Breaking the ice

Seocho District Office workers shovel ice yesterday in their district in southern Seoul as the capital’s cold snap continues. On Jan. 3 the mercury dropped to minus 16.4 degrees Celsius (2.48 degrees Fahrenheit), making it the coldest day in the first 10 days of January in 27 years. By Kim Do-hoon
