Listen to district heads’ complaints

The heads of 24 out of Seoul’s 25 district offices announced they can’t afford to expand day care for poorer kids next year, as the city government has planned, and will not do so out of their budgets. The only district that didn’t join the group was wealthy Gangnam. The districts have been bleeding money from the welfare program ever since free day care was offered for toddlers under 24 months for all families in March. The budget strain was so excessive that in September, they excluded families from the top 30 percent of income groups from the program. Of the 24 district heads, 19 are affiliated with the main opposition Democratic United Party and five to the ruling Saenuri Party. District governments clearly proclaimed they no longer can afford further funding for free welfare programs.

Yet politicians pay little heed to the realities and the legislative plans to expand funding for day care centers for all toddlers under 5 from next year. This is instead of the current plan under which families from the lower 70 percent income bracket receive free day care starting in January. Leading presidential candidates Park Geun-hye, Moon Jae-in and Ahn Cheol-soo all promise free day care for all toddlers under preschool age. Moreover, the government plans to provide separate child care allowances for families with toddlers. City district governments already running out of money decided to go against their party platforms to exclude extra costs for child care from next year’s budgets, saying they could all go bankrupt if they follow the order.

The district and municipal governments could only sustain the program of subsidizing day care service for toddlers under 2. The program started in March of this year after it received extra funding from the central government because they soon ran out of money. The local governments are demanding the central government pay in full for the program because it disturbs their appropriations. The case underscores that no social welfare benefits are possible without clear and viable budgeting.

Presidential candidates have been trotting out various social welfare plans but explain little about how they will finance them. Regardless of who is elected, the incoming government will run up a deficit with spending on programs like free day care. Politicians and presidential candidates should pay heed to the voices of the district heads. They also must specify where the funding for welfare spending will come from. They should stop pretending to play Robin Hood, determined to get money from the rich and distribute to the poor. Promises on welfare benefits without financing plans are lies and will put this country in a fiscal hole.

서울 구청장들 “재원 없어 못하겠다”
무책임한 복지 확대 공약 자제해야

서울의 구청장들이 내년도 무상보육 예산 편성을 전면 거부했다고 한다. 정치권이 무리하게 내놓은 무상보육 확대 공약에 따른 추가부담액을 못 내겠다고 선언한 것이다. 서울의 25개구 가운데 강남구를 제외한 24개구의 구청장들이 한 목소리로 “정치권의 밀어붙이기식 (무상보육을 확대) 정책으로 지방재정이 파탄에 이르고 있다”고 주장했다. 24개 구청장 가운데 19명이 민주통합당 소속이고 5명이 새누리당 소속이며, 공동선언에서 빠진 강남구청장(새누리당)은 무상보육은 물론 무상급식도 문제 삼아야 한다는 입장이다. 결국 무상복지를 집행하는 일선 현장의 구청장들은 여야를 막론하고 현재의 지방재정 여건으로는 퍼주기식 무상보육 확대가 불가능하다는 점을 분명히 밝힌 셈이다.
그러나 정치권은 이런 현실은 도외시한 채, 국회의 예산심의 과정에서 현재 소득하위 70%에게 지원하는 무상보육비를 내년에는 전계층으로 확대할 계획이고, 박근혜·문재인·안철수 등 유력한 대선후보도 모두 0~5세 무상보육을 공약하고 있다. 여기다 내년에 양육보조금까지 확대되면 지방자치단체가 부담해야 할 복지비용은 눈덩이처럼 불어날 수 밖에 없다. 이러니 여야 구청장들이 각 당의 당론과 대선공약을 거스르면서까지 무상보육비 추가부담액을 아예 내년 예산편성에서 제외하겠다고 나선 것이다. 그대로 가면 재정이 파탄난다는 호소가 엄살이 아니란 얘기다.
무상보육 제도는 시행 첫 해인 올해부터 이미 파행으로 치달았다. 0~2세 영·유아에 대한 전면 무상보육 확대로 지방자치단체의 재원이 바닥나면서 중단될 위기에 처했으나 중앙정부가 지방보육료 부족분을 메워주기로 해서 겨우 고비를 넘겼다. 전국의 지방자치단체들은 아예 무상보육 예산을 중앙정부가 전액 부담하라고 요구하고 있다. 그러나 중앙정부라고 해서 없는 예산이 하늘에서 떨어질 리는 만무하다. 결국 무상보육을 둘러싼 파행과 갈등은 재원이 없으면 어떠한 복지 확대도 불가능하다는 엄연한 현실을 상기시켜 준다.
대선 주자들은 무상보육 확대를 포함한 각종 복지공약을 쏟아내면서도 정작 재원조달에 대해서는 구체적인 방안을 내놓지 않고 있다. 어느 후보가 당선되든 복지공약을 실천하는 과정에서 무상보육처럼 재원부족 사태에 직면할 공산이 크다는 얘기다. 재원이 뒷받침되지 않는 복지정책은 허상에 불과하다. 무상복지는 결코 ‘공짜’가 아니라 국민이 낸 세금으로 충당되어야 할 ‘재정지출’이다. 그래서 재정이 바닥나면 ‘공짜복지’도 없는 것이다.
정치권과 대선후보들은 서울시 구청장들의 호소를 잘 새겨듣기 바란다. 우선 사탕발림의 복지공약을 내놓을 때는 그 재원을 어느 국민의 호주머니에서 빼내 조달할 것인 지도 분명히 밝혀야 한다. 막연히 부자 돈을 빼앗아 서민들에게 나눠주겠다는 로빈후드식 복지공약은 실현가능성도 없고, 설득력도 없다. 책임 있는 재원조달 방안이 없는 복지공약은 사기다.
