seen in an earlier case in which a high-ranking general leaked second-level military intelligence to a man with close ties to North Korea and another case where a military exercise was delivered live to a pro-North Korean official via the Internet. Military information leaks through hacking also continue to occur in an organization which cherishes security most. North Korea is notorious for its unrivalled cyberwar capabilities. Yet the lax sense of security in the military has reached a worrisome level. It must come up with concrete solutions to correct the situation before it’s too late.

군에 간 신세대 사병들이 사용이 엄격하게 금지돼 있는 스마트폰을 부대에 들여와 사용한다고 한다. (중앙일보 13일자 22면) 입대 전 습관을 버리지 못해 부대 안에서도 검색과 각종 소셜네트워크서비스(SNS)를 이용하고 있다는 것이다. 이 과정에서 군부대의 각종 비밀정보가 새어나갈 우려가 크다고 한다. 한 전역자의 증언에 따르면 한 내무반의 3분의 1 정도가 스마트폰을 가지고 있다. 그런데도 군 당국은 사병들의 스마트폰 보유 현황조차 제대로 파악하지 못하고 있다. 충격적이다.

신세대 사병들의 군 복무 실태에 대해 적지 않은 우려가 있어 왔다. 그러나 그들의 책임감이나 훈련에 응하는 자세 등은 오히려 예전에 비해 개선된 것으로 각종 조사를 통해 밝혀져 있다. 또 군 당국도 사병들의 사생활에 대한 개입을 최소화하기 위해 애써왔다. 강압적인 방법으로 모든 문제를 다루던 관행에서 벗어나 개인에 대한 존중과 군대에서의 명령 질서를 조화시켜온 것이다. 그런데 유독 스마트폰 사용 문제는 사각지대로 나타나고 있다.

신세대 사병들 상당수가 발각되면 영창에 갈 것을 알면서도 스마트폰을 몰래 반입한다고 한다. 그 정도로 이들이 스마트폰 사용에 중독돼 있다는 것이다. 큰 문제가 아닐 수 없다. 군에서는 스마트폰은 물론 일반 휴대폰도 보안을 해칠 우려 때문에 사용이 엄격하게 제한돼 있다. 업무상 필요한 경우 부사관이나 장교들은 보유가 가능하지만 이마저도 반드시 등록한 뒤 사용하도록 돼 있다.

우리 군에선 크고 작은 보안사고가 계속해서 이어지고 있다. 고위 장성이 2급 군사비밀을 친북인사에게 유출한 사례는 물론 일선 부대에서 군 작전 실황이 인터넷을 통해 유출된 경우도 있었다. 해킹에 의한 군사비밀 누출도 수시로 발생하고 있다. 보안을 생명처럼 여겨야 할 조직에서 있을 수 없는 일들이다. 더욱이 북한 군의 사이버전 능력이 막강한 수준임은 널리 알려져 있다. 그런데도 군의 보안의식이 이토록 해이해져 있는 것은 정말 심각하다. 군당국은 하루빨리 대책을 마련해 보안기강을 바로 잡아야 한다.
