Protecting consumer choice
It is widely known that the multifunctional smartphones available in the local market are exorbitant in price and features, limiting consumer choice and resulting in hefty phone bills./ 국내 시장에서 사용할 수 있는 다기능 스마트폰이 과도하게 높은 가격과 사양으로 소비자의 선택을 제한하고 그로 인해 많은 요금을 부담하게 된다는 사실은 잘 알려진 사실이다/ The JoongAng Ilbo discovered that the average price of the 21 models released by local cellphone manufacturers this year was 850,000 won ($780)./ 중앙일보 보도에 따르면 국내 휴대전화 제조업체가 올해 내 놓은 21개 모델의 평균가격이 85만원이었다/ Removing two standard models from the pool, the average price exceeded 900,000 won./ 그 중에서 표준모델 2 종류를 제외한 스마트폰의 평균가격은 90만원을 초과했다/Smartphones have become so common in Korea that they are even owned by elementary school students./ 스마트폰은 초등학생들도 가지고 있을 정도로 한국에서는 일반화 된지 오래다/ They are almost exclusively available with advanced features, huge storage and over-the-top functions./ 스마트폰은 거의 모두가 고 사양, 큰 메모리 용량, 정도가 지나친 기능을 포함하고 있다/
As a result, a number of consumers who largely use cellphones the old-fashioned way - to call people - have no choice other than to buy highly advanced multifunctional phones that are hard to comprehend./ 그 결과 구식의 휴대폰을 주로 사용하는 많은 소비자들은 이해하기도 어려운 매우 고급의 다기능 폰을 구입하는 것 이외에는 다른 선택이 없을 정도다/ Manufacturers do not offer domestic consumers the simpler, lower-end smartphones they export to other countries./ 제조업체들은 단순하거나 저가의 스마트폰은 다른 국가에 수출을 하고 국내 소비자들에게는 제공하지 않고 있다/ It is difficult to find a cheap local brand, which seriously undermines consumer choice./ 저렴한 국내 브랜드를 찾기가 어려울 정도로 소비자의 선택권을 심각하게 제한하고 있는 것이다/
Manufacturers have come up with the poor excuse that they cannot release lower-end models at home because local carriers do not want the cheap models to be released in the market./ 제조업체들은 국내 통신사들이 저렴한 모델을 국내 시장에 내놓기를 원하지 않기 때문에 저가 모델을 국내 시장에 내놓을 수가 없다는 궁색한 변명을 하고 있다/
The reasoning is clear./ 이유는 분명하다/ Mobile operators get higher profits from expensive, multifunctional phones that eat up data./ 이동 통신사들이 많은 데이터를 이용하는 값이 비싸고 다기능 휴대폰으로 더 많은 이익을 남기기 때문이다/
However, the lack of consumer choice translates into higher prices for handsets./ 하지만 고객의 선택권의 부족은 높은 단말기 가격에 고스란히 전가되고 있다/ While carriers offer to subsidize the cost of the handsets, consumers have to accept higher fixed monthly fees, longer contracts or both./ 통신사들은 단말기 비용에 보조금을 제공하고 있지만 소비자는 높은 월정요금과 장기간의 계약을 받아들일 수밖에 없다/
They simply cannot get a deal on their phones anywhere./ 소비자들은 어디에서나 자유롭게 휴대전화를 마음대로 선택할 수도 없게 되어 있는 것이다/
To solve such a structural problem, distribution and market channels should be broadened by separating the cost of handsets and telecommunication services./이러한 구조적인 문제를 해결하기 위해서는 단말기의 비용과 통신 서비스의 비용을 분리하여 유통과 시장채널을 확대해야만 한다/ More access to the mobile virtual network operator (MVNO) services that borrow radio spectrums from conventional mobile networks is a good option./ 기존의 모바일 네트워크사로부터 무선 주파수를 빌려 사용하는 이동통신재판매사업자(MVNO)를 더 많이 이용하는 것이 좋은 선택이 될 수 있다/
The MVNOs can help to widen the marketing mix, satisfy various customer segments and reduce the costs of handsets and service./ 이동통신재판매사업자는 마케팅 믹스를 확대하고 다양한 고객층을 만족시키고 단말기와 서비스의 비용을 줄이는데 도움을 줄 수 있다/ To make this work, we must have a larger variety of phones and services available in the intermediary wireless service network./ 이렇게 하기 위해서는 중개 무선 서비스 네트워크를 이용할 수 있는 더 많고 다양한 휴대폰과 서비스가 있어야 한다/
At the same time, handset manufacturers should guarantee consumers the right to choose by churning out more diverse types of mobile phones instead of making unreasonable excuses./ 동시에 단말기 제조업체들은 불합리한 변명을 하기보다는 더 다양한 유형의 휴대폰을 생산하여 소비자가 선택할 수 있는 권리를 보장해야만 한다/
