The harmful effects of smoking are widely known./ 흡연의 유해성은 널리 알려져 있다/ Cigarettes can cause a countless number of health problems, including multiple forms of cancer./ 담배는 다양한 암을 포함하여 무수히 많은 건강 문제를 야기할 수 있다/ As a result, quitting smoking is recognized as one of the most effective ways to reduce the risk of cancer, enhance people’s health and cut their medical costs./ 따라서 금연은 암의 위험을 줄이고 국민건강을 강화하고 국민 의료비를 줄일 수 있는 가장 효과적인 방법의 하나로 인식되고 있다/ Yet Korean adult males’ smoking rate - a whopping 39 percent - is much higher than the OECD average of 28.4 percent, according to a recent survey by the Ministry of Health and Welfare./ 하지만 최근의 보건복지부의 조사에 따르면 한국 성인 남성의 흡연율은 39퍼센트로 OECD 평균 28.4퍼센트보다 훨씬 높은 것으로 나타났다/ The government, however, cannot implement systematic non-smoking policies nor even print an ad highlighting the detrimental effects of smoking on cigarette packs./ 하지만 정부는 체계적인 금연 정책 시행은커녕 담뱃갑에 흡연의 해로운 영향을 강조하는 광고조차 제대로 하지 못하고 있다/

In fact, the ministry has been trying to implement the policies since 2003./ 사실 보건복지부는 2003년 이후 그 정책을 시행하려고 했었다/ But a revised bill aimed at promoting public health through anti-smoking ads has been stalled for nine consecutive years due to vehement resistance by a few lawmakers with ties to the tobacco industry./ 그러나 반 흡연 광고를 통해 국민의 건강을 증진하겠다는 목표로 만든 개정안이 담배업계와 연대한 몇 몇 국회의원이 격렬하게 저항해서 9년 연속 이러지도 저러지도 못하고 있다/ It is particularly deplorable that the 18th National Assembly did not even discuss the bill and caused the bill to be scrapped./ 18대 국회가 그 법안에 대한 논의조차 하지 못하고 그 법안이 폐기되었다는 것은 특히 개탄스러운 일이다/

The Health Ministry has announced it will push forward the long-stalled legislation of the bill within this month to pave the way for an advanced smoking culture in our society./ 보건 복지부가 우리사회에 선진적인 흡연 문화를 도입하기 위해 이달 안으로 장기간 보류되었던 그 법안을 입법예고 하겠다고 발표했다/

Once the revised bill is passed in the Assembly, smokers will be exposed to gruesome pictures of the physical effects of smoking whenever they take out a cigarette./ 일단 개정안이 국회에서 통과되면, 흡연자들은 담배를 꺼 낼 때마다 흡연의 물리적인 결과를 나타내는 끔찍한 그림에 노출될 것이다/ A total of 23 countries, including the United States, the United Kingdom, Canada and Brazil, have been executing such policies, with many others considering following suit./ 미국, 영국, 캐나다, 브라질을 포함하여 총 23개 국가가 그러한 정책을 시행하고 있으며 많은 다른 나라들도 시행을 검토 중에 있다/

After the revision is passed, tobacco companies will be obligated to disclose hundreds of harmful ingredients such as carcinogens or other noxious substances on the cover of tobacco packs./ 개정안이 통과된 이후에는 담배 회사는 발암물질 또는 다른 유해 물질과 같은 수백 가지의 해로운 성분을 담배갑 포장에 의무적으로 표시해야 할 것이다/ Misleading words such as “mild” or “gentle” will also be banned./ ‘마일드’ 또는 ‘순한 맛’과 같은 오해의 소지가 있는 말들도 표기할 수 없게 될 것이다/ When all the harmful effects of smoking are laid bare and expressions aimed at luring non-smokers are prohibited, we can probably achieve the desired results./ 흡연의 해로운 모든 결과들이 낱낱이 공개 되고 비 흡연자를 유인하는 표현도 금지되면 우리는 아마도 바람직한 결과를 달성할 수도 있다/

Only when such a basic direction is supported by the law, other policies - like the government’s attempts to expand non-smoking areas to public places - will further be accelerated./ 이러한 기본적인 방향이 법에 의해 뒷받침될 때만이 공공장소에 대한 금연 지역을 확대하고자 하는 정부의 시도와 같은 다른 정책들이 더 힘을 받게 될 것이다/ Smoking carries too big a risk to treat it simply as a matter of individual taste./ 흡연은 개인적인 기호의 문제로서 간단히 다루기에는 위험이 너무 크다/ The 19th Assembly must proactively pass the bill unless it wants to exacerbate smoking’s obvious dangers./ 19대 국회는 흡연의 확실한 위험을 가중시키지 않으려면 개정안을 적극적으로 통과시켜야 한다/
