Time to talk about a tax increase
Lee Joung-woo, a professor at Kyungpook National University who is serving as the head of Democratic United Party presidential candidate Moon Jae-in’s economic democratization committee, has talked about a universal tax hike./ 민주통합당 문제인 대통령 후보의 경제민주화위원회 위원장을 맡고 있는 이정우 국립경북대 교수가 보편적인 증세에 관해 얘기를 꺼냈다/ He has said a blanket tax increase is the “honest and right direction” to finance further social welfare spending./그는 추가적인 사회복지 지출에 대한 자금을 조달하기 위해서는 보편적인 증세가 정직하고 바람직한 방향이라고 말했다/ He invited the presidential candidates to talk frankly about tax increases./ 그는 증세에 관해 솔직하게 얘기를 하기 위해 대통령 후보를 초대했다/ Lee is right, and it is about time a universal tax increase became a serious point of discussion./ 이정우가 옳다 그리고 보편적인 증세를 심각하게 토론할 시점이 되었다/The ruling and opposition parties as well as independent candidate Ahn Cheol-soo have all pledged to increase social welfare spending, but none of them has talked about a realistic way to finance the plans./ 여당과 야당 후보뿐만 아니라 독립 후보인 안철수 후보 모두 사회복지지출을 확대할 것이라고 공약을 하지만 그들 중 아무도 그 계획에 대한 자금을 조달할 현실적인 방법에 관해서는 얘기를 하지 않았다/ They emphasize that there will be no extra taxes directly affecting middle- and lower-class citizens./ 그들은 중산층과 저소득계층 국민에게 영향을 줄 직접적인 세금 인상은 없을 것이라고 강조하고 있다/ During the April legislative election, the ruling Saenuri Party estimated its welfare program would cost an extra 15 trillion won ($13.5 billion) a year, while the main opposition DUP’s would demand 33 trillion won./ 4월 달의 국회의원 선거 동안 여당인 새누리당은 복지 프로그램에 들어갈 비용이 15조원 정도가 될 것으로 추정했고 야당인 민주통합당도 33조원이 소요될 것이라고 추정했다/ They claimed the funding would come from taxing the rich./ 그들은 이러한 자금을 부유세를 통해 조달할 것이라고 주장했다/ The government was pushed to create a new highest tax bracket late last year./ 정부는 새로운 최고세율과표구간을 지난 연말에 만들 것을 압박받고 있다/ The tax rate on earners of more than 300 million won a year was hiked to 38 percent, but the extra revenue stopped at 800 billion won, hardly enough for welfare promises./ 연간 소득이 3억 원 이상인 소득자에 대한 세율을 38퍼센트 올렸지만 추가 세수는 8000억 원에 멈추었고 이것은 복지 공약으로는 턱없이 부족한 것이었다/
Moreover, the parties’ estimations were too moderate./ 게다가 양당의 추산은 너무 어정쩡하다/ The Ministry of Strategy and Finance forecast that the welfare programs of the parties would cost 54 trillion won combined a year./ 기획재정부는 양당의 복지 프로그램을 모두 지키기 위해서는 54조원이 들어가는 것으로 예상하고 있다/ The Korea Economic Research Institute estimated the annual bill would come to around 54 trillion won for the Saenuri policies and 128 trillion won for those of the DUP./ 한국 경제연구원은 연간 예산이 새누리당의 정책을 위해서는 54조원이 민주통합당의 정책을 위해서는 128조원이 들어가는 것으로 예측했다/ Without collecting more taxes, none of these programs is realistic./ 더 많은 세금을 거두지 않고는 이러한 프로그램은 모두 현실적인 것이 못 된다/ Yet candidates have sidestepped the topic of taxes for fear of losing votes./ 하지만 후보들은 표를 잃을까봐 세금과 관련한 주제를 회피하고 있다/
It is time that the debate among s moved to the topic of taxes to fund the welfare programs./ 복지 프로그램에 대한 자금을 마련하기 위해서 대통령 후보들이 세금과 관련하여 토론을 펼쳐야 할 때다/ They must discuss specific rates to levy on different income brackets and present detailed programs on a universal hike./후보들은 보편적인 세금 인상에 관한 현재의 세부적인 프로그램과 다양한 소득세 과표구간을 적용할 것인지 구체적인 세율을 토론해야 한다/ We are behind in social welfare programs compared with other advanced nations because of a relatively low tax burden./ 우리는 상대적으로 낮은 세금 부담으로 인해 다른 선진국과 비교하여 사회복지 프로그램과 관련하여 뒤처져 있다/ But collecting more taxes from the rich is insufficient in financing the costly welfare programs./ 그러나 부자 증세만으로는 복지 프로그램을 위한 자금을 조달하기에는 불충분하다/
The tax system is already heavily unbalanced./ 세금 체제는 이미 상당히 불균형을 이루고 있다/ The top 20 percent pay 95 percent of all income taxes./ 상위 20퍼센트가 모든 소득세의 95퍼센트를 내고 있을 정도다/ Policy makers should work on raising taxes for the middle-income bracket./ 정책 입안자들은 중간 소득세 과표구간에 대해 세금을 올리는 것에 관해 검토를 해야 한다/ It may be an unpopular move, but it is nevertheless necessary./ 이것은 인기 없는 일이지만 그럼에도 불구하고 반드시 필요한 일이다/
