North must end ICBM ambitions
North Korea has announced it will conduct the “satellite launch” - which was botched back in April - between Dec. 10 and 22./ 북한은 지난 4월에 실패한 ‘위공위성 발사’를 12월 10일에서 22일 사이에 다시 시도하겠다고 발표했다/ That creates an uproar in the international community again./ 그것은 또 다시 국제사회에 논란을 야기하고 있다/Responding to Pyongyang’s move, our government demanded an immediate withdrawal of the plan by defining it as an attempt to “launch a long-range missile.”/ 북한의 움직임에 대한 대응으로 우리 정부는 ‘장거리 미사일을 발사하기 위한’ 시도로 규정하고 그 계획을 즉각 철회할 것을 요구했다/ The U.S. State Department criticized the move as a grave provocation threatening the peace and security of the region, and Tokyo followed by canceling director-level talks with Pyongyang scheduled for Wednesday./ 미국 국무부도 역내의 평화와 안보를 위협하는 심각한 도발로 그 움직임을 비난했으며 일본 정부도 월요일로 예정되어 있는 북한과의 국장급 회담을 취소했다/ China also expressed opposition to the North’s move, though indirectly./ 중국 또한 간접적으로 북한의 움직임에 대해 반대 입장을 표명했다/
Pyongyang’s intention is obvious:/ 북한의 의도는 분명하다/ to secure rocket technology to carry intercontinental ballistic missiles to proclaim its cherished nuclear power status./ 핵무기 보유 국가라는 사실을 분명히 보여주기 위해 대륙간탄도 미사일을 운반할 수 있는 로켓 기술을 확보하기 위한 것이다/ The rocket technologies for launching satellites and firing ICBMs are nearly identical./ 인공위성을 발사하는 로켓기술은 ICBM 발사 기술과 거의 동일하기 때문이다/ North Korea carried out a total of four missile tests from 1998 through April of this year./ 북한은 1998년부터 올해 4월까지 총 네 번의 미사일 시험발사를 했다/ Except for the test in 2006, which was conducted without any warning, three tests were done in the name of “satellite launch.”/ 사전 경고도 없이 시행한 2006년의 시험발사를 제외하고 세 번의 시험발사는 ‘인공위성 발사’라는 이름으로 수행했다/ Despite its announcement that it successfully put the satellites into orbit in the first and third tests, all four tests ended in failure./ 첫 번째와 세 번째 시험발사에서 인공위성을 성공적으로 궤도에 진입시켰다는 북한의 발표에도 불구하고 네 번 모두 실패로 끝났다/ Still, the North’s attempt to relaunch a “satellite” only eight months after the April fiasco underscores a desperation to finalize ICBM technologies./ 지난 4월에 실패한 이후 8개월 만에 여전히 북한이 “인공위성‘을 발사하겠다는 시도는 ICBM 기술을 완성하고자 하는 절실함을 잘 말해준다/

Whatever calculation the North makes, the missile launch is a criminal act banned by the United Nations Security Council./ 북한이 어떻게 계산을 하든 미사일발사는 유엔 안보리가 금지하고 있는 범죄행위이다/ The UN Security Council has denounced Pyongyang’s rocket launches and forbidden additional tests through the UN Resolutions 1718 and 1874./ 유엔 안보리는 북한의 로켓 발사를 격렬하게 비판해 왔으며 유엔 결의안 1718과 1874를 통해 추가적인 시험을 금지하고 있다/ When the North dared to launch an intercontinental missile in April, the council declared it will “automatically” call a Security Council meeting if the North test-fires a missile./ 북한이 지난 4월 대륙간탄도 미사일을 감히 발사하고자 할 당시 안보리는 만약 북한이 미사일 시험발사를 하면 자동적으로 안보리 회의를 소집할 것이라고 발표한 바 있다/
Pyongyang’s latest act endangers the peace on the Korean Peninsula and in Northeast Asia./ 북한의 최근의 행동은 한반도와 동북아시아의 평화를 위험에 빠뜨리고 있다/ Under circumstances where presidential candidates in Korea and re-elected U.S. President Barack Obama expressed a willingness to improve relations with Pyongyang, the new provocation will only backfire./ 한국의 대통령 후보들과 재선한 미국의 오바마 대통령이 북한과의 관계를 개선할 의지가 있다는 것을 표명하고 있는 상황에서 북한의 새로운 도발은 단지 역효과만 낼 것이다/ We urge the North to cancel its plan to launch a long-range missile./ 우리는 북한이 장거리 미사일 발사 계획을 취소할 것을 촉구한다/ Only destruction will await the recalcitrant regime in Pyongyang if it does otherwise./ 만약 그렇게 하지 않는다면 저항하는 북한 정권에게는 단지 파멸만이 있을 뿐이다/
