Wrong way to protect SMEs
The National Commission for Corporate Partnership has classified bakeries and restaurants as businesses reserved for small- and medium-sized enterprises./ 동반성장위원회는 제과점과 식당을 중소기업 적합 업종으로 분류했다/ When a particular sector is designated as reserved for SMEs, companies exceeding a certain size cannot enter the field or expand their presence./ 특정부문이 중소기업 적합 업종으로 지정되면서 일정 규모를 초과하는 기업은 그 분야에 진입할 수도 없고 현재의 매장 을 확대할 수도 없게 되었다/ For instance, a franchised bakery chain is prohibited from opening a new store within 500 meters (547 yards) of a mom-and-pop bakery./ 예를 들어, 프랜차이즈 제과점은 동네 빵집에서 500미터 내에는 새로운 가게를 개설하는 것이 금지된다/In addition, a number of restaurants run by large companies or restaurant franchises cannot open new stores under different brand names or expand their business via mergers or acquisitions./ 또한 대기업이 운영하는 많은 레스토랑 또는 프랜차이즈 레스토랑은 다른 브랜드로 새로운 가게를 열 수 없으며 인수합병을 통해 사업을 확장할 수도 없다/ Even though the corporate partnership commission, a semiofficial organization, says the decision is only a recommendation, it is a de facto regulation that bans large firms from entering the field./ 비록 반민반관 조직인 동반성장위원회가 그 결정은 단지 권고일 뿐이라고 말은 하지만 사실상 대기업이 그 분야에 진출하는 것을 막는 규제에 가깝다고 볼 수 있다/
The commission argues that the measure is aimed at protecting struggling mom-and-pop businesses and achieving prosperity for both big and small companies./ 동반성장위원회는 그러한 조치는 어려움을 겪고 있는 동네 기업을 보호하고 대기업과 소기업 모두 번영할 수 있게 하는 것이라고 주장하고 있다/
We think differently./ 우리는 달리 생각한다/ The government’s move will most likely fall short of protecting small enterprises, which is its supposed intention, and simply serve as an excuse to intervene and regulate./ 정부의 조치는 소기업을 보호하기 위한 것이라는 본래의 목적에는 미치지 못하며 개입하고 규제하기 위한 변명에 지나지 않는다/ Above all, the government’s judgment - that a regulation for franchise bakeries and restaurants will help resuscitate struggling mom-andpop businesses - seems to be naive from the outset./ 무엇보다, 프랜차이즈 제과점과 레스토랑을 규제하면 어려움을 겪고 있는 동네 기업을 소생시킬 수 있을 것이라는 정부의 판단은 처음부터 순진한 것이라고 할 수 있다/
The government surely must understand that owners of franchised bakeries and restaurants are also part of the mom-and-pop business community./ 프랜차이즈 제과점과 레스토랑을 운영하고 있는 소유자 또한 동네 사업 공동체의 일원이라는 사실을 정부는 분명히 이해해야 한다/ The argument that the fall of small businesses in our neighborhoods resulted from franchises saturating the market is also misleading/ 시장을 포화상태로 만든 프랜차이즈 때문에 우리 이웃의 소기업들이 몰락했다는 주장은 또한 오해이다/ because small stores’ failures primarily stemmed from a lack of competitiveness and an inability to meet the changing demands of consumers./ 왜냐하면 작은 가게들은 변화하는 소비자의 요구를 충족시키지 못한 무능과 경쟁력의 부재로 인해 주로 실패했기 때문이다./ Conglomerate-bashing is not the way to revive the low competitiveness of small businesses./ 대기업을 공격한다고 해서 경쟁력이 낮은 소기업을 회생시킬 수 있는 것은 아니다/
The government’s measure will backfire as it will only deter SMEs from growing bigger and stronger./ 정부의 조치는 중소기업이 더 크게 성장하고 더 강하게 되는 것을 저해할 것이기 때문에 역효과를 낼 것이다/ They will realize all too well that if they grow, they’ll be regulated too./ 중소기업은 만약 그들이 성장을 하면 자신들이 너무 규제를 받고 있다는 사실을 너무 잘 알게 될 것이다/ The government’s initiative is the same as a demand that bakeries and restaurants remain small forever instead of trying to grow into bigger, more ambitious and more profitable businesses./ 정부의 방안은 제과점과 레스토랑이 더 크게 성장하고 더 야심차고 더 이익을 많이 남기는 사업이 되도록 노력하기 보다는 영원히 작은 기업으로 머물러 있어야 한다는 요구와도 같다고 할 수 있다/
A previous measure with a similar purpose during the Roh Moo-hyun administration was later scrapped because it proved ineffective./ 노무현 정부 동안에 유사한 목적을 가지고 있는 이전의 조치도 나중에 효과가 없는 것으로 입증되어 폐기되었다/ Nothing has changed since then./ 그 후로 바뀐 것은 하나도 없다/ We urge the commission to review its decision, which will most likely bring about adverse effects instead of good./ 우리는 동반성자위원회가 좋은 효과보다는 역효과를 초래할 수 있는 그 결정을 검토해보기를 촉구한다/
