해외로 뻗는 한국어 국내에선 찬밥 신세 … 한글날 공휴일로 삼아야
오늘부터 11일까지는 ‘한글 주간’이다. 한글 반포 566돌을 맞이하는 올해 한글날(9일)을 전후한 일주일을 문화체육관광부가 한글 주간으로 정했다. 경복궁 수정전에서 열리는 ‘톡톡 한글, 누림 세상’ 기획전을 비롯해 많은 기념 행사가 준비돼 있다. 개인적으로는 한글 주간 바로 뒤인 12일 서울 국립고궁박물관에서 개최되는 ‘조선어학회 수난 70돌 기념행사’에 가장 큰 의미를 부여하고 싶다. 조선어학회 사건은 일제 강점기인 1942년 10월 조선어학회 회원 33명이 종로경찰서에 체포돼 혹독한 고문을 받고 이윤재•한징 두 분은 끝내 옥중에서 순국한 사건이다. 함흥에서 여학생이 한국어로 대화하다 들킨 일을 일제가 시국사범 사건으로 비화시켰다.올해는 수난 70돌의 의미도 크지만 특히 한글전용•한자혼용으로 입장이 갈려 있던 국어 관련 단체들이 이날 행사장에서 ‘한국 어문학술단체 연합회’를 창립하기로 해 더욱 뜻이 깊다. 오랫동안 데면데면하게 지내던 단체들이 일단 한글•한자 문제는 거론하지 않기로 하고 한 지붕 아래 모인 것이다(중앙일보 9월26일자 27면). 일종의 구동존이(求同存異)다. 지하의 선열들도 반가워하실 것 같다.
그러나 한글날의 위상은 국내에서는 날로 쪼그라드는 추세다. 올해 4월 조사(리서치앤리서치)에 따르면 10월 9일이 한글날이라는 사실을 아는 사람은 64.1%에 불과했다. 2009년의 88%에 비해 현격히 줄었다. 그나마 20대는 32.7%로 셋 중 한 명꼴도 안 된다. 유네스코가 훈민정음 해례본을 세계기록유산으로 인정하고 매년 각국 문맹퇴치 공로자에게 ‘세종대왕 문해상(King Sejong Literacy Prize)’을 시상하는 마당에, 외국인의 한국어능력시험(TOPIK) 응시자가 지난해에만 45만 명을 넘어섰고 해외에서 한국어를 가르치는 ‘세종학당’이 43개국 90개소로 늘어난 마당에 정작 국내에서 한글 창제기념일은 찬밥 신세다.
노는 날이 너무 많다며 21년 전 공휴일에서 제외했던 한글날을 다시 휴일로 돌리는 게 여러모로 효과가 클 것 같다. 국회에는 박기춘(민주통합당)•김명연(새누리당) 의원이 각기 대표발의한 법안도 상정돼 있다. 우리나라의 공휴일은 주요 선진국과 비교할 때 양적으로는 중간이지만, 휴일을 보장하는 문화가 취약한 데다 국경일인 공휴일이 일반 휴일과 겹칠 경우 따로 휴일을 주는 대체공휴일제나 토•일에 공휴일을 잇대는 요일제공휴일 등이 없어 질적으로는 적은 수준이다(한국문화관광연구원 이강욱 박사). 산업계도 노동시간이 생산량과 곧바로 직결되던 개발시대 발상에서 벗어날 필요가 있다. 프랑스의 ‘세계프랑스어 사용의 날’(3월 14일)처럼 한글날을 전 세계 한국어 사용자의 뜻깊은 축제일로 만들지 못할 까닭이 없다.
