The clearest choice in years

With the ruling Saenuri Party candidate Park Geun-hye and opposition Democratic United Party contender Moon Jae-in officially registering their presidential bids, both camps’ campaigns can begin for the December presidential election. That opens a genuine two-way battle for the first time in a decade since the contest between Roh Moo-hyun and Lee Hoi-chang in the 2002 election. With the absence this time of a strong third bidder - like Chung Ju-yung, Rhee In-je or Lee Hoi-chang - in presidential elections, the two-way race symbolizes an all-out war between two rival forces and philosophies in our society.

This election polarizes the political scene more than ever before. In the conservative camp, Lee Hoi-chang, former head of the Grand National Party, has joined Park’s camp, and the splinter conservative Liberty Forward Party, led by Rhee In-je, has also merged with the Saenuri Party. Meanwhile, independent dark horse Ahn Cheol-soo endorsed Moon Jae-in after dropping out of the race to ensure a single candidate for the liberal camp, and Sim Sang-jeong, head of the Progressive Justice Party, will likely announce her support for Moon. All the developments herald the most competitive race between conservative and liberal forces since the 1980s.

A two-way race risks neutralizing voices in between. Both camps, however, can minimize the risk if they campaign like in the U.S. election with its two-party system. Moreover, Park has turned left in such areas as economic justice and welfare. Moon cannot entirely follow in the footsteps of Roh on national security and North Korea issues. That’s why it should be a fight to reflect the needs of the middle as well.

The race should be about the future. Park’s waffling about her father’s political oppression and her denial of involvement in the Jeongsu Scholarship Foundation scandal still casts a shadow over her bid, not to mention mounting criticism against the chaebol-focused industry structure her father built. Park also faces a new challenge to cajole the recalcitrant regime in Pyongyang to take a reform path. She must present a vision of a new president, not a daughter of a former dictator.

Moon was a core member of the Roh Moo-hyun administration. Moon’s image as “Roh’s avatar” is a huge burden. He contends his election will not be a Roh comeback. If so, Moon must come up with clear ways not to repeat his boss’s misgovernment and define his own vision. Backpedaling on such issues as the Korea-U.S. free trade deal is no way to prove a new voice.

선명한 ‘양자’구도…‘양극’ 위험 막아야 박, 박정희 딸을 넘는 비전 제시 필요 문, ‘노무현 아바타’ 아님을 증명 해야 박근혜 새누리당, 문재인 민주당 후보가 등록을 마쳐 본격적인 선거운동이 시작됐다. 빅(big)2만 맞붙는 양자대결은 2002년 노무현-이회창 이래 10년만이다. 1987년 대통령 직선제 이래 한국 대선에선 정주영·이인제·이회창 같은 강력한 제3 후보가 존재하곤 했다. 양자 구도는 후보가 상징하는 이념·정책·세력의 총체적 대결이란 점에서 대선이 더욱 단순·명확해진다. 이번 대선에선 양극 세력화가 더 분명하다. 보수 쪽으론 세 차례나 출마했던 이회창 전 한나라당 대표가 합류했다. 이인제의 충청권 자유선진당은 아예 새누리당과 합당했다. 정통보수를 주창했던 무소속 이건개 변호사도 박 후보를 지지하면서 사퇴했다. 진보 또는 야권으로는 무소속이었던 안철수 후보가 문 후보 지지를 선언했다. 통합진보당보다 온건하다는 진보정의당의 심상정 후보는 문 후보를 지지할 가능성이 있다. 보수·진보 구도로만 보자면 80년대 이래 가장 선명하고 공세적인 경쟁이 된 것이다. 양자 대결은 공동체의 균형적인 발전을 위협하는 요소가 있기도 하다. 양쪽의 대결 속에서 중간이 위축되거나 실종되는 것이다. 하지만 미국 양당제 선거처럼 잘만 운영하면 위험은 최소화 할 수 있다. 더군다나 박 후보는 경제민주화나 복지 등에서 적잖이 좌 클릭한 부분이 있다. 문 후보도 안철수의 도움을 최대한 이끌어 내려면 안보·대북에서 무작정 ‘노무현 스타일’로만 갈 수는 없을 것이다. 양자가 꼭 양극으로 가는 건 아니다. 가서도 안 된다. 양극이 아닌, 건전하고 선명한 노선 경쟁이 되어야 한다. 박-문 구도는 미래를 위한 경쟁이어야 한다. 두 후보 모두 과거의 부담을 지고 있다. 인혁당과 정수장학회 논란에서 보듯 박 후보에게는 아버지 박정희 대통령의 공과가 그림자를 길게 드리운다. 박정희 경제개발 시대에 시작된 대기업 중심 경제구조가 이제는 보다 효과적으로 양극화 해소에 기여할 수 있도록 조정되어야 한다는 목소리도 높다. 박 후보는 아버지처럼 북한 도발에 강하게 대처하면서 동시에 북한을 변화로 유도해내야 하는 시대적 과제를 안고 있다. 종합적으로 박 후보는 ‘박정희 딸’이 아니라 ‘18대 대통령 박근혜’의 비전을 제시해야 하는 것이다. 문 후보는 청와대 비서실장을 지내는 등 노무현 정권의 핵심이었다. 노무현 정권은 임기 말에 집권 열린우리당이 자폭(自爆) 해체되고 결국 531만표로 정권을 내주었다. 그런 점에서 ‘노무현 아바타’라는 여권의 비판은 그에게 커다란 부담이다. 문 후보는 노무현의 컴백(come back)이 아니라 김대중·노무현에 이은 ‘민주정부 3기’가 될 것이라고 주장한다. 그렇다면 문 후보는 노 정권의 실정을 어떻게 반복하지 않을 것인지, ‘독립 정치인 문재인’의 철학과 비전은 무엇인지 내놓아야 한다. 노 대통령이 추진했던 한·미 FTA나 제주해군기지에 브레이크를 거는 게 그런 건 아닐 것이다.
