Don’t jeopardize pension savings

Taxes and pensions are two very different things. People pay taxes as their duty to share the burden of national maintenance and governance to improve their living standards. Citizens subscribe to public pensions as savings for their retirement or old age. Despite an obvious difference, however, politicians and the government do not seem to agree. They opt to believe that the money comes from the same coffer. Otherwise, they wouldn’t think up such ridiculous ideas.

President-elect Park Geun-hye’s transition committee is mulling draining 30 percent of funding for basic monthly benefits to senior citizens out of the national pension. Senior poverty is a serious social problem, and we don’t blame the new administration for trying to come up with new funding to help the elderly. However, the funding must come from tax revenue, not public pensions.

What the committee must do first is overhaul many public pensions. The public servant and soldiers’ pensions are already in the red and the deficits are growing. The deficit in the public servant pension that totaled 54.8 billion won ($51.9 million) in 2003 ballooned to an estimated 1.46 trillion won last year. The deficits are being covered up with taxes, meaning the public is providing for the retirement comforts of civil servants. The government revised the related law in 2000 to sustain the public servant pension. As much as 8.26 trillion won of taxpayers’ money was injected as of last year to sustain the money-losing public servant pension. The deficit is estimated to reach 6.2 trillion won in 2020 and 14.9 trillion won in 2030.

The reason for the catastrophe is simple: The number of people on the receiving end is increasing and they are getting more in return than they paid during their working days. The pension system is designed to return to public servants as much as triple the amount they paid, whereas ordinary citizens get 1.7 times more. Despite the reform in 2009, the public servant pension still offers greater returns at an earlier receiving age than the national pension. The imbalance in the pension system further contributes to the social and wealth discrepancies.

If Park wants to fulfil her promise to offer basic pension funds for senior citizens, she should find a way without touching the national fund.

Ordinary citizens are already discriminated in pension benefits more than civil servants, teachers and soldiers. At the current rate, the national pension will run into a deficit after 30 years and run out of funds 40 years later. The transition team must scrap any idea that would jeopardize people’s pension savings.


세금과 연금은 엄연히 다르다. 세금은 나라의 살림살이와 국민 삶의 질 향상에 필요한 돈을 국민들이 내는 것이고, 연금은 국민들이 자신의 노후생활에 필요한 자금을 나중에 되돌려받기 위해 내는 돈이다. 지극히 당연한 상식인데도 정치인과 정부는 세금과 연금을 똑같다고 생각한다. 마치 자신들의 ‘주머니 속 쌈짓돈’처럼 여긴다. 최근에 벌어지고 있는 몰상식한 행태들이 단적인 증거다.
 보도에 따르면 국회의원들은 자신의 노후생활을 위해 의원연금을 만들 작정이었다. 부정적인 여론 때문에 어제 스스로 철회하긴 했지만 외국 사례를 참조하면서 내밀하게 검토했던 건 사실이었다. 의원들이라고 연금을 만들 자유가 없다고 주장하는 건 아니다. 당연히 만들 수 있다. 자신이 낸 돈을 적립·운용했다가 나중에 연금으로 되돌려받겠다는 걸 탓할 순 없다. 문제는 거기에 그치지 않을 것이라는 데 있었다. 의원들이 공무원연금 운운했던 걸 보면 알 수 있다. 낸 돈보다 지출한 돈이 많아 적자가 나면 국민 세금으로 보전해 주는 게 공무원연금이다. 당연히 의원들은 자신이 낸 돈보다 더 많은 연금을 받겠다는 속셈이었을 것이다. 그 적자는 공무원연금처럼 세금으로 충당할 가능성이 높았다.
 세금과 연금을 혼동하는 건 박근혜 당선인의 인수위원회도 마찬가지다. 인수위는 모든 노인에게 지급하는 기초연금 중 30%가량을 국민연금에서 충당하는 방안을 추진키로 했다. 노인빈곤은 엄청난 사회문제임에 분명하다. 기초노령연금이든 기초연금이든 새 정부가 이를 해결하겠다는 걸 나무랄 순 없다. 우리가 지적하는 건 이는 연금의 영역이 아니라 세금의 영역이라는 점이다. 국민연금이 해야 할 일이 아닌데 국민연금더러 충당하라고 하는 인수위의 발상이 문제라는 것이다.
 인수위는 이 같은 허튼 짓을 해선 안 된다. 대신 공무원연금과 군인연금, 사학연금 같은 특수직역의 연금을 근본적으로 개혁하는 데 앞장서야 한다. 공무원연금과 군인연금은 이미 적자다. 게다가 적자 폭은 갈수록 커지고 있다. 공무원연금의 경우 2003년에는 548억원의 적자였지만 지난해엔 무려 1조4588억원(추정치)으로 급증했다. 이 적자는 몽땅 국민 세금으로 메워주고 있다. 국민이 공무원의 노후생활에 필요한 돈을 내주고 있다는 얘기다. 2000년 공무원연금법이 개정되면서부터다. 그렇게 해서 지난해까지 공무원연금 적자를 보전하느라 투입된 국민 세금이 무려 8조 2600억원이나 된다. 더 큰 문제는 앞으로다. 2020년 6조2000억원, 2030년 14조9000억원의 적자를 볼 거라는 게 정부 예상치다. 그야말로 밑 빠진 독에 물 붓기다. 군인연금까지 합치면 적자 폭은 더 커진다. 2030년에는 무려 30조원에 이르는 세금을 두 연금에 투입해야 할 판이다.

 이렇게 된 이유는 간단하다. 수급 대상자가 급증하고 있는 데다 자신들이 낸 돈보다 훨씬 많은 돈을 연금으로 타기 때문이다. 모든 조건을 똑같이 했을 때 공무원은 자신이 낸 돈의 최대 3배를 받고, 국민들은 1.7배를 받도록 연금을 설계해 놓았다. 2009년 공무원연금을 개혁했어도 그렇다. 여전히 소득 대체율이 공무원이 훨씬 높은 데다 연금 지급 개시연령도 공무원이 더 빠르다. 연금을 설계한 것이 공무원이기 때문이다. 이렇게 되면 결론은 뻔하다. 소득 양극화가 연금 때문에 가속화된다.
 인수위가 박 당선인의 기초연금 공약을 실행하겠다면 국민연금을 건드려선 안 되는 이유도 여기에 있다. 일반 국민은 공무원과 군인, 교사들보다 훨씬 적은 연금을 받는데도 늘 연금 고갈의 공포에 시달리고 있다. 지금 이대로만 가도 국민연금은 30년 뒤 적자로 돌아서고, 40년 뒤에는 바닥난다. 소득 대체율을 더 낮추고, 연금보험료를 더 내야 할 상황이다. 이런 마당에 국민연금의 고갈 시기를 더 앞당기겠다는 인수위의 방침은 철회돼야 마땅하다.
 차제에 공무원 등 특수직역 연금을 국민연금 하나로 통합해 연금 기득권을 해체하는 방안을 검토해야 한다. 출범 초기 새 정부의 힘이 강할 때 서둘러야 한다. 그래야 의원들도 또다시 의원연금을 만들자는 주장을 하지 않을 것이다. 더불어 특수직역 연금 적자를 메워주는 국민 세금으로 기초연금 재원을 충당할 수도 있다. 게다가 통합 연금(commom pension)은 세계적인 추세다.
