Heads out of the clouds, please

The camps of the three presidential candidates are finally turning their attention to economic growth. Increasing social welfare benefits and ramping up economic equality is important, but they are not viable options unless supported and financed by stable growth. Until now, the candidates have been preoccupied with programs to boost the public welfare system and “economic democratization,” while neglecting key ways of spurring growth and creating jobs. However, this has led to irresponsible welfare pledges and much chaebol bashing.

The domestic economy is seen as heading for a period of stagnation in the 2 percent region amid a strengthening Korean won and sluggish overseas demand for exports. Meanwhile, the country’s largest shipbuilder, Hyundai Heavy Industries, announced it is receiving applications for voluntary early retirement for the first time as it seeks to trim its workforce by 10 percent, indicating the dire state of the industry.

Japan serves as a good example of how poorly planned campaign promises can have disastrous outcomes. The Democratic Party of Japan pledged in 2009 to slash pork-barrel spending while increasing pensions and offering free medical services and child care allowances, among other populist changes. But its grand ambitions fell apart at the seams because the government had no means to finance these and faced much resistance to a proposed sales tax hike. Japan’s credit rating was cut and now stands on par with Korea’s due to its reduced tax revenue and ballooning government debt. It only took two years for the Democratic Party to realize that austerity in public spending is only a partial solution. It cancelled the social benefits it promised during its campaign and apologized to the public. It is now in danger of losing power in the upcoming election.

Presidential candidates must read Korea’s economic reality correctly. Welfare programs and economic justice can only be delivered when the economy is in good shape. The economic climate next year is not looking favorable amid ominous signs in major markets such as the U.S., Europe and China. Excluding Samsung Electronics and Hyundai Motor, most large companies are grinding along in need of cost-saving measures to stay afloat. As such, the first task the incoming president must address is finding ways to fight the slump. While the candidates are busy touring street markets and rally sites of laid-off workers - in other words, tending to the weak and neglected - they also need to see what’s happening at industrial work sites and come up with realistic targets based on stable growth.

성장에 눈 돌리는 대선 후보들 일본의 실패를 반면교사 삼아 현실적인 정책 조합 고민해야 대선 캠프 사이에서 드디어 경제성장 이야기가 조금씩 흘러나오기 시작했다. 때 늦은 감이 있지만 성장 쪽에도 눈을 돌리는 것은 반가운 일이다. 우리는 복지 확대와 경제민주화도 중요하지만, 경제성장이 뒷받침되지 않으면 공허하다고 줄기차게 주문해 왔다. 그 동안 대선 캠프들이 복지와 경제민주화에 치중해 온 게 사실이다. 정작 일자리 창출의 핵심인 경제성장은 애써 외면하는 분위기였다. 하지만 증세를 포함한 재원조달 대책 없는 복지 확대는 위험한 도박이다. 경제민주화 논쟁도 어느새 순환출자를 둘러싼 ‘재벌 때리기’로 변질돼 버렸다. 지금 한국 경제는 ‘L자형’ 장기 불황에 돌입할 조짐이 뚜렷하다. 글로벌 불황에다 원-달러 환율마저 가파르게 떨어지면서 수출 환경은 얼어붙고 있다. 이미 3분기 성장률은 1%대로 주저앉을 게 분명해 보이고, 내년 성장률 전망치도 2%대로 낮춰 잡는 경제예측기관들이 꼬리를 물고 있다. 그제는 조선업계의 간판기업인 현대중공업이 창사 이후 처음으로 희망퇴직을 받는다고 발표했다. 수주량이 당초 목표치의 34%선에 머물자 하는 수 없이 내놓은 자구책이다. 조선·해양플랜트 등으로 사업다각화가 잘 이뤄진 현대중공업마저 직원 10%를 구조조정한다면, 다른 기업들의 사정이 어떨지는 미뤄 짐작할 수 있다. 경제현실과 동떨어진 공약이 얼마나 허무한지는 일본을 반면교사(反面敎師) 삼아야 한다. 2009년 일본 민주당은 “쓸데없는 공공사업비만 줄이면 다 해결된다”며 최저보장연금·무상의료·아동수당·고속도로 통행료 무료화를 내걸고 집권에 성공했다. 하지만 근본적 처방인 소비세율 인상을 외면한 채 경제성장마저 정체되자 아무 소용이 없었다. 세수는 줄고 정부 부채가 팽창하면서 국가 신용등급이 한국과 같은 수준으로 주저앉았다. 일본 민주당이 공공부문 축소에만 매달려선 어림없다는 사실을 깨닫기에는 불과 2년이 걸리지 않았다. 결국 감당 못할 복지 공약들을 무더기로 철회하고 대(對) 국민 사과성명까지 발표하지 않았는가. 우리 대선 후보들도 한국 경제가 딛고 선 현실을 냉철하게 살펴야 한다. 복지 확대와 경제민주화는 경제성장과 함께 세 바퀴로 굴러가야만 의미를 갖는다. 미국·유럽·중국 등 어디를 둘러봐도 내년 한국을 둘러싼 경제환경은 불안한 살얼음 판이다. 잘 나가는 삼성전자와 현대자동차로 인한 착시현상을 걷어내면, 대부분의 기업들이 구조조정을 고민할 정도로 경제상황이 곤두박질하고 있다. 연말 대선에서 어느 후보가 당선되더라도 곧바로 불황 대책부터 착수해야 할 지경이다. 대선 후보들이 앞 다투어 재래시장이나 쌍용차 농성장을 찾고 있다. 사회적 약자들을 배려하는 포석으로 여겨진다. 하지만 앞으로 5년간 나라를 이끌겠다는 후보라면, 현대중공업 등 한국 경제의 심장부에서 어떤 일이 일어나고 있는지도 살펴야 한다. 대선 캠프들은 저마다 뛰어난 경제전문가들이 포진해 있다고 자랑한다. 그렇다면 복지·경제민주화는 물론 경제성장까지 아우르는 현실성 있는 공약을 내놓아야 한다. 참으로 어려운 정책 조합을 조화롭게 짜려면 고민에 고민을 거듭해야 할 것이다.
