Overhaul disaster response system
The government has designated an area affected by a massive gas leak from the Gumi National Industrial Complex in Gumi, North Gyeongsang, as a special disaster zone./ 정부는 경상북도 구미시에 있는 구미국가산업단지에서 대량의 가스 누출로 영향을 받은 지역을 특별재난지역으로 지정했다/ The decision was made in response to snowballing damage to people and farms near the leak site./ 이러한 결정은 누출 현장 근처의 사람과 농장에 대한 눈덩이처럼 불어나는 피해에 대처하기 위한 것이다/ The government’s slow response again underscored poor administrative disaster management./ 정부의 늦은 대응은 또 다시 허술한 재난관리 실태를 보여주었다/ It only held a vice-ministerial meeting on the accident last Thursday, one week after the incident occurred./ 정부는 사고가 발생한지 일주일째인 지난 목요일 그 사고에 대한 차관급 회의를 개최했을 정도다/In the meantime, more people fell ill from exposure to the hydrofluoric acid, a toxic chemical that can lead to blindness and damages the lungs, bones and nervous system./ 그동안 실명을 초래할 수 있고 폐, 뼈, 신경계에 피해를 줄 수 있는 유독화학물인 불산에 노출되어 많은 사람들이 병에 걸렸다/ Hundreds hectares of farmlands and orchards were damaged and thousands of livestock fell ill./ 수백 헥타르의 농경지와 과수원이 피해를 입었고 수천 마리의 가축이 질병에 걸렸다/ The local authorities failed to evacuate the residents on time and alert the government of assistance and emergency measures./ 지방 당국은 제때에 주민을 대피시키지 못했고 정부의 지원과 응급대책을 알리지 못했다/

Most of the 172 industrial tenants of the Gumi National Industrial Complex are in the petrochemical business./ 구미 국가 산업단지의 172개 산업체 대다수가 석유화학업체에 속한다는 것이다/ In the southern industrial district of Incheon, 140 companies work with toxic chemicals./ 인천서구 산업단지에 있는 140개 기업이 유독 화학물을 취급하고 있다/
But the problem is that these industrial sites are close to residential neighborhoods and roads./ 그러나 문제는 이러한 산업 현장이 주거지와 도로에 인접해 있다는 것이다./ Local administrative offices should conduct thorough safety checkups./ 지역 행정 당국은 안전을 확인해야만 한다/ Industrial safety authorities also should reinforce safety management measures and control of toxic industrial sites./ 산업 안전 당국 또한 안전관리 조치를 강화하고 유독 산업 현장을 통제해야 할 것이다/
What should also be revamped is the country’s disaster management system./ 국가 재난 관리 체계 또한 개선해 나가야 할 것이다/ Disasters in petrochemical industrial sites are regulated by more than 80 pieces of legislation, falling under the jurisdiction of the Ministry of Environment and local governments and fire departments./ 석유화학 산업 현장과 관련된 재난은 환경부, 지방정부, 소방서가 관할하는 80개 이상의 법률에 의해 규제하고 있다/
The complex and scattered administrative system hampers the effective and immediate response to disasters./ 복잡하고 분산된 행정 시스템은 재난에 대한 효과적이고 즉각적인 대응을 막을 뿐이다/ We need more coordinated and unified control measures to mitigate and respond to industrial accidents and natural disasters./ 우리는 산업 사고와 자연 재난에 대처하고 이를 완화하기 위한 보다 공동으로 대처할 수 있는 통일된 통제수단이 필요하다/
