An opportunity for rapprochement

North Korea has accepted our offer for aid to the flood-stricken country one week after our government proposed it through an unofficial channel./우리 정부가 비공식적인 채널을 통해 제안한지 일주일 만에 북한이 우리의 수해 지원 제의를 수용했다/ Given the precedents in which our aid couldn’t go through due to delicate disagreements over the size and contents of aid packages, it’s still too early to tell if our aid can be successfully delivered to the people who need it./지원 품목과 규모를 둘러싼 이견으로 인해 우리의 대북 지원이 무산된 선례를 감안하면 지원이 필요한 사람에게 우리의 지원이 성공적으로 제공될 수 있을지는 아직 말하기 이르다/ But we hope Pyongyang accepts our humanitarian aid through amicable working-level talks to break the current deadlock in South-North relations./그러나 우리는 현재의 교착상태에 있는 남북 관계를 개선하기 위해 원만한 실무 대화를 통해 우리의 인도적인 지원을 평양이 받아들이기를 희망한다/

Our bilateral relations have been at an impasse since the launch of the hardline Lee Myung-bak administration more than four years ago - except for the somewhat miraculous operation of the Kaesong Industrial Complex in the North./어느 정도 북한의 개성공단의 기적적인 운영을 하고 있는 것을 제외하고는 강경한 이명박 정부 출범 이후 4년 동안 양자 간의 관계는 교착상태에 빠져있다/ The primary responsibility for the egregious situation is with Pyongyang./ 어려운 상황에 대한 주요한 책임은 평양에 있다/ Without a stunning spate of provocations - shooting a South Korean tourist to death, sinking our Cheonan warship on a patrol mission near the tense maritime border and the shelling of the peaceful Yeonpyeong Island in the Yellow Sea - relations probably would not have worsened to this extent./한국 관광객에게 총격을 가해 사망하게 하고 긴박한 해상경계선 근처에서 순찰임무를 수행 중이던 천안함을 격침시키고 서해상에 있는 평화로운 연평도에 포격을 가하는 것과 같은 뜻밖의 도발만 자주 하지 않았더라면 관계는 아마도 이 정도로 악화되지는 않았을 것이다/

Yet our government is not free from accountability for the ongoing stalemate./ 하지만 우리 정부도 현재의 교착상태에 대한 책임으로부터 자유롭지 못하다/ After the Lee administration put a top priority on a tangible resolution of the North’s nuclear weapons issue - and linking all dialogues and negotiations to the issue despite it being an international conundrum beyond the realm of a single administration - it has ended up with a situation in which even an easy matter like humanitarian aid cannot be addressed./ 이명박 정부가 북한 핵무기 문제에 대한 가시적인 해결책을 최 우선순위로 정한 이후 그 문제가 한 국가의 범위를 넘어 국제적인 난제임에도 불구하고 모든 대화와 협상을 그 문제와 관련짓는 바람에 결국은 인도적인 지원과 같은 쉬운 문제조차도 해결할 수 없는 상황으로 치닫게 되었다/

At the JoongAng Global Forum sponsored by the JoongAng Ilbo early this week, the presidential candidate for the ruling Saenuri Party, Park Geun-hye, vowed to push ahead with an “evolving policy” toward North Korea as a gesture to depart from the Lee administration’s hawkish stance and embrace elastic and flexible approaches toward the North./ 이번 주 초 중앙일보가 후원한 중앙 글로벌 포럼에서 여당인 새누리당의 박근혜 대통령 후보는 북한에 대해 탄력적으로 끌어안으면서 유연한 접근법을 사용함으로써 이명박 정부의 강경한 태도와 차별화된 제스처를 취하는 북한에 대한 ‘진화하는 정책’을 추진하겠다고 천명했다/ Not only Park but also Ahn Cheol-soo, a still undeclared dark horse in the presidential race, and the opposition Democratic United Party’s presidential candidates all point out fatal loopholes in the government’s high-handed position toward Pyongyang, not to mention a number of scholars and journalists at home and abroad who hope for a change in North Korea policy to substantially improve South-North relations no matter who is elected in December./박 후보뿐만 아니라 아직 출마선언을 하지 않은 대통령 선거의 다크호스인 안철수 원장, 야당인 민주통합당의 대통령 후보 모두 평양에 대해 고압적인 입장을 취하고 있는 이명박 정부의 치명적인 허점을 지적하고 있으며 국내외 학자와 언론인은 말할 것도 없이 12월에 누가 대통령에 당선되는지에 상관없이 남북관계를 상당히 개선하기 위해 대북 정책에 대한 변화를 희망하고 있다/

It is too rash to interpret Pyongyang’s acceptance of our aid as a sign of change in the recalcitrant regime;/평양 당국이 우리의 지원을 받아들인 것을 다루기 힘든 체제가 변하고 있다는 징후로 해석하기는 너무 성급하다/ North Korea might have accepted our offer for practical reasons after it suffered colossal damage from Typhoon Bolaven last month./북한이 지난 달 태풍 볼라벤으로 엄청난 피해를 입은 후 실용적인 이유 때문에 우리의 제안을 받아들였을 수도 있다/ In other words, Pyongyang may reject our aid unless we provide it in a “massive quantity,” as it demanded earlier./다시 말해, 평양은 저들이 애초에 요구한 것처럼 “막대한 양”을 우리가 제공하지 않으면 우리의 지원을 거절할 수도 있다는 뜻이다/

Given the precedent in which we successfully delivered 5,000 tons of rice and 3,000 tons of cement in 2010 when the North was hit by a typhoon, we hope our government takes a flexible approach./ 2010년 태풍으로 타격을 입은 북한에 우리가 쌀 5천 톤과 시멘트 3천 톤을 성공적으로 지원했던 선례를 감안하여 우리 정부가 융통성 있게 접근하기를 바란다/

If the aid should lead to reunions of separated families and other altruistic gestures, it could relieve the next administration of a burden down the road./만약 이번 지원으로 이산가족의 상봉과 다른 이타적인 제스처를 이끌어 낼 수 있다면 다음 정부의 향후의 부담을 덜어 줄 수 있을 것이다/
