Harsh approach to chaebol

President-elect Park Geun-hye’s surprise visit to a shantytown in southern Seoul and a subsequent meeting with leaders of small- and medium-sized businesses before having a goodwill gathering with the Federation of Korean Industries (FKI) attracts our keen attention. After the meetings, Park said, “The Korean economy now must move toward coprosperity among conglomerates and small businesses, together with simultaneous growth of exports and domestic consumption.”

This amounts to the essence of “Geun-hye-nomics” for the next five years.

She made her most noteworthy remarks about the chaebol. In the brief session with the FKI, she urged them to change their way by respecting shifts in economic and social priorities, while vowing to actively support their investments in creating jobs. Stressing the significance of “principled capitalism,” she criticized big companies’ bad practices such as the arbitrary firing of employees, infringing on business that support a lot of mom-and-pop shops and the unilateral slashing of parts (or their prices) supplied by small companies. She reportedly didn’t comment after the FKI requested her to reconsider her campaign pledge to put caps on chaebol’s cross-shareholdings.

No one will oppose Park’s overall prescriptions for our economy as there is a broad consensus on their wisdom. They are eventually the way we should go. But we still harbor some suspicions about the speed and intensity of her “economic democratization” drive. Blindly jumping on the anti-chaebol bandwagon will only bring about unwanted confusion in the market. An approach based on promoting export-oriented conglomerates while supporting small businesses that work on the domestic market would be a better route. Rushing to correct the conglomerates’ malpractices at the cost of their economic vitality will end up pushing the economy into a vicious cycle of investment reduction and job losses.

The new administration needs to take big companies’ capabilities into account as well. Big Business is waiting for harsh legislation aimed at punishing them for various business practices like price fixing, relying on cheap, non-salaried workers, and they expect more tax too. It seems to be only a matter of time that those bills will pass the National Assembly. Park needs to carefully review whether big companies can deal with the tsunami. The new government’s anti-conglomerate attitude can backfire at any time. Park needs to be prudent.

대기업의 체력과 경제 현실 감안해
단계적·시장 친화적으로 접근해야



최근 박근혜 대통령 당선인의 경제계 순방에서 눈에 띄는 대목은 그의 동선(動線)이다. 제일 먼저 쪽방촌 등 서민들의 삶의 현장을 찾았고, 어제는 전국경제인연합회 간담회에 앞서 중소기업중앙회 회장단과 소상공인단체 임원단부터 만났다. 향후 5년간 경제정책의 중심축을 어디에 놓을지 분명히 한 것이다. “대기업 수출에 의존해온 외끌이 성장에서 이제는 대기업과 중소기업, 수출과 내수가 함께 가는 쌍끌이로 가겠다”는 언급이 ‘근혜노믹스’의 정수라 할 수 있다. 중소기업과 내수를 새로운 성장동력으로 삼겠다는 의지가 묻어난다.
역시 가장 관심이 가는 것은 대기업에 대한 주문이다. 박 당선인은 전경련 간담회에서 “미래 성장동력과 일자리를 만드는 투자에는 적극 지원하겠다”면서도 “우리 대기업도 이제 좀 변화해 주길 바란다”고 요구했다. ‘원칙이 바로 선 자본주의’를 강조하며 구조조정과 정리해고, 골목상권 침해, 부당한 납품 단가 인하 등을 비판했다. 박 당선인은 “이제 이런 관행들은 자제해야 한다”며 “대기업은 글로벌 해외 기업을 상대로 경쟁해야지 중소기업, 골목상인의 삶의 영역을 뺏으면 안 된다”고 주문했다. 순환출자 제한 공약을 재고해 달라는 전경련의 건의에는 어떠한 언급도 하지 않았다고 한다.
박 당선인의 전체적인 경제정책 방향에 반대할 사람은 없을 것이다. 우리 경제가 앞으로 나아가야 할 길이자, 이미 대선 과정에서 폭넓은 국민적 공감대가 확인된 사안이기 때문이다. 다만 그 속도와 강도에 대한 의구심은 떨치기 어렵다. 아무리 상생발전이 중요하다 해도 반드시 시장 친화적으로 진행돼야 한다. 반(反)대기업 정서에 편승해 무리하게 밀어붙이면 정책 효과는커녕 혼선과 부작용만 낳기 십상이다. 수출대기업의 순(順)기능은 살려나가면서 중소기업과 내수를 끌어올리는 상향평준화가 바람직하다. 대기업의 폐단을 바로잡겠다며 기존의 경제활력까지 저상(沮喪)시키면 투자와 일자리 위축의 악순환에 빠지게 된다.
대기업의 체력도 감안해야 한다. 이미 국회에는 담합에 따른 손해배상을 3배까지 물리는 ‘공정거래법’, 부당한 납품단가 인하에 10배까지 징벌적으로 배상하게 하는 ‘하도급 거래법’, 일감몰아주기에 대한 중과세 법안, 60세 정년을 요구하는 ‘고령자 고용촉진법’, 비정규직을 위한 ‘기간제 및 단기간 근로자 보호법’, 금융종합과세를 강화하는 소득세법 개정안 등이 통과를 기다리고 있다. 여야 모두 경제민주화에 한 목소리인 만큼 개정안 통과는 시간 문제로 보인다. 이렇게 한꺼번에 몰아치는 쓰나미를 제대로 감당할 대기업들이 얼마나 될 지 신중하게 살펴볼 필요가 있다.
우리 경제가 처한 현실도 외면해선 안 된다. 이미 장기 저성장 국면에 진입하는 조짐에다, 치열한 글로벌 경쟁으로 세계 일류기업조차 순식간에 곤두박질하기 일쑤다. 여기에다 인위적으로 정리해고와 고용유연성을 억압할 경우 투자와 신규일자리 감소라는 반작용을 부를 수 있다. 박 당선인이 경제민주화와 성장의 두 마리 토끼를 잡으려 하고 있다. 하지만 아무리 시장 친화적으로, 탄력적이며 유연하게, 그리고 단계적으로 진행해도 쉽지 않은 일이다.
