Hands off the budget
The December presidential election is affecting next year’s budget review at the National Assembly./ 12월 대통령 선거가 국회에서의 내년 예산에 영향을 미치고 있다/ The ruling Saenuri Party and main opposition Democratic United Party are wrestling to secure money to back up their own candidates’ campaign promises./ 집권당인 새누리당과 야당인 민주통합당은 자신 후보의 선거공약을 뒷받침해 줄 예산을 확보하기 위해 싸우고 있다/ Some lawmakers have even insisted that an extraordinary budget bill be appropriated to fund the next president’s campaign promises./ 심지어 일부 국회의원은 차기 대통령의 선거 공약을 지원할 임시 예산안을 별도로 편성해야 한다고 주장하기도 했다/ That’s nothing but a sly tactic to help their candidates’ bids in the election./ 이것은 대통령 선거에서 자신의 후보가 경쟁력을 가지도록 돕기 위한 교활한 전략에 지나지 않는다/Political parties’ efforts to wield influence in the executive branch’s budget planning are understandable./ 행정부의 예산안과 관련하여 정당이 영향력을 행사하려고 하는 것은 당연하다/ But it is a totally different story if they attempt to obtain an extra budget for a particular presidential candidate in the middle of an ongoing campaign./ 그러나 선거운동이 진행 중인 가운데 특정 대통령 후보를 위한 추가 예산을 확보하려고 한다면 그것은 완전히 다른 얘기가 된다/ Here’s why:/이유는 다음과 같다/ If the government budget turns into a tool for an election victory,/ 만약 정부 예산이 선거 승리를 위한 도구로 전락한다면/ it will most likely lead to an over-the-top distortion of budget allocations as it is aimed solely at fulfilling candidates’ populist agendas./단지 예산이 후보의 포퓰리즘 아젠다를 이행하기 위한 것이 됨으로써 예산 할당의 지나친 왜곡을 초래할 수 있다/ Moreover, it is an outright insult to voters’ right to choose their president to demand that next year’s budget should also cover a particular candidate’s campaign pledges./ 더군다나 내년 예산에 특정 후보의 선거 공약을 포함하라는 요구는 대통령을 뽑을 유권자의 권리를 완전히 모욕하는 것이다/
It is even more preposterous for legislators to call for a separate budget for the next president without even specifying the purpose of such a budget./ 예산의 구체적인 목적을 명시하지 않은 채 차기 대통령을 위한 별도의 예산을 국회의원들이 요구하는 것도 말도 안 되는 일이다/ Choi Jae-sung, a third-term lawmaker from the DUP, went so far as to contend that a maximum of 4 trillion won ($3.67 billion), amounting to about 1 percent of the government’s budget next year of 342 trillion won, should be reserved for the next president during budget deliberations in the Assembly./ 3선 의원인 민주통합당 최재성 의원은 국회 예산심의 과정에서 차기 대통령을 위해 정부의 내년도 예산인 342조원의 1퍼센트에 해당하는 최대 4조원을 따로 떼 두어야 한다고 주장하기까지 했다고 한다/ That amounts to an outright dismissal of the law on the budget./ 그것은 예산법을 완전히 무시하는 처사라 할 수 있다/
One of the fundamental reasons for such an aberrant argument comes from the mismatch of presidential and parliamentary terms:/ 이러한 일탈적인 논쟁이 일어나는 근본적인 이유 중의 하나는 대통령 임기와 국회 회기의 불일치에서 비롯된다/ A new president’s first year budget is determined by the Assembly in December before he or she takes office in February./ 새로운 대통령의 첫 해 예산이 대통령이 취임하는 2월 이전인 12월에 국회에서 결정되기 때문이다/ But that has not posed a very big problem in the past./ 그러나 과거에는 큰 문제가 되지 않았다/ If the ruling party becomes a minority in the Assembly after the presidential election, the budget naturally is not what the president would have wanted./ 만약 집권당이 대통령 선거 후 국회에서 소수당이 되면 예산은 당연히 대통령이 원하는 대로 할 수 없다/ On the other hand, if the ruling party maintains its majority after the presidential election, the president can keep his or her promises by passing a supplementary budget through the Assembly./ 다른 한편으로는 만약 집권당이 대통령 선거후 다수당을 차지한다면 대통령은 국회를 통해 추가경정 예산을 통과시켜 자신의 공약을 지킬 수 있기 때문이다/ Therefore, it brazenly exceeds legislators’ authority if they try to interfere with a normal budget deliberation in order to give advantages to their candidates./ 따라서 자신의 후보에게 편의를 제공하기 위해 정상적인 예산 심의에 간여하고자 한다면 그것은 국회의원의 권한을 치명적으로 월권하는 것일 수밖에 없다/
We strongly urge lawmakers to immediately stop any attempts to put pressure on the budget deliberations./ 우리는 예산 심의과정에서 압력을 행사하는 시도를 즉각 중단하기를 국회의원들에게 강력하게 촉구하는 바이다/
